Energy Freedom Act This bill establishes requirements to provide for domestic energy production, including by limiting delays on oil, gas, or coal development; requiring a minimum number of annual sales of leases on federal lands and waters for oil and gas development; requiring sales of leases of federal land for wind, solar, and geothermal development; allowing the Department of the Interior to grant licenses for the exploration and mining of hardrock minerals on the Outer Continental Shelf.

S 3838: Asset Seizure for Ukraine Reconstruction Act

Asset Seizure for Ukraine Reconstruction Act This bill authorizes the President to confiscate the property of certain foreign persons (i.e., individuals or entities) that derive wealth through political support for or corruption linked to Russian President Vladimir Putin. The President may also liquidate the confiscated property and use the resulting funds to provide assistance to Ukraine. Specifically, upon a declaration of a national emergency relating to Russia's invasion of Ukraine, the President may confiscate the property of such a person if (1) the property is valued at more than $2 million; and (2) the person is subject to U.S. sanctions relating to corruption, human rights violations, Russia's malign influence, or conflicts in Ukraine.

S 3844: Economic Continuity and Stability Act

Economic Continuity and Stability Act This bill provides for the transition of certain financial contracts away from the London Interbank Offered Rate (LIBOR), a reference interest rate based upon the lending terms certain banks offer to each other for various lengths of time. LIBOR is set to be retired in 2023. Various financial contracts reference LIBOR as a benchmark for prevailing interest rates and use LIBOR in calculating certain payments or obligations. In the event a contract referencing LIBOR does not have a fallback or replacement rate provision in effect when LIBOR is retired, or a replacement rate is not selected by a determining person as defined by the bill, the bill provides for a transition to a replacement rate selected by the Board of Governors of the Federal Reserve System. The bill also provides for conforming changes to these contracts, the continuity and enforceability of these contracts, tax treatment, and protections against liability as a result of such a transition.

S 3790: Ultrasound Informed Consent Act

Ultrasound Informed Consent Act This bill requires abortion providers, as a condition of receiving federal funding, to conduct an ultrasound before performing an abortion. Specifically, before a woman gives informed consent to any part of an abortion, the abortion provider must perform an obstetric ultrasound on the pregnant woman; display the ultrasound images and make audible (when present) the heartbeat and related cardiac sounds for the woman to view and hear while simultaneously explaining the ultrasound depiction and the cardiac sounds; provide a complete medical description of the images, including the dimensions of the embryo or fetus, cardiac activity if present and visible, and the presence of external members and internal organs if present and viewable; and provide the woman with a copy of the ultrasound image. Providers are subject to civil actions and penalties for violations. The bill's ultrasound requirements do not apply in cases where a physical disorder, illness, or injury caused by the pregnancy endangers a woman's life. A woman is also not required to view the ultrasound images; nor may she or the provider be penalized if she declines to do so.

HR 7023: Prohibiting Oil Trade with Venezuela’s Tyrant Act

Prohibiting Oil Trade with Venezuela's Tyrant Act This bill requires the President to prohibit the importation of petroleum products from Venezuela. Petroleum product means crude oil, residual fuel oil, or any refined petroleum product, including natural gas liquid product. Further, the bill authorizes the President to use appropriate authorities to impose civil or criminal penalties as necessary to enforce the prohibition. The prohibition shall terminate after the Department of State certifies that Venezuela has held free and fair elections and all political prisoners have been released.

HR 6927: American Energy Security and Transparency Act

American Energy Security and Transparency Act This bill requires the Department of the Interior to immediately resume sales of oil and gas leases in accordance with applicable onshore mineral leasing laws. The bill further specifies that Interior must conduct a minimum number of sales and offer all parcels eligible for oil and gas development in each state where there is land available for oil and gas leasing. Additionally, Interior must report to Congress, and publish certain information on its website, concerning sales of oil and gas leases and related drilling permits.
