Territory Economic Development Tax Credit Act This bill establishes a new tax credit for wages and tangible investments made by U.S. domestic corporations with branches operating in U.S. territories. It requires that 80% of credible income must be derived from a territory during a 3-year period, and 75% must come from an active trade or business in a territory. The credit is equal to 40% of eligible wages and benefits paid or provided to employees in the territory, subject to certain limitations.
Finding Alternatives to Mass Incarceration: Lives Improved by Ending Separation Act of 2021 or the FAMILIES Act This bill establishes a federal statutory framework to divert certain defendants who are parents or caregivers away from prison and probation and into a comprehensive support services program. At the federal level, the bill establishes and provides funds for the comprehensive support services program, or FAMILIES Program. The bill authorizes federal courts to sentence a parent or caregiver to participation in the FAMILIES Program as a condition of supervised release or instead of probation or prison. At the state level, the bill funds grants for states to replicate successful state parenting sentencing alternatives programs that have the potential to keep parents out of prison. The bill also provides funds for a study on the effects of incarceration on children of incarcerated parents and for training district court judges to carry out the FAMILIES Program.
Disabled Access Credit Expansion Act of 2021 This bill modifies the tax credit allowed to eligible small businesses for expenditures to provide access to disabled individuals to increase (1) the maximum allowable amount of such credit to $20,500, and (2) the limitation on the gross receipts of such businesses to $2.5 million for purposes of determining eligibility for the credit. The bill directs the Department of Justice (DOD) to carry out an ADA (Americans with Disabilities Act) Mediation Program to facilitate voluntary mediation to resolve disputes arising under the ADA and to provide training for mediators. DOD must report to Congress on its ADA Information Line (a toll-free line to provide information and materials to the public about ADA requirements).
Transition for Success Act This bill allows members of the reserve components of the Armed Forces to participate in the Department of Defense's Skillbridge program, which provides job training to service members who are transitioning into civilian life.
No Student Loan Interest Act This bill provides for zero-interest rates on certain federal student loans. Specifically, the bill sets the interest rate at 0% for (1) existing loans made under the Federal Family Education Loan Program or the Federal Direct Loan Program, and (2) new loans made under the Federal Direct Loan Program.
Gold Star Mothers Family Monument Extension Act This bill extends through January 2, 2027, the authority of the Gold Star Mothers National Monument Foundation to establish a commemorative work in honor of Gold Star families.
Fair Sugar Policy Act of 20 21 This bill makes several modifications to the Department of Agriculture's sugar program. Among other modifications, the bill decreases the rate for price support loans, repeals the marketing allotments, revises the administration of import quotas, and repeals the Feedstock Flexibility Program.
Special Guerrilla Unit Veterans Service Recognition Expansion Act of 2021 This bill expands eligibility for internment in national cemeteries to include certain individuals who the Department of Veterans Affairs determines served honorably with a special guerilla unit or irregular forces in Laos in support of the U.S. Armed Forces between February 28, 1961, and May 7, 1975. Such individuals are eligible if, at the time of their death, they resided in the United States and were a U.S. citizen or alien lawfully admitted for permanent residence in the United States.
Veteran Readiness and Employment National Emergency Extended Deadline Act or the VR&E NEED Act This bill extends a veteran's eligibility for the Veteran Readiness and Employment program when educational institutions are temporarily or permanently closed due to an emergency situation, or there is another reason that prevents a veteran from participating. Specifically, the period of eligibility must not run during the period the veteran is prevented from participating in the program. The period must resume on a date, determined by the Department of Veterans Affairs, that is not earlier than the first day after the veteran is able to resume participation and not later than 90 days after that day.
Humane Research and Testing Act of 2021 This bill establishes the National Center for Alternatives to Animal Research and Testing within the National Institutes of Health to promote alternatives to animal research and testing and to reduce the number of animals used in such research and testing. In addition, federal departments or agencies and federally funded research entities that use animals for research and testing must develop plans to reduce the use of animals in their activities. They must also annually report the number of animals that they use to the center, and the center must make this information publicly available.
Native Behavioral Health Access Improvement Act of 2021 This bill establishes a special tribal behavioral health grant program and expands the applicability of certain federal health care provisions to American Indians and Alaska Natives. Specifically, the bill provides funds for and requires the Indian Health Service (IHS) to award grants to eligible entities (e.g., tribal health programs) for the prevention and treatment of mental health and substance use disorders. The bill defines Indian for purposes of health insurance reform, exchanges, and subsidies to include individuals of Indian descent who are members of an Indian community served by the IHS and individuals considered by the Department of Health and Human Services to be Indian for purposes of eligibility for Indian health care services. Individuals included in the definition are eligible for special monthly enrollment periods on health insurance exchanges and elimination of cost sharing under individual health coverage for those whose income is not more than 300% of the poverty line. Under current law, only members of Indian tribes are eligible for these benefits.
Living Shorelines Act This bill directs the National Oceanic and Atmospheric Administration (NOAA) to establish grant programs to support living shoreline projects and research on nature-based infrastructure. NOAA must award grants to state or local governments, nonprofit organizations, and Indian tribes to (1) implement climate-resilient living shoreline projects; and (2) encourage innovation in the use of natural materials to protect coastal communities, habitats, and natural system functions. NOAA shall establish an engineering standard applicable to living shoreline projects for each region of the United States and use such standard to select eligible entities to receive such grants. A grant to carry out a living shoreline project may be used only to carry out the project, including administration, design, permitting, entry into negotiated indirect cost rate agreements, and construction; monitor, collect, and report data on the performance of the project, in accordance with the engineering standard; or incentivize landowners to engage in such projects. NOAA shall award competitive research grants to eligible entities, including U.S. territories, to carry out projects focused on developing and assessing the effectiveness of innovative approaches to nature-based infrastructure for specified climate-related purposes. NOAA shall award grants to such entities for projects that focus on, among other things assessing the effectiveness of installed nature-based infrastructure, or novel approaches to nature-based infrastructure and living shorelines.
