HR 516: To amend the Internal Revenue Code of 1986 to modify the railroad track maintenance credit.

This bill increases the annual limit on the tax credit for qualified railroad track maintenance expenses (also referred to as the short line railroad tax credit) and expands eligibility for claiming the credit. Under current law, the tax credit is limited each tax year to $3,500 multiplied by the sum of the number of miles of railroad track owned or leased by the taxpayer (miles owned or leased) and the number of railroad track miles assigned to the taxpayer by a Class II or III railroad (miles assigned). This bill increases the annual limit to $6,100 multiplied by the sum of miles owned or leased and miles assigned. The $6,100 amount used in the calculation of the tax credit limit is adjusted for inflation for tax years beginning after 2025. The bill also expands eligibility for the tax credit to include gross expenses for maintaining railroad tracks owned or leased as of January 1, 2024. Under current law, the tax credit is limited to gross expenses for maintaining railroad tracks owned or leased as of January 1, 2015.

HR 520: Empowering Law Enforcement To Fight Sex Trafficking Demand Act of 2025

HR 520 allows law enforcement agencies to use Byrne JAG funds for programs specifically targeting the demand behind sex trafficking, such as initiatives aimed at reducing the market for commercial sex acts involving trafficked individuals. This bill amends existing federal funding rules to explicitly authorize these funds for "programs to combat human trafficking (including programs to reduce the demand for trafficked persons)." It directly affects state and local law enforcement agencies that receive Byrne JAG grants by expanding how they can allocate those resources. The key change is creating a dedicated funding category for demand reduction efforts, moving beyond solely supporting victim services or investigations.

HR 503: Qualified Immunity Act of 2025

This bill codifies qualified immunity standards for law enforcement officers under federal law. It specifies that individual officers cannot be held liable in civil suits if they demonstrate either that the constitutional right at issue was not clearly established at the time of the incident, or that a prior court ruling already confirmed the conduct was lawful. Local government agencies also cannot be held liable if the officer is found not liable under these standards and was acting within their job duties. The law applies to all federal, state, tribal, and local officers with arrest powers, including police officers. The changes would take effect 180 days after enactment.

HR 470: Red Snapper Act of 2025

HR 470, the Red Snapper Act of 2025, blocks the U.S. Secretary of Commerce from implementing area or bottom closures in the South Atlantic for snapper-grouper fisheries until two conditions are met: the completion of the South Atlantic Great Red Snapper Count survey and integration of its data into the next official stock assessment. This directly affects recreational and commercial fishermen in the South Atlantic region, particularly in Florida, where red snapper fishing supports significant economic activity ($14 billion annually). The bill aims to delay management changes pending new scientific data to avoid potential economic harm during a period of record fish stock abundance. It does not alter fishing seasons or quotas but specifically targets the timing of area closure decisions.

HR 485: Muhammad Ali Congressional Gold Medal Act

HR 485, the Muhammad Ali Congressional Gold Medal Act, authorizes Congress to award a gold medal in recognition of Muhammad Ali's lifetime contributions to sports, civil rights, and humanitarian causes. The bill directs the Treasury Secretary to strike the medal and present it to Ali's widow, Lonnie Ali, following his death in 2016. It also permits the sale of bronze duplicates to cover costs, with proceeds going to the U.S. Mint. This is a commemorative measure with no policy impact, solely honoring Ali's legacy through a symbolic medal.

HR 486: Young Americans Financial Literacy Act

HR 486, the Young Americans Financial Literacy Act, authorizes $27.5 million to $55 million annually through 2029 to fund competitive grants for centers of excellence focused on financial literacy education for individuals aged 8-24. These centers, established by eligible institutions like schools, nonprofits, or financial organizations, must develop research-based programs covering budgeting, debt management, student loan guidance, and avoiding pitfalls like predatory lending. The bill specifically requires programs to address at-risk populations, include evidence-based teaching methods, and serve groups such as high school graduates, college students, young families, and military personnel. It mandates annual reporting to Congress on grant recipients and the populations they serve, with funding ending in 2029.

HR 164: POWER Act of 2025

The POWER Act of 2025 amends the Stafford Act to change how electric utilities receive federal disaster aid. It allows utilities to combine cost-effective hazard mitigation (like hardening infrastructure) with emergency power restoration efforts using the same federal funds. Crucially, it ensures that facilities receiving emergency power restoration assistance under Section 403 remain eligible for separate hazard mitigation funding under Section 406 if they meet other requirements. This directly affects electric utilities seeking federal disaster relief, streamlining their access to funding for both immediate recovery and future resilience.

HRES 47: Concerning the National Collegiate Athletic Association policy for eligibility in women's sports.

HRES 47 is a House resolution calling on the National Collegiate Athletic Association (NCAA) to revoke its current policy allowing biological males who identify as transgender to compete on women's sports teams. The resolution states this policy discriminates against female athletes and violates Title IX by jeopardizing women's competitive opportunities and safety. It specifically urges the NCAA to implement a biological sex-based policy, requiring only individuals assigned female at birth to compete in women's sports, and to ensure all member conferences comply. The resolution does not create new law but formally requests the NCAA change its eligibility rules.

S 100: Repealing Big Brother Overreach Act

This bill (S 100) repeals the Corporate Transparency Act, which required businesses to disclose beneficial ownership information to the government. It directly affects businesses (especially small entities) that previously had to report who ultimately owns or controls them. The bill removes specific reporting requirements from Title 31 of the U.S. Code and eliminates related provisions in the Anti-Money Laundering Act of 2020. Key mechanisms include striking references to reporting sections (like 5336) and repealing sections of the 2021 National Defense Authorization Act that established the rules. This would end the federal mandate for businesses to disclose ownership details to the Financial Crimes Enforcement Network (FinCEN).

S 94: Miracle on Ice Congressional Gold Medal Act

The bill directs the Secretary of the Treasury to strike the medals, with one medal displayed at each of three locations: the Lake Placid Olympic Center, the U.S. Hockey Hall of Fame Museum in Minnesota, and the U.S. Olympic & Paralympic Museum in Colorado Springs. The legislation also permits the sale of bronze duplicates to cover costs, with proceeds going to the U.S. Mint. This is a commemorative measure recognizing the team's 1980 Olympic victory, not a policy change affecting current legislation or constituents.
