HR 1289: Veterans Nutrition and Wellness Act of 2025

HR 1289, the Veterans Nutrition and Wellness Act of 2025, creates a 3-year pilot program (the "Food is Medicine" program) within the Department of Veterans Affairs. It provides medically-tailored meals and groceries, along with nutrition education and cooking classes, to veterans enrolled in VA care who have specific chronic conditions (like diabetes, cancer, or heart failure) or maternal health needs (including prenatal/postpartum care with risks like preeclampsia). The program requires VA to partner with community organizations for food sourcing, train VA health providers on integrating the program, and report annually on participant health outcomes, healthcare utilization, and cost savings. The pilot is limited to veterans meeting the defined eligibility criteria and will terminate after three years.

SRES 72: A resolution affirming that Hamas cannot retain any political or military control in the Gaza Strip.

SRES 72 is a non-binding Senate resolution affirming that Hamas must not retain political or military control in the Gaza Strip. It calls on the President to use economic and diplomatic measures to halt all funding for Hamas from Iran and other sources, while supporting Israel's defense against Hamas and Iranian proxies. It does not create new laws but expresses congressional position on Gaza governance and counterterrorism efforts.

S 1027: Military Spouse Hiring Act

This bill expands the Work Opportunity Tax Credit to include military spouses. It adds "qualified military spouse" as a new category eligible for the credit, meaning employers who hire spouses of active-duty service members can claim the tax benefit. To qualify, a spouse must be certified by a local agency as married to an Armed Forces member at the time of hire. The change applies to hires occurring after the law's effective date, directly affecting military spouses seeking employment and employers who hire them.

S 1019: Rural Water System Disaster Preparedness and Assistance Act

This bill creates a federal grant program to help rural water and wastewater systems prepare for and respond to disasters. It authorizes $20 million annually (2025-2029) for grants to qualified nonprofit organizations with disaster response experience, enabling them to provide onsite support, develop emergency plans, improve system resilience, and conduct assessments. The program specifically targets disadvantaged communities lacking resources for water system safety and covers activities like emergency repairs, vulnerability assessments, and coordination with agencies like FEMA. S 1018: Cybersecurity for Rural Water Systems Act

This bill establishes a federal program to improve cybersecurity for rural water and wastewater systems. It directly affects rural water associations by providing technical assistance through "circuit riders" who assess security risks, develop protection protocols, and document cyber readiness. Key mechanisms include rapid threat assessments, developing security plans, and requiring annual reports on program activities. The program is funded at $10 million annually for fiscal years 2025-2029, with circuit riders needing specific cybersecurity certifications. S 1032: Major Richard Star Act

This bill, the Major Richard Star Act (S 1032), allows veterans with combat-related disabilities to receive both their military retired pay and Veterans Affairs disability compensation simultaneously. It amends U.S. Code sections to remove the automatic reduction in retired pay that previously forced these veterans to choose between the two payments. The key change ensures veterans with combat-related disabilities qualify for full retired pay without offset against their VA disability benefits, effective for payments starting after the bill's enactment date. This directly affects veterans receiving military retired pay under Chapter 61 who also qualify for VA disability compensation for combat-related injuries.

It does not create new physician programs or funding, but modifies how existing Medicare residency slots are allocated to better target underserved areas.

S 986: Safe Schools Improvement Act

Safe Schools Improvement Act This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students.
