relative to the penalty for false reports of suspected abuse and neglect made to the division for children, youth, and families, relative to owner's project manager services for school building aid projects, and relative to long-term care eligibility and making an appropriation therefor.

The bill now covers three separate policy areas instead of one: false abuse report penalties, school building aid project management requirements, and long-term care Medicaid eligibility with an appropriation.

School districts or chartered public schools applying for construction aid on projects of $1,250,000 or more must have engaged an owner's project manager (unless the commissioner waives the requirement). The OPM must carry comprehensive liability and auto insurance, workers' compensation, and professional liability coverage. The state board of education must adopt rules on required services, responsibilities, and qualifications.

The department of health and human services must grant provisional eligibility for Medicaid nursing facility services within 90 calendar days of receiving a long-term care application, provided the facility agrees by contract to comply with applicable terms. This provisional eligibility applies regardless of whether the application is deemed complete.

The bill now includes an appropriation to the department of health and human services to fund the new provisional Medicaid nursing facility eligibility program.
