Unnecessary Agency Regulations Reduction Act of 2021 This bill requires the Office of Information and Regulatory Affairs to annually report a list of major rules (i.e., rules with a significant economic impact, cost to consumers, or adverse effects on competition) that it recommends should be consolidated or repealed because they are outdated, duplicative, or incur excessive compliance costs. Congress must review the list to determine, and recommend by joint resolution, any such rules to consolidate or repeal.

S 2295: PAST Act of 2021

Prevent All Soring Tactics Act of 2021 or the PAST Act of 2021 This bill addresses the practice of soring horses. The soring of horses includes various actions taken on horses' limbs to produce higher gaits that may cause pain, distress, inflammation, or lameness. Specifically, the bill expands soring regulation and enforcement at horse shows, exhibitions, sales, and auctions, including by establishing a new system for inspecting horses for soring. In addition, the bill increases penalties for violations.

S 2292: Study on Cyber-Attack Response Options Act

Study on Cyber-Attack Response Options Act This bill directs the Department of Homeland Security to study and report on the potential benefits and risks of amending the federal statute commonly known as the Computer Fraud and Abuse Act to allow private entities to respond to an unlawful network breach, subject to federal regulation and oversight. The Computer Fraud and Abuse Act prohibits various categories of computer-related conduct by an individual without authority or in excess of authorization.

Expanding Access to Diabetes Self-Management Training Act of 2021 This bill expands Medicare coverage of diabetes outpatient self-management training. It also requires the Center for Medicare and Medicaid Innovation to test a model in which such training is provided virtually.

S 2270: Protecting Life and Taxpayers Act of 2021

Protecting Life and Taxpayers Act of 2021 This bill requires federally funded entities to certify that they will not perform an abortion, and will not provide funds to any other entity that performs an abortion, except in cases of rape or incest or where a physical condition endangers the woman's life unless an abortion is performed. The bill's requirements do not apply to hospitals, as long as the hospital does not provide funds to any non-hospital entity for abortions that are not otherwise excepted.

Charitable Conservation Easement Program Integrity Act of 2021 This bill imposes a limitation on the tax deduction for qualified conservation contributions made by certain partnerships if the amount of the contribution exceeds 2.5% times the sum of each partner's relevant basis in the partnership. This limitation also applies to other pass-thru entities, such as S corporations.

Improving FHA Support for Small-Dollar Mortgages Act of 2021 This bill directs the Department of Housing and Urban Development (HUD) to report on barriers to making Federal Housing Administration (FHA) single-family mortgage insurance available for mortgages under $100,000. Specifically, HUD must report on policies, practices, and products used by the FHA and actions that will be taken to remove such barriers.

S 2196: Restoring Northern Border Travel Act

Restoring Northern Border Travel Act This bill requires the Department of Homeland Security (DHS) to expand the list of permitted essential travel into the United States through land ports of entry along the U.S.-Canada border. Specifically, it shall be permitted essential travel to enter the United States through the U.S.-Canada land border to (1) visit a family member who is a U.S. citizen or permanent resident, (2) visit property that the traveler owns or leases, (3) attend business meetings or site visits, or (4) board a flight for travel. Within 20 days of this bill's enactment, DHS must report to Congress a plan to fully restore nonessential travel into the United States through this land border.

S 2197: Rural and Frontier Telehealth Expansion Act

Rural and Frontier Telehealth Expansion Act This bill increases the applicable Federal Medical Assistance Percentage (i.e., federal matching rate) under Medicaid for telehealth services in rural states or states that have limited broadband infrastructure and that provide consistent and widespread coverage for such services.
