Personal Health Investment Today Act of 2021 or the PHIT Act of 2021 This bill allows a medical care tax deduction for up to $1,000 ($2,000 for a joint return or a head of household) of qualified sports and fitness expenses per year. The bill defines qualified sports and fitness expenses as amounts paid exclusively for participating in a physical activity, including (1) fitness facility memberships, (2) physical exercise or activity programs, or (3) equipment for a physical exercise or activity program.
Repealing Illegal Freedom and Liberty Excises Act or the RIFLE Act This bill repeals the excise tax on the transfer of firearms. The bill shall not be construed as placing any regulated firearms under the jurisdiction of the U.S. Consumer Product Safety Commission.

Resilient Ports Act This bill revises the Port Infrastructure Development Program with respect to port and intermodal improvement grants. Specifically, the bill authorizes the Department of Transportation (DOT) to provide grants for projects that will be used to improve the safety, efficiency, or reliability of emissions mitigation measures directly related to reducing the overall carbon footprint from port operations. Additionally, the bill increases from 18% to 25% the set-aside that DOT must reserve for grants for port projects that request the lesser of (1) 10% of the grant amounts made available for a fiscal year, or (2) $10 million. In selecting projects for funding, the bill requires DOT to give substantial weight to projects that increase the port's resilience to sea-level rise, flooding, and extreme weather events, including events related to climate change.
This bill prohibits the use of federal funds for the provision of training or education based on critical race theory at the U.S. service academies (e.g., the Air Force Academy).
Maximizing Outcomes for Moms through Medicaid Improvement and Enhancement of Services Act or the MOMMIES Act This bill establishes a series of programs and requirements under Medicaid and the Children's Health Insurance Program (CHIP) relating to maternal health. For example, the bill expands eligibility for coverage under Medicaid and CHIP from 60 days to one year after the last day of pregnancy and requires such coverage to include oral health services. The bill also establishes a demonstration program in which states receive grants to implement or expand models for maternity care homes that provide services to Medicaid or CHIP beneficiaries. The Government Accountability Office must report on (1) gaps in coverage under Medicaid and CHIP for pregnant and postpartum women, and (2) the use of telehealth by state Medicaid programs to increase access to maternity care.
Health Care Prices Revealed and Information to Consumers Explained Transparency Act or the Health Care PRICE Transparency Act This bill provides statutory authority for requirements for hospitals and health insurance plans to disclose certain information about the costs for items and services. Specifically, hospitals must publish in their list of standard charges certain rates negotiated with insurers, discounts for cash payments, and billing codes. Further, hospitals generally must publish the standard charges for the services provided by the hospital that may be scheduled in advance. Additionally, insurance plans must publish the in-network and out-of-network charges for covered items and services and the negotiated prices for covered prescription drugs. Plans must provide a tool for consumers to search for this cost information. Consumers also may request additional information about the costs of specific items or services under their plans.
Adoption Tax Credit Refundability Act of 2021 This bill makes the tax credit for adoption expenses refundable.
COINTELPRO Full Disclosure Act This bill requires the U.S. government to release and publicly disclose, within six months, all records related to the COINTELPRO operation of the Federal Bureau of Investigation (FBI) unless disclosure would cause harm. COINTELPRO was a series of covert and illegal projects aimed at surveilling, infiltrating, discrediting, and disrupting domestic political organizations, including the Black Panther Party. The bill requires the removal of J. Edgar Hoover's name from the FBI headquarters in the District of Columbia. The bill establishes the COINTELPRO Records Review Board to review determinations by government offices that do not fully disclose their records after six months. The review board shall make recommendations to the President regarding whether files that have been only partially disclosed should be fully released. The review board may request the Department of Justice to petition any U.S. court to release any information relevant to COINTELPRO that is held under court seal.

Affordable Housing for Homeless Veterans Act of 2021 This bill reauthorizes and modifies a program of the Department of Veterans Affairs (VA) that provides housing assistance to homeless veterans. Specifically, the bill authorizes the VA to enter into agreements with specified entities (e.g., nonprofit organizations or tribal entities) through September 30, 2025, to assist homeless veterans and their families in acquiring shelter or permanent housing. Under the bill, the VA may enter into agreements where an entity that is buying, leasing, or receiving property agrees to sell or rent the property directly to homeless veterans or veterans at risk of homelessness.
This resolution supports the designation of Mental Health Awareness Month and declares mental health a national priority.
