This resolution condemns Iran's state-sponsored persecution of its Baha'i minority and its continued violation of the international covenants on human rights. Further, it calls on Iran to immediately release all imprisoned or detained Baha'is, and it urges the President and the Department of State to impose sanctions on Iranian officials and others who are responsible for serious human rights abuses, including abuses against Iran's Baha'i community.
International Trafficking Victims Protection Reauthorization Act of 2022 This bill reauthorizes certain initiatives to combat human trafficking (e.g., the Trafficking Victims Protection Act of 2000) and specifically incorporates anti-human trafficking initiatives into other federal programs and activities (e.g., the U.S. Agency for International Development).
This resolution recognizes November 2022 as National Native American Heritage Month and the Friday after Thanksgiving as Native American Heritage Day.
Integrity, Notification, and Fairness in Online Retail Marketplaces for Consumers Act or the INFORM Consumers Act This bill requires online marketplaces (e.g., Amazon) to collect and verify certain contact and financial information from third-party sellers whose transactions and related revenues exceed specified thresholds. Subject to certain exceptions, online marketplaces must clearly and conspicuously disclose the contact information of certain high-volume third-party sellers to consumers and must also provide consumers with methods to report suspicious activity on the marketplace. The bill provides the Federal Trade Commission and state attorneys general with the authority to enforce these requirements.
Lymphedema Treatment Act This bill provides for Medicare coverage of lymphedema compression treatment items. Specifically, the bill provides for coverage of standard and custom fitted gradient compression garments and other approved items that are prescribed by a physician or other specified health care professional to treat lymphedema.
Prevent All Soring Tactics Act of 2022 or the PAST Act of 2022 This bill addresses the practice of soring horses. The soring of horses includes various actions taken on horses' limbs to produce higher gaits that may cause pain, distress, inflammation, or lameness. Specifically, the bill expands soring regulation and enforcement at horse shows, exhibitions, sales, and auctions, including by establishing a new system for inspecting horses for soring. In addition, the bill increases penalties for violations.
National Aviation Preparedness Plan Act of 2022 This bill directs the Department of Transportation (DOT) to develop a national aviation preparedness plan for communicable disease outbreaks, including to (1) create a process to identify appropriate personal protective equipment to reduce the likelihood of exposure to a communicable disease that has the potential to cause an epidemic or pandemic of infectious disease that would constitute a public health emergency of international concern (i.e., a covered communicable disease); and (2) improve coordination between airports, air carriers, and governmental entities with respect to preparing for and responding to communicable disease outbreaks. In developing the plan, DOT must consult with aviation industry and labor stakeholders such as air carriers. The Government Accountability Office must conduct a study assessing the plan, including (1) whether the plan meets the obligations of the United States under international conventions and treaties, and (2) the extent to which the U.S. aviation system is prepared to respond to an outbreak of a covered communicable disease.
Norman Y. Mineta Japanese American Confinement Education Act This bill increases the authorization of appropriations for the Japanese American Confinement Sites (JACS) grant program, which supports the preservation of U.S. confinement sites that were used to detain Japanese Americans during World War II (i.e., internment camps). It also establishes a program within JACS to provide grants to Japanese American nonprofits to educate individuals about the historical significance of these events.
John Lewis Civil Rights Fellowship Act of 2022 This bill establishes the John Lewis Civil Rights Fellowship Program within the J. William Fulbright Educational Exchange Program (commonly referred to as the Fulbright Program). The fellowship program shall honor the legacy of Representative John Lewis and advance U.S. foreign policy priorities by promoting studies, research, and international exchange in the subject of nonviolent civil rights movements around the world. The Fulbright Foreign Scholarship Board shall annually select qualified individuals to serve as fellows in the fellowship program. The Bureau of Educational and Cultural Affairs may determine the number of fellows for each year, with at least 25 fellows each year whenever feasible. Each fellow shall (1) work in an internship or research position with an approved organization in a country with an operational Fulbright U.S. Student Program, and (2) receive an award sufficient to cover the fellow's reasonable costs during the fellowship period and certain travel and lodging expenses related to the program.
Global Food Security Reauthorization Act of 2022 This bill reauthorizes through FY2028 activities to implement the Global Food Security Strategy, a whole-of-government strategy to promote global food security, resilience, and nutrition. The bill also modifies aspects of the strategy, such as requiring the strategy to seek to improve the efficiency and resilience of agricultural production. The bill also reauthorizes through FY2028 activities related to the Emergency Food Security Program, an international market-based assistance program.
Global Aircraft Maintenance Safety Improvement Act This bill addresses safety standards related to foreign aircraft repair stations. Among other things, the bill requires that all foreign aircraft repair stations be subject to at least one unannounced safety inspection each year; requires air carriers to submit annual reports to the Federal Aviation Administration (FAA) with respect to heavy maintenance work on aircraft (including on-wing aircraft engines) performed outside the United States; sets forth minimum qualifications for mechanics and others working on U.S. registered aircraft at foreign repair stations; directs the FAA to convene a foreign repair station working group with other civil aviation authorities to conduct a review of the certification and oversight of the stations and to identify any future enhancements to strengthen oversight of such stations; and prohibits FAA officials from traveling internationally if previously mandated final rules on drug and alcohol testing and a threat assessment of employees at foreign repair stations are not implemented, with specified exceptions.
Combating the Persecution of Religious Groups in China Act This bill expresses the sense of Congress that the United States should promote religious freedom in China and makes statements of policy related to such freedom. In particular, the bill states that it is U.S. policy to consider senior Chinese government officials who are responsible for the persecution of Christians or other religious minorities in China to have committed (1) a gross violation of internationally recognized human rights for the purpose of imposing certain sanctions, and (2) a particularly severe violation of religious freedom for the purpose of determining whether such an individual is admissible into the United States.
