Helping Kids Cope Act of 2021 This bill provides funding through FY2026 to the Health Resources and Services Administration (HRSA) for grants to enhance access to and provider training in pediatric behavioral health care. Specifically, HRSA must award grants to pediatricians, children's hospitals, and other providers to support pediatric behavioral health integration and coordination within communities. Grant-funded activities may include hiring community navigators to assist families in accessing appropriate services, incorporating behavioral health services in pediatric practices, and delivering services via telehealth. In addition, HRSA must award grants to children's hospitals to expand training for providers in the pediatric behavioral health workforce.
This resolution expresses support for women who are being unjustly detained around the world for exercising their fundamental rights and calls for their unconditional release.
Choice Neighborhoods Initiative Act of 2021 This bill allows the Department of Housing and Urban Development to make competitive grants to local governments, public housing agencies, or nonprofit entities owning a major housing project to implement transformational housing programs in eligible neighborhoods with a concentration of extreme poverty and severely distressed housing. A program must, among other requirements, allow residents of public or assisted housing displaced by such a program to return to the replacement housing provided under the program.
Agent Orange Service Medal Act This bill requires the Department of Defense (DOD) to design and produce the Agent Orange Veterans Service Medal to honor veterans who receive compensation for service-connected conditions related to their service in Vietnam or offshore of Vietnam between January 9, 1962, and May 7, 1975. DOD must prepare and distribute an application for veterans or their next of kin to apply to receive the medal.
Share Holder Allocation for Rewards to Employees Plan Act or the SHARE Plan Act This bill requires certain corporations (i.e., publicly traded domestic corporations and domestic corporations with more than 500 employees) to maintain a SHARE plan for their employees as a condition of eligibility for capital gains rates. The bill defines a SHARE plan as a plan requiring such corporations to make periodic distributions of their common stock to participating employees. The bill excludes from the gross income of employees participating in a SHARE plan, for income tax purposes, SHARE plan stock received by such employees.
Refund to Rainy Day Savings Act This bill directs the Internal Revenue Service (IRS) to establish and implement the Refund to Rainy Day Savings program (i.e., a program to provide for unexpected expenses) to allow taxpayers to deposit 20% of their income tax refunds into the savings program. The bill sets forth rules for investments in and disbursement from the savings program. The bill also reauthorizes the Assets for Independence Act for FY2022-FY2026. The IRS may make grants to qualified entities to conduct AFI innovation projects. The bill directs the Department of Health and Human Services to establish a three-year matched savings account pilot program to encourage savings by participants in the savings program.
September 11 Transparency Act of 2021 This bill requires declassification reviews of certain documents related to investigations into the terrorist attacks on September 11, 2001. The Office of the Director of National Intelligence, the Department of Justice, and the Central Intelligence Agency must complete reviews of certain documents by deadlines specified in the bill.
This bill requires airports to broadcast in terminals automated announcements about the penalty for interfering with cabin or flight crews.
Leadership in Global Tech Standards Act of 2021 This bill requires the Small Business Administration (SBA) to establish a program that supports the participation of U.S. small businesses in meetings and proceedings of standards development organizations to develop voluntary technical standards. To carry out this program, the SBA must award grants to small businesses for the reasonable costs of participation in standards development organizations. These grants may only be awarded to small businesses that (1) demonstrate technical expertise in key emerging technologies and technical standards (e.g., artificial intelligence), (2) commit personnel with such expertise to regular participation in global bodies responsible for developing standards for those technologies, (3) agree to coordinate between the public and private sectors to ensure protection of national security interests in the setting of global standards, and (4) provide a plan detailing the relationship between the above activities and the proposed standards to be adopted.
Main Street Efficiency Act of 2021 This bill requires the Department of Energy to establish a grant program that provides incentives for small businesses to make energy efficiency upgrades.
Making Essentials Available and Lawful (MEAL) Act of 2021 This bill repeals a lifetime ban that prohibits individuals convicted of certain offenses related to the possession, use, or distribution of a controlled substance from receiving Supplemental Nutrition Assistance Program (SNAP) benefits or assistance under programs funded by Temporary Assistance for Needy Families (TANF) block grants. Any state law that imposes conditions on eligibility for SNAP benefits or TANF assistance based on an individual's conviction of such an offense shall have no force or effect. In addition, individuals who are incarcerated and scheduled to be released within 30 days shall qualify as individual households for purposes of SNAP eligibility. Under current law, unless specifically excepted, individuals residing in institutions do not constitute a household.
