Energizing American Shipbuilding Act of 2021 This bill directs (1) the Federal Energy Regulatory Commission (FERC) to require specified percentages of liquefied natural gas exports to be transported on vessels built or retrofitted in the United States and documented under its laws, and (2) the President to require specified percentages of crude oil exports to be transported on vessels built or retrofitted in the United States and documented under its laws. FERC and the President may waive these requirements under specified circumstances. The Energy Information Administration must collect and publish information on exports of natural gas and crude oil by vessels, including forecasts and data on those exports.
Funding for Aviation Screeners and Threat Elimination Restoration Act or the FASTER Act This bill repeals the requirement that a portion of aviation security service fees collected from passengers be credited as offsetting receipts and deposited in the general fund of the Treasury. It requires such fees to be deposited into a separate account in the Treasury for expenditure to pay only the costs of activities and services for which the fee is imposed (i.e., aviation security screening).
Youth Mental Health and Suicide Prevention Act of 2021 This bill authorizes the award of matching grants to enhance services in secondary schools for students with mental and behavioral health issues that can lead to failure in school, such as depression and substance abuse. The Substance Abuse and Mental Health Services Administration may award these grants on a competitive basis to state or local educational agencies that serve at least one secondary school.
Foster Youth Dental Act of 2021 This bill expands Medicaid coverage of current and former foster youth, particularly with respect to dental services. Specifically, the bill requires state Medicaid programs to cover early and periodic screening, diagnostic, and treatment services, including dental services, for current and former foster youth under the age of 26. States must set a special payment rate, based on rates in the private sector, for dental services provided to such individuals; the bill provides an enhanced Federal Medical Assistance Percentage (i.e., federal matching rate) for excess expenses that result from such payments. The bill's requirements take effect 80 days after the date of enactment of the bill. The bill also accelerates the application of certain provisions that require a state Medicaid program to cover former foster youth from other states until the age of 26; such provisions currently apply to former foster youth who reach the age of 18 on or after January 1, 2023. The bill instead applies these provisions to former foster youth who reach the age of 18 on or after the date of enactment of the bill.
This resolution designates March 8-March 14, 2021, as Women of the Aviation Workforce Week and encourages educational and training institutions to recruit women to join the aviation workforce.
Let States Cut Taxes Act This bill removes a prohibition on states and territories using COVID-19 (i.e., coronavirus disease 2019) relief funding under the American Rescue Plan Act of 2021 to offset a reduction in revenue resulting from a reduction in taxes or a delay in the imposition of a tax or tax increase.
This bill provides statutory authority for the Federal Railroad Administration (FRA) to establish and maintain a portal and corresponding database through which it shall receive information on blocked railroad-highway grade crossings as a three-year pilot program. The FRA must use information from the database (1) to assist in identifying the locations and potential impacts of frequent and long-duration blocked railroad-highway grade crossings; (2) as a basis for outreach to communities, emergency responders, and railroads; and (3) to support collaboration in the prevention of incidents at railroad-highway grade crossings. Additionally, the Department of Transportation must evaluate the requirements of its railway-highway crossing program to determine whether the program provides states sufficient flexibility to adequately address current and emerging grade-crossing safety issues, the structure of the program provides sufficient incentive and resources to states and local agencies to make changes at grade crossings that are most effective at reducing deaths and injuries, there are appropriate tools and resources to support states in using data-driven programs to determine the most cost-effective use of program funds, and any statutory changes are necessary to improve the effectiveness of the program.
Guard Reimbursement for Unhealthy Bites Act or the GRUB Act This bill requires the Department of Defense to pay National Guard members a per diem for each day they performed duty between January 26, 2021, and March 15, 2021, in response to the attacks on January 6, 2021, on the U.S. Capitol building and grounds. The per diem rate must be equal to the proportional meal rate determined by the Defense Travel Management Office for the National Capital Region.
Developing Responsible Individuals for a Vibrant Economy Act or the DRIVE-SAFE Act This bill directs the Department of Transportation to promulgate regulations to implement an apprenticeship program for licensed commercial motor vehicle drivers under the age of 21. Under the program, an apprentice must complete two probationary periods that total 400 hours of on-duty time, of which at least 240 hours must be driving time in a commercial motor vehicle. Additionally, the apprentice must be accompanied in the cab of the commercial motor vehicle by an experienced driver. Further, the bill requires all commercial motor vehicles used in the program for training to be equipped with safety technology such as active braking collision mitigation systems and video event capturing systems. An employer shall not knowingly allow, require, permit, or authorize a driver under the age of 21 to operate a commercial motor vehicle unless the driver is participating in, or has completed, an apprenticeship program that meets the requirements set forth in this bill.
This resolution expresses the sense of the House of Representatives that Iran's decision to enrich uranium to 20% purity (a point from which it is quicker to develop weapons-grade uranium) is escalatory and that Iran should immediately reverse this decision and abandon its pursuit of a nuclear weapon.
Achieving Thorough Transparency and Accessibility for Information Navigation on Mental Health Act of 2021 or the ATTAIN Mental Health Act This bill requires the Department of Health and Human Services (HHS) to establish a public-facing, online dashboard to publicize federally funded mental health grants. The dashboard must contain, for example, program names and opening and closing dates for applications. In addition, HHS must establish a process to include information voluntarily provided by states about their federally supported mental health grants on the dashboard. In developing the dashboard, HHS must consult with appropriate federal departments and agencies and other stakeholders.
Child Welfare Provider Inclusion Act of 2021 This bill generally prohibits the federal government, states, tribal nations, or localities from discriminating or taking adverse action against a child welfare provider that declines to provide services due to the provider's sincerely held religious beliefs or moral convictions. However, government entities may still take adverse action against a provider that declines to provide adoption or foster care services based on race, color, or national origin. The Department of Health and Human Services must withhold a portion of federal funding for family services and child welfare activities from a government entity that discriminates against a child welfare provider in violation of this bill. Child welfare providers may also sue the government entity for such discrimination. A prevailing provider may recover reasonable attorney's fees and costs. Furthermore, government entities that accept certain federal funding for family services and child welfare activities must waive sovereign immunity as a defense to lawsuits brought under this bill. (In many cases, sovereign immunity shields states, territories, tribal nations, and some localities against private suits.)
