AB 402: Establishes provisions for the formation of transportation workers cooperatives. (BDR 58-1053)

AN ACT relating to taxicabs; authorizing a transportation workers cooperative to obtain an operating certificate from the Taxicab Authority authorizing members of the cooperative to operate a taxicab in certain circumstances; imposing a fee for such a certificate, and a fee for the operation of a taxicab; authorizing the Authority to regulate such a transportation workers cooperative, its members and the taxicabs of its members; creating a Compliance Enforcement Division in the Department of Business and Industry; authorizing the Division to enforce certain provisions of law relating to motor carriers; exempting certain operators of a taxicab from the imposition and collection of certain excise taxes; providing a penalty; and providing other matters properly relating thereto.

SB 455: Revises provisions governing residential care. (BDR 40-787)

AN ACT relating to residential care; categorizing providers of supported living arrangement services, providers of community-based living arrangement services and homes for residential care as providers of home-based residential care; requiring such a provider to obtain a license; requiring such a provider who wishes to serve certain populations to obtain an endorsement; prescribing authorized uses of fees for the licensing of such providers and certain facilities; and providing other matters properly relating thereto.

AN ACT relating to workers' compensation; requiring a claim for compensation under industrial insurance to be decided under a liberal construction in favor of the injured employee; revising provisions governing the duty of certain insurers to accept or deny claims for compensation; revising the standard for determining whether an injured employee is entitled to compensation; and providing other matters properly relating thereto.

AN ACT relating to education; establishing requirements for training certain educational governing bodies; requiring each school district and charter school to report certain information to the Department of Education; requiring the automated system of accountability information for Nevada to include certain expenditures; requiring each member of the board of trustees of a school district to complete certain training within a certain timeframe after the election or appointment of the member; requiring certain conditions to be considered in the basic support guarantee; requiring a report that contains certain information for the preceding school year to include certain expenditures; and providing other matters properly relating thereto.

SB 349: Revises provisions relating to education savings accounts and education funding. (BDR 34-285)

AN ACT relating to education; repealing, reenacting and revising provisions relating to the education savings account program; declaring the intention of the Legislature regarding the program; creating the Office of Educational Choice within the Department of Education; providing for the appointment of a Director of the Office; creating an account in the State General Fund to carry out the education savings account program; setting the maximum number of first-time applicants who may apply for the program each school year; imposing certain duties on the Director of the Office relating to the administration of the program; providing that certain pupils participating in the program are not included in determining the average daily enrollment and computing basic support for a school district; making appropriations; and providing other matters properly relating thereto.

SB 70: Provides for designation and operation of state agencies as charter agencies. (BDR 18-464)

AN ACT relating to State Government; authorizing the Governor to designate, or rescind the designation of, any department within the Executive Department of the State Government as a charter agency; providing that all employees of a department designated as a charter agency become employees in the unclassified service of the State; requiring the Governor and the director of a charter agency to enter into annual performance agreements; authorizing the removal of the director of a charter agency under certain circumstances; authorizing the payment of bonuses to the director and employees of a charter agency; providing a limitation on annual appropriations to a charter agency; authorizing a charter agency to retain for its use certain unobligated balances remaining at the end of a fiscal year; exempting a charter agency from certain provisions governing state buildings and state purchasing; authorizing a charter agency to propose a waiver or suspension of an administrative rule or regulation, subject to approval or disapproval by the Legislative Commission; requiring certain reports concerning a charter agency to the Legislature or Legislative Commission; and providing other matters properly relating thereto.

SB 52: Authorizes incentive scholarships for students seeking licenses to teach classes in certain endorsement areas relating to business and industry. (BDR 34-430)

AN ACT relating to education; making an appropriation to provide grants to universities, colleges and programs of professional development for teachers and administrators in this State to award scholarships to students seeking to obtain or renew a teaching license with an endorsement in certain areas relating to business and industry; prescribing the manner in which such scholarships must be awarded; requiring a university, college or program in professional development for educators that receives a grant to repay a certain amount if a scholarship recipient leaves the program before completion; providing for the payment of a certain amount to a university, college or program in professional development for educators if a scholarship recipient completes the program on schedule; and providing other matters properly relating thereto.
