The new plug-in solar generation systems section was renumbered from RSA 155-A:15 to RSA 155-A:16 and is now inserted after section 15 instead of after section 14, indicating another section was added to RSA 155-A between versions.

The contingency provision (Section 6) was updated to reference RSA 155-A:16 instead of RSA 155-A:15 to match the renumbering.

The core term changed from 'portable solar generation device' to 'plug-in solar generation system.' The definition now requires the system to exclusively (not just primarily) offset on-site consumption, must comply with national standards for interconnection and interoperability of distributed energy resources, and broadens the connection method from a receptacle to 'a receptacle or other non-permanent wiring connection.' The 1,200-watt limit was removed from the definition and moved to the requirements section.

A new certification requirement was added: plug-in solar generation systems must be certified by a nationally recognized testing laboratory to meet nationally recognized safety standards applicable to distributed energy resources and plug-in solar generation systems.

The Senate version's explicit exemption from net metering provisions (RSA 362-A:9) was removed in the House version. The House instead lists specific exemptions: no utility approval, no interconnection review or agreement, no fees (except charges incurred through use), and no additional utility-specified equipment.

The building code section was narrowed. The Senate version directed the board to address devices 'including applicable nationally recognized standards that portable solar generation devices must comply with.' The House version directs the board to address 'the building and the building's electrical system when a plug-in solar generation system is used,' which is less prescriptive about what standards to incorporate.

A new contingency provision was added: the building code section (RSA 155-A:15) will not take effect until the commissioner of energy certifies that a nationally recognized standard exists authorizing plug-in solar systems to be safely connected to a building's electrical system. This creates a conditional effective date rather than the Senate version's blanket January 1, 2027 effective date for the entire act.

The website information requirement now must include notice that connecting unlisted systems or installing systems in a manner not in accordance with the state building code or manufacturer instructions may affect a customer's homeowners or renters insurance coverage.

The utility notification provision was moved from the building code section (RSA 155-A:15) into the main exemptions section (RSA 362-A:10), and the fee exemption was clarified to exclude 'any charges the system incurs through its use,' meaning customers still pay for electricity their system draws.

The definition of 'portable solar generation device' was tightened: power output is now specified as '1,200 watts AC inverter output' rather than just '1,200 watts,' the connection requirement changed from a 'standard 120-volt receptacle' to 'a branch circuit, using a receptacle listed for that purpose,' and a new subparagraph (d) was added requiring anti-islanding and rapid shutdown safeguards certified per industry standards.

A new limit was added: a maximum of one 1200-watt AC inverter output system is allowed per metered customer, which restricts how many devices a single customer can use.

The original paragraph II requiring integrated functionality compliant with UL 1741 or IEEE 1547 standards (anti-islanding protection and rapid shutdown) was removed from the operational requirements section because this requirement was folded into the device definition as subparagraph (d).

An entirely new section (RSA 155-A:15) was added requiring the state building code review board to amend the state building code to address portable solar generation devices and applicable nationally recognized standards. It also allows utilities to develop a notification-only method for customers to report device wattage and quantity, explicitly stating this does not require approval or interconnection review.

The utility liability protection in RSA 374:1-b was expanded from covering 'damage or injury' to also cover 'compensation or charges,' broadening the scope of what utilities are shielded from.

A new section (RSA 12-P:18) was added requiring the Department of Energy to establish and maintain a webpage with consumer information about portable solar generation devices, including meter compatibility at various distribution utilities, potential billing impacts, and applicable safety standards.

The rulemaking provision was changed: instead of authorizing the PUC to adopt new rules under RSA 541-A, it now directly amends RSA 362-A:9, X(a) to state that interconnection requirements shall not exceed applicable test standards of ANSI, UL, or IEEE (removing 'or' between ANSI and UL to make them a combined list rather than alternatives).
