HR 7372: Protecting Semiconductor Supply Chain Materials from Authoritarians Act

Protecting Semiconductor Supply Chain Materials from Authoritarians Act This bill establishes an interagency working group to address semiconductor supply chain issues caused by Russia's attack on Ukraine. The working group must report to Congress on issues including (1) the impact of Russia's attack on Ukraine on the supply of various materials, including palladium, neon gas, and helium; (2) the attack's impact on supply chains and the global economy; and (3) recommendations for legislative steps that Congress can take to further bolster the supply of materials for the semiconductor supply chain that have been curtailed by Russia's actions. The working group must also report annually to Congress on future geopolitical developments that could severely disrupt global semiconductor supply chains in ways that could harm the United States.

HR 4878: National Discovery Trails Act

National Discovery Trails Act This bill amends the National Trails System Act to include national discovery trails as part of the national trails system. Such trails (1) shall be extended, continuous, interstate trails located to provide for outstanding outdoor recreation and travel and to connect representative examples of America's trails and communities; (2) shall provide for the conservation and enjoyment of significant natural, cultural, and historic resources and be so located as to represent metropolitan, urban, rural, and back country regions of the Nation; and (3) may be designated on federal lands and, with the owner's consent, on nonfederal lands. The 6,000-mile American Discovery Trail extending from Cape Henlopen State Park in Delaware, to Point Reyes National Seashore in California, splitting into northern and southern routes near Cincinnati, Ohio, and rejoining at Denver, Colorado, is designated as a national discovery trail. The bill sets forth requirements for designation of a trail as a national discovery trail. The appropriate federal department for each national discovery trail shall (1) administer the trail in cooperation with at least one competent trailwide volunteer-based organization; and (2) submit a comprehensive plan for the trail's protection, management, development, and use.

HR 923: To support the independence, sovereignty, and territorial integrity of the Republic of Georgia, and for other purposes.

Georgia Support Act This bill requires sanctions and reports related to Georgia. The President shall impose entry and property-blocking sanctions against foreign persons responsible for or complicit in serious human rights abuses in the Georgian regions of Abkhazia and Tskhinvali Region/South Ossetia that are occupied by Russia. The President shall also report to Congress every 180 days on such foreign persons. The Department of State shall report to Congress on various topics related to Georgia. The reports shall cover (1) U.S. security assistance to Georgia and an assessment of threats to the country's independence and its ability to defend itself, (2) cybersecurity cooperation between the United States and Georgia, (3) a strategy to help Georgia expand its capabilities to combat Russian disinformation and propaganda, and (4) U.S. democracy and governance assistance to Georgia.

HCONRES 74: Authorizing the use of the Capitol Grounds for the National Peace Officers Memorial Service and the National Honor Guard and Pipe Band Exhibition.

This concurrent resolution permits the Grand Lodge of the Fraternal Order of Police and its auxiliary to sponsor as free public events on the Capitol grounds the 41st Annual National Peace Officers Memorial Service, on May 15, 2022, to honor the law enforcement officers who died in the line of duty during 2021; and the National Honor Guard and Pipe Band Exhibition, on May 14, 2022, to allow law enforcement representatives to exhibit their ability to demonstrate Honor Guard programs and provide for a bagpipe exhibition.

The resolution affirms Moldova's right to determine its own partnerships and its right to associate with the European Union or any regional organization. The resolution commends Moldova's efforts to take in Ukrainian refugees and urges increased assistance by the United States and other allies and partners to Moldova to assist with those efforts. The resolution reaffirms the importance of free, fair, and transparent elections in Moldova. The resolution calls upon the government of Russia to fulfill its commitments made at the Istanbul summit of the Organization for Security and Cooperation in Europe in 1999, withdraw its military forces and munitions from Moldova, refrain from issuing military and economic threats or exerting pressure against Moldova, and cease any and all actions that support separatists in the region of Transnistria. The resolution supports efforts to resolve the Transnistria conflict through a comprehensive settlement that secures Moldova's sovereignty and territorial integrity. Finally, this resolution affirms that lasting stability and security in Moldova is in the strategic interest of the United States and can only be achieved if the territorial integrity and sovereignty of Moldova and all other European countries are respected.

Lowering Federal Usage of Energy to Lessen Costs Act of 2022 or the Lowering FUEL Costs Act of 2022 This bill requires the Office of Management and Budget, the General Services Administration, and the Council on Environmental Quality to develop and publicly release short-term and long-term strategies to reduce the cost of transportation fuels for U.S. consumers through federal conservation. Increasing our Nation's Value through Economic Support and Tourism in Our Communities Act or the INVEST in Our Communities Act This bill modifies and expands the Economic Development Administration's (EDA) public works and economic development programs. For example, the bill (1) establishes grants to support the outdoor recreation, travel, tourism, hospitality, and special event industries; and (2) establishes within the EDA the Office of Rural and Native American Economic Development to develop rural and tribal economic development strategies.
