Achieving Thorough Transparency and Accessibility for Information Navigation on Mental Health Act of 2021 or the ATTAIN Mental Health Act This bill requires the Department of Health and Human Services (HHS) to establish a public-facing, online dashboard to publicize federally funded mental health grants. The dashboard must contain, for example, program names and opening and closing dates for applications. In addition, HHS must establish a process to include information voluntarily provided by states about their federally supported mental health grants on the dashboard. In developing the dashboard, HHS must consult with appropriate federal departments and agencies and other stakeholders.
Connected Rural Schools Act This bill authorizes counties to use funds from the Secure Rural Schools Program to provide or expand access to (1) broadband services at local schools, or (2) technology and connectivity necessary for students to use digital learning tools outside of a local school campus.
Biliteracy Education Seal and Teaching Act or the BEST Act This bill directs the Department of Education to award renewable two-year grants to states to establish or improve, and carry out, Seal of Biliteracy programs to recognize student proficiency in speaking, reading, and writing in both English and a second language. Further, these programs must allow speakers of any official Native American language to use equivalent proficiency in speaking, reading, and writing in such language in lieu of proficiency in English.
Speeding Therapy Access Today Act of 2021 This bill requires and authorizes various actions to accelerate the development of therapies for rare diseases. The Food and Drug Administration (FDA) shall establish the Intercenter Institute on Rare Diseases and Conditions. The institute shall (1) coordinate engagement with relevant stakeholders, (2) build the FDA's expertise in the review of medical products to treat rare diseases, (3) coordinate regulatory science initiatives related to rare diseases, (4) establish and implement a program to make recommendations to address challenges associated with developing medical products to treat rare diseases in an individual or in very small populations, (5) convene a stakeholder meeting to consider potential amendments to labels for medical products to treat rare diseases, and (6) establish and carry out a program to facilitate voluntary communication between the sponsors of such medical products and third-party payers (e.g., insurance companies). The bill also authorizes the FDA to make grants to assist in developing practices related to the development and production of individualized therapies or therapies to treat very small populations. The bill also establishes an advisory committee to advise the FDA on issues related to the development of therapies to treat rare diseases.

Fair Access to Banking Act This bill restricts certain banks, credit unions, and payment card networks from refusing to do business with a person who is in compliance with the law. Restrictions include prohibiting the use of certain lending programs, initiating the process of terminating an institution's depository insurance, and instituting specified civil penalties.
Air Carrier Access Amendments Act of 2021 This bill expands provisions prohibiting discrimination against disabled individuals by an air carrier. Specifically, it enumerates certain actions that an air carrier must take or may not take with respect to a disabled individual. It also requires the Department of Transportation (DOT) to ensure that disabled individuals traveling in air transportation are able to file complaints with DOT in response to disability-related discrimination and receive assistance from DOT through a hotline or comparable electronic means. The bill authorizes an aggrieved individual and the Department of Justice to bring a civil action for discrimination. The Architectural and Transportation Barriers Compliance Board shall prescribe regulations setting forth minimum standards for aircraft with new or existing type certificates to ensure the accessibility of individuals with disabilities, including those who use wheelchairs. The standards shall address, among other things, boarding and deplaning equipment, seating accommodations, lavatories, visually accessible announcements, and proper stowage of assistive devices in the cargo hold to prevent damage.
Disability Access to Transportation Act This bill expands transportation access for individuals with disabilities. Specifically, the bill requires the Department of Transportation to establish a one-stop paratransit pilot program to develop or expand paratransit programs carried out pursuant to the Americans with Disabilities Act of 1990 (ADA) to prevent long wait times between multiple trips that unduly limit an individual's ability to complete essential tasks; issue regulations enforcing guidelines that set forth minimum standards for pedestrian facilities in the public right-of-way, including shared use paths; implement procedures that allow an individual to submit an ADA complaint by phone, by mail-in form, and online; require each public transit provider and contractor providing paratransit services to post certain information for how an individual can file a disability-related complaint; file yearly reports of accessibility complaints; and create an accessibility data pilot program to assist states and metropolitan or rural planning organizations to improve their transportation planning.
Knowing the Efficiency and Efficacy of Permanent Telehealth Options Act of 2021 or the KEEP Telehealth Options Act of 2021 This bill requires certain agencies to report on the availability and effects of expanded telehealth services under Medicare, Medicaid, and the Children's Health Insurance Program (CHIP) during the public health emergency relating to COVID-19. Among other information, the Department of Health and Human Services must detail its actions during the emergency to expand access to telehealth services and must analyze telehealth usage by certain demographic groups. The Medicare Payment Advisory Commission and the Medicaid and CHIP Payment and Access Commission must report on the improvements and barriers to telehealth access during the emergency and the risks of fraudulent activity associated with expanded access.

Smart Transportation Advancement and Transition Act or the STAT Act This bill revises and permanently reauthorizes the Intelligent Transportation Systems Advisory Committee of the Department of Transportation (DOT). DOT, in coordination with the advisory committee, must report on its efforts to engage local communities, metropolitan planning organizations, regional transportation commissions, and multi-jurisdictional groups, including in rural areas, on advancing data and intelligent transportation systems technologies and other smart cities solutions. Additionally, DOT must create, publish, and maintain a resource guide that is designed to assist states and local communities in developing and implementing intelligent transportation technology or smart community transportation programs. DOT and the advisory committee must issue a revised community resource guide at least once every three years.
More Opportunities for Rural Economies from USDA Grants Act or the MORE USDA Grants Act This bill revises the process for awarding grants under certain programs of the Department of Agriculture (USDA) to high-density public land counties and any units of tribal and local governments within such counties. A high-density public land county is a county that has a population of not more than 100,000 people and in which more than 50% of the land is owned or managed by the federal government. Any requirement for local matching funds under a qualifying grant program must be reduced by 50% with respect to such jurisdictions. On request, USDA must provide additional technical assistance to such jurisdictions before and during the annual application period for each qualifying grant program. USDA must also prioritize grant applications from such jurisdictions that have not received support under the qualifying grant program during the 10-year period preceding the date of the application.
