This bill increases from 5 to 10 years the statutory maximum prison term for making public the restricted personal information about a covered person or their immediate family member. The term covered person means a federal officer or employee who is engaged in official duties, a juror or witness in a federal proceeding, an informant or witness in a federal criminal investigation or prosecution, or a state or local officer or employee who is assisting in a federal criminal investigation.
This bill authorizes a federal judge, prosecutor, or law enforcement officer to list a post office box instead of a home address for any federal, state, or other governmental purpose if there is a risk that the address may be made public. The bill provides funding for the Department of Justice and the Department of Homeland Security to implement this authority, including by developing programs to detect when the personal protected information of a federal judge, prosecutor, or law enforcement officer has been made public and remove it from the public domain.
This bill authorizes the Department of Justice to award grants for state and local law enforcement agencies to hire and retain law enforcement personnel.
Unnecessary Agency Regulations Reduction Act of 2021 This bill requires the Office of Information and Regulatory Affairs to annually report a list of major rules (i.e., rules with a significant economic impact, cost to consumers, or adverse effects on competition) that it recommends should be consolidated or repealed because they are outdated, duplicative, or incur excessive compliance costs. Congress must review the list to determine, and recommend by joint resolution, any such rules to consolidate or repeal.
Trafficking Survivors Housing Act of 2021 This bill requires the Interagency Council on Homelessness to study and report on the availability of housing and related services for human trafficking victims and individuals vulnerable to becoming human trafficking victims. Specifically, the study must assess the availability and accessibility of housing and services for such individuals who are experiencing homelessness or housing instability and must identify best practices in meeting the housing and service needs of those individuals.
Israel Relations Normalization Act of 2021 This bill requires the Department of State to take certain actions promoting the normalization of relations between Israel, Arab states, and other relevant countries and regions. Specifically, the State Department must develop a strategy on expanding and strengthening the Abraham Accords (the term used to refer collectively to agreements between Israel and the United Arab Emirates and between Israel and Bahrain marking the public normalization of relations between the two Arab countries and Israel). The strategy must include a description of how the U.S. government will encourage further normalization of relations with Israel. The State Department must report on the status of efforts to promote normalization of relations with Israel and other countries, including information on (1) laws that punish individuals for people-to-people relations with Israelis (i.e., anti-normalization laws), and (2) instances of the use of state-owned or state-operated media outlets to promote the prosecution of citizens or residents of Arab countries calling for peace with Israel.
Know Your Social Security Act This bill requires the Social Security Administration to provide Social Security account statements by mail to each individual who is 25 or older and who is eligible for, but not currently receiving, Social Security retirement benefits. Individuals may choose to receive their account statements electronically.
Promotion and Expansion of Private Employee Ownership Act of 2021 This bill expands tax incentives and federal assistance for employee stock ownership plans (ESOPs) that are sponsored by S corporations. The bill provides additional tax incentives for ESOPs by (1) extending to all domestic corporations, including S corporations, provisions allowing deferral of tax on gain from the sale of employer securities to an ESOP; and (2) allowing a tax deduction for 50% of the interest received by a bank on loans to S corporation-sponsored ESOPs for the purchase of employer securities. The Department of the Treasury must establish the S Corporation Employee Ownership Assistance Office to foster increased employee ownership of S corporations. The bill defines an ESOP business concern for purposes of the Small Business Act as a business concern that was eligible for a loan, preference, or other program under such Act before more than 49% of the business concern was acquired by an ESOP.
Minor League Baseball Relief Act This bill establishes a program for the relief of certain minor league baseball clubs and independent professional baseball clubs that experienced large business losses. The bill provides funding for the Small Business Administration to make grants to such clubs that experienced decreases in gross revenue in 2020 of at least 75%, as measured against revenues in 2019 (or, if revenues were negatively affected by a natural disaster or weather disruption in 2019, by the average of revenues over the prior three-year period). The source of funding for the grants shall be funds appropriated under enacted COVID-19 relief legislation that have not been obligated and are no longer being used to carry out activities authorized under those laws. Grant amounts provided to any club may not exceed $10 million.
Saving Hazardous And Declining Environments Act or the SHADE Act This bill requires the Department of Housing and Urban Development to award grants for government entities and nonprofit organizations to plant trees in low-income communities and in communities meeting designated minority or limited English-proficiency thresholds.
Reducing Hereditary Cancer Act of 2021 This bill provides for Medicare coverage of germline mutation testing for individuals with a personal or family history of a hereditary cancer gene mutation or suspected history of hereditary cancer, as well as for associated coverage of risk-reducing surgeries and screenings.
Healthy Future Students and Earth Pilot Program Act of 2021 This bill establishes a pilot program for providing 100% plant-based food and milk options in school meals. The Department of Agriculture must award up to 50 grants to school food authorities. Recipients may use funds for activities including training food service personnel on serving 100% plant-based options and covering additional costs of buying plant-based foods and milks.
