HRES 952: Recognizing the self-determination of Gibraltar to determine its status as a British Overseas Territory.

This House resolution (HRES 952) expresses the U.S. House of Representatives' support for Gibraltar's right to determine its own political status as a British Overseas Territory through self-determination. It recognizes Gibraltar's democratic choices - where over 98% of voters chose to remain under British sovereignty in 1967 and 2002 - and highlights Gibraltar's historical role in U.S. military operations, including World War II and NATO missions. The resolution affirms that Gibraltarians' views must be central to any discussions about Gibraltar's future status, while acknowledging the territory's strategic importance to U.S. security interests in the Mediterranean. As a non-binding resolution, it does not alter U.S. policy but formally honors Gibraltar's contributions and right to self-determination under international law.

HR 6766: Essential Caregivers Act of 2025

Essential Caregivers Act of 2025   This bill prohibits certain health care facilities from limiting the access of essential caregivers to residents of those facilities, including during designated emergency periods.   Specifically, the bill generally prohibits Medicare skilled nursing facilities, Medicaid nursing facilities, Medicaid intermediate care facilities, and associated inpatient rehabilitation facilities from restricting the access of essential caregivers to residents of the facilities, including during emergency periods in which visitation rights are otherwise restricted. During emergency periods, facilities may restrict access for an initial period of up to seven days and for one additional maximum seven-day period (if the additional period is approved by the state health department). Facilities may restrict access for a total of 7 days (or 14 days with the approval of the state health department) during an emergency period. Essential caregivers must agree to comply with any safety protocols set by the facility, which may be no more stringent for caregivers compared to those for staff. Caregivers who fail to comply with these requirements may be denied access, subject to an appeals process.

HR 6738: Protecting Ballot Measures From Foreign Influence Act of 2025

This bill, the Protecting Ballot Measures From Foreign Influence Act of 2025, bans foreign nationals from contributing money to state and local ballot initiatives and referendums. It amends the Federal Election Campaign Act to explicitly include these state and local voting measures under the existing prohibition on foreign contributions for federal elections. The key provision requires that contributions to ballot measures - like state-level policy votes - must not come from foreign individuals or entities. The law would apply to all contributions made after its enactment date.

HR 6718: Professional Student Degree Act

HR 6718, the Professional Student Degree Act, amends the Higher Education Act to clarify the definition of a "professional degree" for federal education purposes. It replaces the previous definition with a new section listing specific degrees that meet the criteria, including Pharmacy (Pharm.D.), Law (J.D.), Medicine (M.D.), Dentistry (D.D.S.), Veterinary Medicine (D.V.M.), and others like Nursing (D.N.P.) and Business Administration (M.B.A.). This definition requires degrees to signify both completion of academic requirements for professional practice (often requiring licensure) and skills beyond a bachelor's level. The bill directly affects students pursuing these designated degrees by formally recognizing them under federal education law, without creating new programs or changing funding.

HR 2528: Association Health Plans Act

This bill allows groups of small businesses or self-employed individuals to form a single health plan that treats all members as one employer for coverage purposes. It directly affects small business associations and self-employed people who can join such groups to access pooled health coverage, provided they meet specific requirements (e.g., 51+ total employees, 2+ years in existence, no health-based discrimination). Key mechanisms include permitting modified community rating for premiums (based on pooled claims) while prohibiting health status-related discrimination in enrollment, premiums, or pre-existing condition coverage. The plan remains subject to federal ERISA rules, and self-employed members must meet defined criteria to participate as both employers and employees.

S 3453: No Bounties on Badges Act

This bill, S 3453 ("No Bounties on Badges Act"), authorizes the Attorney General to offer rewards for information leading to arrests, convictions, or prevention of attacks against U.S. federal law enforcement officers. It specifically creates a program allowing rewards for tips about acts harming or killing officers, conspiracies to do so, or efforts to prevent such attacks. The law directly affects federal law enforcement officers (the targets of potential violence) and individuals who provide actionable information to authorities. It amends existing law to add this reward mechanism under Title 18, U.S. Code, section 3071, without restricting other bounty programs.

S 3431: Improving Measurements for Loneliness and Isolation Act of 2025

This bill establishes a federal working group under the Department of Health and Human Services to standardize how loneliness (a subjective feeling) and isolation (an objective lack of social contact) are measured across government and healthcare. The Working Group, composed of HHS agencies and state representatives from areas with high/low mental health practitioner shortages, will develop consistent metrics and definitions for research, public health initiatives, and healthcare tools. It requires the group to submit a report to Congress within one year of enactment, detailing recommendations for unified measurement standards. The effort is limited to improving data collection methods and expires by December 31, 2027.

HR 6666: HIRRE Prosecutors Act of 2025

The HIRRE Prosecutors Act of 2025 establishes a federal grant program to help state, local, tribal, and territorial prosecutor offices hire, retain, and train prosecutors and support staff. It authorizes $10 million annually (2026-2030) for competitive grants, covering up to 75% of eligible costs, with preference given to rural, tribal, and areas rehiring laid-off prosecutors. Grantees must cover the remaining 25% of costs (or qualify for a waiver), and funds cannot replace existing state/local funding but must supplement it. All funded projects require data tracking and annual performance evaluations by the Attorney General.

HR 6611: The F–47 Program Total Force Act of 2025

This bill requires the Secretary of the Air Force to submit a report to congressional defense committees by March 1, 2027, detailing the F-47 advanced fighter aircraft program. The report must cover program costs, schedule, acquisition strategy, and a fielding plan - including how the Air National Guard and Air Force Reserve will integrate into F-47 operations. It directly affects the Air Force and congressional oversight bodies by mandating transparency on this major aircraft program's development and force structure. The bill itself does not change policy but sets a reporting requirement for the F-47 program.

HR 6670: Temporary Family Visitation Act

HR 6670 creates a new nonimmigrant visa category ("family purpose visas") allowing relatives of U.S. citizens or lawful permanent residents to visit temporarily for family events. It requires applicants to provide proof of financial support, short-term medical insurance covering U.S. travel, and a sworn statement to depart within 90 days per calendar year. The bill restricts petitioners from previously sponsoring relatives who overstayed their visas, and explicitly states that these visits do not count toward permanent residency eligibility. This directly affects extended family members (including grandparents, siblings, and nieces/nephews) seeking short-term U.S. visits for social or major life events.

HR 6608: SHIELD Act of 2025

The SHIELD Act of 2025 withholds federal funding from states or local governments that arrest, detain, or prosecute federal officers for lawful immigration enforcement actions. It directly affects jurisdictions (like cities or counties) that interfere with federal immigration enforcement, such as by blocking ICE operations. The law requires the Attorney General and DHS to determine violations, then blocks all federal grants and contracts for the affected jurisdiction during the fiscal year. Funding withheld is reallocated to compliant jurisdictions, and restoration requires written assurances that interference will stop.

HR 6630: Expanding Mental Health Access for Cyber Command Personnel Act

This bill requires the Department of Defense to assign mental health professionals with necessary security clearances to all Cyber Command duty locations by 2025. It directly affects Cyber Mission Force personnel by ensuring they have access to cleared providers for treatment of work-related stress and behavioral health challenges. Key provisions mandate annual congressional briefings on implementation progress, clearance validation, clinical workload, and efforts to increase awareness of available mental health services. The law focuses on improving access to care through staffing requirements and transparency, without altering existing benefits or funding mechanisms.
