Patient Advocate Tracker Act This act requires the Office of Patient Advocacy within the Veterans Health Administration to establish an information technology system that allows veterans or their representatives to electronically file a complaint with a patient advocate and review the status of a filed complaint.
Reese's Law This act requires the Consumer Product Safety Commission (CPSC) to establish a product safety standard with respect to batteries that pose an ingestion hazard (i.e., button cell or coin batteries) and consumer products containing the batteries. Specifically, the batteries and consumer products with these batteries must include a warning label that clearly identifies the hazard of ingestion and instructs consumers to keep the batteries out of the reach of children, seek immediate medical attention if a battery is ingested, and follow any other consensus medical advice. Consumer products containing the batteries must also include a battery compartment that eliminates or adequately reduces the risk of injury from battery ingestion by children who are six years of age or younger. Additionally, such batteries, if sold separately or included separately with a product, must comply with federal child-resistant packaging regulations. The act exempts from these requirements (1) toy products that are in compliance with certain existing battery accessibility and labeling requirements, and (2) batteries that are in compliance with the marking and packaging provisions of the American National Standards Institute (ANSI) Safety Standard for Portable Lithium Primary Cells and Batteries. The act also provides for compliance with the requirements by relying on a voluntary standard that is approved by the CPSC before it establishes the standard required by this act.
Harriet Tubman Bicentennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the legacy of Harriet Tubman as an abolitionist. The Secretary may issue coins under this bill only during the period of January 1, 2024, through December 31, 2024. All surcharges received by Treasury from the sale of such coins must be paid equally to the National Underground Railroad Freedom Center in Cincinnati, Ohio, and The Harriet Tubman Home, Inc. in Auburn, New York, for the purpose of accomplishing and advancing their missions.
National World War II Memorial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the National World War II Memorial in the District of Columbia. The design of the coins shall be emblematic of the memorial and the service and sacrifice of American soldiers and civilians during World War II. All surcharges received from the sale of such coins shall be paid to the Friends of the National World War II Memorial to support the National Park Service in maintaining and repairing the memorial, and for educational and commemorative programs.
Ocean Shipping Reform Act of 2022 This act revises requirements governing ocean shipping to increase the authority of the Federal Maritime Commission (FMC) to promote the growth and development of U.S. exports through an ocean transportation system that is competitive, efficient, and economical. For example, the bill requires the FMC to (1) investigate complaints about detention and demurrage charges (i.e., late fees) charged by common ocean carriers, (2) determine whether those charges are reasonable, and (3) order refunds for unreasonable charges. It also prohibits common ocean carriers, marine terminal operators, or ocean transportation intermediaries from unreasonably refusing cargo space when available or resorting to other unfair or unjustly discriminatory methods.
Commission To Study the Potential Creation of a National Museum of Asian Pacific American History and Culture Act This bill establishes a Commission to Study the Potential Creation of a National Museum of Asian Pacific American History and Culture. The commission must (1) report recommendations for a plan of action for the establishment and maintenance of a National Museum of Asian Pacific American History and Culture in Washington, DC; (2) develop a fundraising plan to support the establishment, operation, and maintenance of the museum through public contributions; (3) obtain an independent review of this fundraising plan, including an analysis of the resources necessary to fund the construction of the museum and its operations and maintenance in perpetuity without reliance on federal funds; and (4) submit a legislative plan of action to establish and construct the museum. The commission may convene a national conference relating to the museum. The commission shall be solely responsible for acceptance of contributions to it and payment of its expenses. No federal funding may be obligated to carry out this bill.
United States Army Rangers Veterans of World War II Congressional Gold Medal Act This bill provides for the award of a single Congressional Gold Medal to the U.S. Army Rangers Veterans of World War II in recognition of their dedicated service during World War II.
Homeland Security for Children Act This bill requires the Department of Homeland Security (DHS) to ensure that the needs of children are considered in homeland security planning. Specifically, each DHS office and component must take into account the needs of children, including children within underserved communities, in mission planning and execution. DHS must require each office and component to seek advice and feedback from organizations representing the needs of children. The bill directs the Federal Emergency Management Agency (FEMA) to identify and integrate the needs of children into activities to prepare for, protect against, respond to, recover from, and mitigate against the risk of natural disasters, acts of terrorism, and other disasters, including by appointing a technical expert to coordinate such integration.
Access to Baby Formula Act of 2022 This bill authorizes the Department of Agriculture (USDA) to take certain actions to address emergencies, disasters, and supply chain disruptions (particularly the shortage of infant formula in the United States) affecting participants of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). The bill directs USDA to require each infant formula cost containment contract to include remedies in the event of an infant formula recall, including how an infant formula manufacturer would protect against disruption to WIC participants in the state. USDA must, within 30 days, ensure there is a memorandum of understanding with the Department of Health and Human Services that includes procedures for coordination and information sharing regarding any supply chain disruption, including a supplemental food recall. The bill also authorizes USDA to waive or modify any WIC qualified administrative requirement during emergencies, disasters, and supply chain disruptions. Specifically, USDA may waive or modify such a requirement for one or more state agencies if (1) the requirement cannot be met by state agencies during the emergency, disaster, or disruption; and (2) the modification or waiver is necessary to provide assistance to WIC participants and does not substantially weaken the nutritional quality of supplemental foods. For example, USDA may waive the maximum monthly allowance for infant formula. The bill establishes notification requirements for USDA and state agencies related to supply chain disruptions.
Ukraine Democracy Defense Lend-Lease Act of 2022 This bill temporarily waives certain requirements related to the President's authority to lend or lease defense articles if the defense articles are intended for Ukraine's government or the governments of other Eastern European countries affected by Russia's invasion of Ukraine. For FY2022 and FY2023, an agreement to lend or lease defense articles under this bill shall not be subject to certain requirements and provisions that typically apply to such lend-lease agreements, including a requirement that generally prohibits a loan or lease period from exceeding five years. The President must establish expedited procedures to ensure the timely delivery of defense articles loaned or leased to Ukraine under this bill.
