S 443: DISCLOSE Act of 2021

Democracy Is Strengthened by Casting Light On Spending in Elections Act of 2021 or the DISCLOSE Act of 2021 This bill addresses campaign finance, including by expanding the prohibition on campaign spending by foreign nationals, requiring additional disclosures of campaign expenditures, and requiring additional disclosures regarding certain political advertisements. First, the bill prohibits foreign nationals from participating in the decision-making process regarding an election expenditure. Additionally, the bill expands existing foreign money prohibitions to include disbursements for paid web-based or digital communications and federal judicial nomination communications. It also prohibits foreign nationals from contributing to campaigns related to ballot initiatives and referenda. The Federal Election Commission (FEC) must conduct an audit after each federal election cycle to determine the incidence of illicit foreign money. Next, the bill makes it unlawful to establish or use a corporation, company, or other entity with the intent to conceal an election contribution or donation by a foreign national. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. Covered organizations (e.g., corporations, labor organizations, and political organizations) must, within 24 hours, file reports with the FEC to disclose campaign expenditures of more than $10,000 during an election cycle. Finally, the bill requires organizations to provide additional disclosures regarding political advertisements, including the donors who contributed the most money to that organization in the last year.

HR 8167: RETURN our Constitutional Rights Act of 2022

RETURN (Repealing Excise Tax on Unalienable Rights Now) our Constitutional Rights Act of 2022 or the RETURN our Constitutional Rights Act of 2022 This bill repeals the excise taxes on firearms and ammunition and on bows and arrows. It also repeals the excise tax on transferring and making firearms under the National Firearm Act.

S 4540: A bill to amend the Water Resources Reform and Development Act of 2014 to improve provisions relating to the development of hydropower at Corps of Engineers facilities, and for other purposes.

This bill requires the U.S. Army Corps of Engineers to (1) assess opportunities to increase hydroelectric power at its projects (e.g, dams and locks), and (2) create a new program manager position for nonfederal hydroelectric power development.

S 4539: Month of Life Celebration Act

Month of Life Celebration Act This bill adds the Month of Life to the statutory list of patriotic and national observances. It also requires the President to annually issue a proclamation that (1) reaffirms the dignity of human life, (2) supports life inside and outside the womb and the life of the pregnant individual, and (3) commits to assist parents and children.

S 1924: Protecting IP Act of 2021

Protecting IP Act of 2021 This bill requires the U.S. Trade Representative (USTR) to enforce the actions related to intellectual property outlined in the Economic and Trade Agreement Between the Government of the United States of America and the Government of China (dated January 15, 2020). Such enforcement shall include civil, administrative, and criminal procedures and deterrent-level civil and criminal penalties as provided in the agreement. It shall also incorporate the USTR's authority to identify and take action against countries that deny (1) protection of intellectual property rights, or (2) market access to U.S. persons that rely upon intellectual property protection.

SCONRES 42: A concurrent resolution authorizing the use of the rotunda of the Capitol on Thursday, July 14, 2022, for the lying in honor of the remains of Hershel Woodrow "Woody" Williams, the last surviving Medal of Honor recipient for acts performed during World War II.

This concurrent resolution recognizes Hershel Woodrow "Woody" Williams, the last surviving recipient of the Medal of Honor for acts performed during World War II. The concurrent resolution also permits Williams' remains to lie in honor in the rotunda of the Capitol on Thursday, July 14, 2022, in order to honor the Greatest Generation and the more than 16 million men and women who served in the U.S. Armed Forces from 1941 to 1945.

S 4512: Unborn Child Support Act

Unborn Child Support Act This bill requires states to apply child support obligations to the time period during pregnancy. This requirement is applicable retroactively based on a court order at the request of the pregnant parent and a determination by a physician of the month during which the child was conceived. Existing state requirements are applicable to these obligations, such as proof of parenthood.

S 4223: Veterans’ Compensation Cost-of-Living Adjustment Act of 2022

Veterans' Compensation Cost-of-Living Adjustment Act of 2022 This bill requires the Department of Veterans Affairs (VA) to increase the amounts payable for wartime disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. Specifically, the VA must increase the amounts by the same percentage as the cost-of-living increase in benefits for Social Security recipients that is effective on December 1, 2022. The bill requires the VA to publish the amounts payable, as increased, in the Federal Register. The VA is authorized to make a similar adjustment to the rates of disability compensation payable to persons who have not received compensation for service-connected disability or death.

S 4505: Native American Direct Loan Improvement Act

Native American Direct Loan Improvement Act This bill addresses housing and homeownership for Native American veterans. Specifically, the bill revises the Native American Direct Loan program administered by the Department of Veterans Affairs (VA) to (1) allow Native American veterans to refinance existing mortgage loans; and (2) award grants to local service providers for conducting outreach, homebuyer education, housing counseling, risk mitigation, and other technical assistance to assist Native American veterans seeking to qualify for mortgage financing. Additionally, the bill directs the VA to carry out a pilot program to address the feasibility and advisability of making direct housing loans to Native community development financial institutions for relending loan amounts to qualified veterans.
