This resolution expresses the sense of the House of Representatives that the United States should urge Russia, Ukraine, and other groups involved in the war in Ukraine to implement an immediate cease-fire and engage in negotiations to end the bloodshed, while demanding that Russia withdraw its forces from Ukraine, the Ukrainian oblasts of Donetsk and Luhansk, and the Ukrainian Autonomous Republic of Crimea; the President should direct the U.S. representative to the United Nations to use the voice, vote, and influence of the United States to immediately promote the establishment of an international justice mechanism for Russian war crimes and other crimes against Ukraine, and to prosecute the perpetrators of such serious crimes committed during the period of conflict in Ukraine; and the United States should urge all other interested states to apprehend persons indicted for international crimes, deliver them into the custody of an appropriate justice mechanism for Russian war crimes and other crimes against Ukraine, and provide any and all data and information pertaining to such crimes to that justice mechanism.
This resolution strongly condemns the ongoing violence, war crimes, crimes against humanity, and systematic human rights abuses being carried out by Russia's military and its proxies at the direction of Russian President Vladimir Putin. Stop Russian Government and Oligarchs from Limiting Democracy Act of 2022 or the Stop Russian GOLD Act of 2022 This bill prohibits a U.S. person from engaging in a transaction with a foreign person who purchases, transacts in, or transports Russian gold.

Arbitration Fairness for Consumers Act This bill deems as invalid or unenforceable a predispute arbitration agreement or joint-action waiver related to a consumer financial product or service.

Specifically, it temporarily establishes an advisory committee to report on and make recommendations about, for example, the role and impact of misinformation on responses to public health emergencies and strategies to improve communication during such emergencies. The committee terminates four years after the bill's enactment. Additionally, the Department of Health and Human Services must support the development of initiatives that promote fact-based public health and medical information to the public and educate the public on identifying misinformation.
Strengthening American Cybersecurity Act of 2022 This bill addresses cybersecurity threats against critical infrastructure and the federal government. The Cybersecurity and Infrastructure Security Agency (CISA) must perform ongoing and continuous assessments of federal risk posture. An agency, within a specified time frame, must (1) determine whether notice to any individual potentially affected by a breach is appropriate based on a risk assessment; and (2) as appropriate, provide written notice to each individual potentially affected. Each agency must (1) provide information relating to a major incident to specified parties, and (2) develop specified training for individuals with access to federal information or information systems. The bill requires reporting and other actions to address cybersecurity incidents. Entities that own or operate critical infrastructure must report cyber incidents and ransom payments within specified time frames. The bill limits the use and disclosure of reported information. The bill establishes (1) an interagency council to standardize federal reporting of cybersecurity threats, (2) a task force on ransomware attacks, and (3) a pilot program to identify information systems vulnerable to such attacks. The bill provides statutory authority for the Federal Risk and Authorization Management Program (FedRAMP) within the General Services Administration (GSA). FedRAMP is a government-wide program that provides a standardized approach to security assessment, authorization, and continuous monitoring for cloud computing products and services. The bill establishes a FedRAMP Board to examine the operations of FedRAMP and the Federal Secure Cloud Advisory Committee.
