Chiropractic Medicare Coverage Modernization Act of 2021 This bill expands Medicare coverage of chiropractic services to include all services provided by chiropractors, rather than only subluxation corrections through manual manipulation of the spine.
Environmental Health Workforce Act of 2021 This bill requires the Department of Health and Human Services (HHS) to carry out certain activities related to the environmental-health workforce. It also requires the Government Accountability Office to report on state-based practices for training and credentialing environmental-health workers. Specifically, HHS must develop model standards and guidelines for credentialing environmental-health workers and a plan to ensure its programs and activities meet the future needs of the environmental-health workforce. The bill also specifies that environmental-health workers are eligible for public-service loan forgiveness.
Secure and Fair Enforcement Banking Act of 2021 or the SAFE Banking Act of 2021 This bill generally prohibits a federal banking regulator from penalizing a depository institution for providing banking services to a legitimate cannabis-related business. Prohibited penalties include terminating or limiting the deposit insurance or share insurance of a depository institution solely because the institution provides financial services to a legitimate cannabis-related business and prohibiting or otherwise discouraging a depository institution from offering financial services to such a business. Additionally, proceeds from a transaction involving activities of a legitimate cannabis-related business are not considered proceeds from unlawful activity. Proceeds from unlawful activity are subject to anti-money laundering laws. Furthermore, a depository institution is not, under federal law, liable or subject to asset forfeiture for providing a loan or other financial services to a legitimate cannabis-related business. The bill also provides that a federal banking agency may not request or order a depository institution to terminate a customer account unless (1) the agency has a valid reason for doing so, and (2) that reason is not based solely on reputation risk. Valid reasons for terminating an account include threats to national security and involvement in terrorist financing, including state sponsorship of terrorism. Finally, the bill decreases the cap on the surplus funds of the Federal Reserve banks. (Amounts exceeding this cap are deposited in the general fund of the Treasury.)
Southeast Asia Strategy Act This bill directs the Department of State to submit to Congress a strategy for engagement with Southeast Asia and the Association of Southeast Asian Nations (ASEAN). The strategy shall include various elements including (1) an identification of enduring U.S. interests in the region and efforts to bolster ASEAN's effectiveness; (2) a list of ongoing and planned initiatives to strengthen U.S. relationships in the region, including efforts to promote inclusive economic growth and energy innovation; and (3) a summary of ongoing efforts to promote human rights and democracy and strengthen the rule of law.
This resolution supports the designation and celebration of National Amateur Radio Operators Day, and it recognizes the continuing importance of amateur radio operators and their role in bringing communities together.
Bust Up Big Tech Act This bill prohibits large online platforms in the business of offering search engines, marketplaces, or exchanges from selling, advertising, or otherwise promoting their own goods and services on their websites. The bill also prohibits such online platforms from providing online hosting services or back-end online services to any other entity that is not owned by the platform. Such platforms are those with more than $1.5 billion in global revenue during the most recent tax year and over 30 million U.S. users or 300 million worldwide users
National Strategy to Ensure American Leadership Act of 2021 or the National SEAL Act of 2021 This bill directs the Department of Commerce to (1) seek to enter into an agreement with the National Academies of Sciences, Engineering, and Medicine to conduct a study to identify the 10 most critical emerging science and technology challenges facing the United States; and (2) develop recommendations for legislative or administrative action to ensure U.S. leadership in matters related to such challenges.
Green New Deal for Public Housing Act This bill addresses energy efficiency and workforce development in the context of public housing. Specifically, the Department of Housing and Urban Development (HUD) must award grants to public housing agencies (PHAs) and other eligible entities under a variety of new programs, including programs for facilitating workforce development and high-income employment transition; conducting physical needs assessments and subsequent energy efficiency retrofits; and making upgrades, replacements, and improvements for energy efficiency, building electrification, and water quality upgrades. Recipients of these grants must provide relocation assistance for residents who are displaced during construction and must ensure that they can return to their homes once retrofitting is completed. A certain percentage of the employment positions generated by these grant programs and other specified federal grant programs must be filled by low-income individuals, and a specified percentage of certain contracts associated with these programs must be awarded to businesses owned by residents of public housing. The bill also repeals a provision that prohibits a PHA from using HUD funds to construct or operate new public housing units if doing so would result in the PHA owning or operating more units than it did on October 1, 1999.
Protecting Life and Taxpayers Act of 2021 This bill requires federally funded entities to certify that they will not, subject to certain exceptions, perform abortions or provide funding to other entities that perform abortions. The bill provides exceptions for abortions (1) in cases of rape or incest; or (2) when the life of the woman is in danger due to a physical disorder, injury, or illness.
Workplace Violence Prevention for Health Care and Social Service Workers Act This bill requires the Department of Labor to address workplace violence in health care, social service, and other sectors. Specifically, Labor must issue an interim occupational safety and health standard that requires certain employers to take actions to protect workers and other personnel from workplace violence. The standard applies to employers in the health care sector, in the social service sector, and in sectors that conduct activities similar to those in the health care and social service sectors. In addition, Labor must promulgate a final standard within a specified time line.
Public Housing Fire Safety Act This bill creates a grant program, to be administered by the Department of Housing and Urban Development, for public housing agencies to install automatic sprinkler systems in certain public housing projects.
Ensuring Seniors Access to Local Pharmacies Act of 2021 This bill establishes several requirements for prescription drug plans under the Medicare prescription drug benefit. Specifically, the bill requires prescription drug plans to allow any pharmacy located in a health professional shortage area, a medically underserved area, or a rural area to be included as an in-network pharmacy if the plan already has other in-network pharmacies in the same area. The bill also establishes certain standards for prescription drug plans regarding pharmacy reimbursements and related disclosures. Among other things, the bill prohibits prescription drug plans from reimbursing a pharmacy in an amount that is less than the amount the pharmacy benefits manager (PBM) reimburses an affiliated pharmacy (i.e., a pharmacy that has a shared ownership interest with the PBM) for the same services.
