S 3867: Digital Asset Sanctions Compliance Enhancement Act of 2022

Digital Asset Sanctions Compliance Enhancement Act of 2022 This bill allows additional sanctions against Russia and creates specified reporting requirements regarding digital assets. Specifically, the President must periodically identify foreign persons who facilitate evasion of Russian sanctions using digital assets. The bill authorizes sanctions against such persons. The bill requires a U.S. taxpayer engaged in offshore digital asset transactions greater than $10,000 to file an annual Report of Foreign Bank and Financial Accounts with the Financial Crimes Enforcement Network. The bill allows the Department of the Treasury to prohibit U.S. digital asset trading platforms and transaction facilitators from transacting with Russian digital asset addresses. Additionally, Treasury must report on its progress in implementing the bill and must annually identify foreign digital asset trading platforms that are a high risk for sanctions evasion, money laundering, and other illicit activities.

HR 8913: TCJA Permanency Act

TCJA Permanency Act This bill makes permanent provisions affecting individual and business taxpayers that were enacted in 2017 by the Tax Cuts and Jobs Act and are scheduled to expire at the end of 2025. The bill makes permanent reductions in individual and capital gain tax rates. The bill increases the standard tax deduction for individual taxpayers. It also increases and modifies the child tax credit and raises the contribution base for the tax deduction for charitable contributions. The bill allows additional contributions to ABLE accounts (tax-exempt accounts designed to enable individuals with disabilities to save and pay for disability-related expenses). It exempts from taxation combat zone benefits of members of the Armed Forces serving in the Sinai Peninsula of Egypt and limits the deduction for moving expenses to active duty members of the Armed Forces. Additionally, the bill expands the types of elementary and secondary school expenses eligible for payment from qualified tuition programs (529 programs); lowers to $750,000 the amount of mortgage debt eligible for an interest expense tax deduction; reinstates after 2023 the exclusion of income from the gross income of student loan borrowers for loan debt discharged due to death or total and permanent disability; makes permanent the limitation on the tax deduction for state and local taxes and denies a deduction for foreign real property taxes; makes permanent the tax deduction of the income of certain pass-through business entities; repeals the tax deduction for personal tax exemptions and the exclusion of employer-provided bicycle commuter fringe benefits; terminates certain miscellaneous itemized tax deductions; doubles the estate and gift tax exemption amount; and makes permanent the increase of the alternative minimum tax exemption amount for individual taxpayers.

HR 8916: Access to Reproductive Care for Servicemembers Act

Access to Reproductive Care for Servicemembers Act This bill establishes leave policies for the military departments regarding abortion care for members of the Armed Forces, including policy elements related to privacy. Additionally, the bill requires the military departments to reimburse members for travel costs incurred if a member must travel to a different jurisdiction for an abortion. Under the bill, no member may be subject to any adverse action for requesting or taking leave in relation to abortion care.

HR 8881: Mental Health Transparency Act

Mental Health Transparency Act This bill requires private health insurance plans to publish information about the number and percentage of behavioral health care and substance use disorder treatment providers located in the service area of the plan that are in-network. Additionally, the Department of Health and Human Services must establish designations to reflect the breadth of in-network coverage for each type of provider in a service area.

HR 1456: Peace Corps Reauthorization Act of 2022

Peace Corps Reauthorization Act of 2022 This bill reauthorizes through FY2024 and modifies operations of the Peace Corps. Changes include increasing the readjustment allowance paid to volunteers when their service terminates and providing statutory authority for an executive order that grants returned volunteers noncompetitive eligibility for federal civil-service positions. Additionally, the bill entitles returned volunteers to sixty days of health care benefits. The Peace Corps must also provide volunteers with information about enrolling in U.S. health plans before service termination and mental health care during and after service. The bill also includes provisions to address involuntary termination of Peace Corps service in emergencies, including by expediting re-enrollment of involuntarily terminated volunteers. The Peace Corps must also adequately insure volunteers' safety and must coordinate with the Department of State to periodically update agreements concerning the security of Peace Corps volunteers and staff abroad. The bill also authorizes Peace Corps to recruit domestically based volunteers to serve in the United States at the request of another agency or to provide services in a host country virtually, modifies the Peace Corps National Advisory Council's membership and functions, expands whistleblower protections for volunteers, increases the rate of pay that applies to a volunteer's workers compensation claim, requires Peace Corps to implement a zero tolerance drug use policy regarding volunteer involvement with illegal drugs, and emphasizes the use of the internet in Peace Corps programs. Furthermore, the bill requires reporting, including on the provision of mental health services to volunteers.

S 4863: Women’s Business Centers Improvement Act of 2022

Women's Business Centers Improvement Act of 2022 This bill reauthorizes the Women's Business Center Program through FY2026, raises the cap on individual center grants, establishes an accreditation program for grant recipients, and revises the duties of the Office of Women's Business Ownership. Specifically, the bill modifies the Women's Business Center Program to enable the Small Business Administration (SBA) to provide initial and continuation grants to eligible entities to operate women's business centers for the benefit of women-owned small businesses. The SBA must also publish standards for a program to accredit entities that receive grants from the Women's Business Center Program, and such entities' receipt of continuation grants shall be contingent upon their obtaining accreditation.

S 4867: Loan Forgiveness for Educators Act of 2022

Loan Forgiveness for Educators Act of 2022 This bill expands the Teacher Loan Forgiveness program. Among other provisions, the bill (1) renames the program the Educator Loan Forgiveness program, (2) expands program eligibility to early childhood educators and program directors serving in early childhood education programs and school leaders serving in public high-need schools, and (3) establishes a program in which the Department of Education cancels monthly student loan payments during qualifying service and provides complete loan forgiveness after five years of service.

S 374: Improving Corporate Governance Through Diversity Act of 2021

Improving Corporate Governance Through Diversity Act of 2021 This bill requires certain issuers of securities to disclose the racial, ethnic, and gender composition of their boards of directors and executive officers, as well as the status of any of those directors and officers as a veteran. It also requires the disclosure of any plan to promote racial, ethnic, and gender diversity among these groups. The Securities and Exchange Commission must establish a Diversity Advisory Group to report on strategies to increase gender, racial, and ethnic diversity among board members.
