Preventing Foreign Attempts to Erode Healthcare Innovation Act This bill prohibits the use of federal funds to support, allow, or facilitate the negotiation or approval of any measure at the World Trade Organization to waive intellectual property rights, including the petition titled Waiver from Certain Provisions of the TRIPS Agreement for the Prevention, Containment, and Treatment of COVID-19 . (The petition was submitted by India and South Africa to suspend all intellectual property rights associated with COVID-19 innovations, such as vaccines.)
Adoption Tax Credit Refundability Act of 2021 This bill makes the tax credit for adoption expenses refundable.
Convening Operations Assistance for Childcare Heroes Act or the COACH Act This bill requires the Small Business Administration to maintain a resource guide for small businesses operating as child care providers that includes guidance on topics such as operations, finances, and compliance with relevant laws.
Kenneth Meisel Public Servants' Claimant Fairness Act This bill requires the Department of Labor to revise regulations so as to allow at least 60 days (rather than at least 30 days) for a claimant to submit any additional evidence that is requested by the Office of Workers' Compensation Programs to support a federal workers' compensation claim.
Helping Ensure Life- and Limb-Saving Access to Podiatric Physicians Act or the HELLPP Act This bill adds podiatrists as covered physicians under the Medicaid program. Additionally, the bill revises certain documentation requirements related to Medicare coverage of therapeutic shoes for individuals with diabetes. Finally, the bill subjects payments made to a Medicaid provider or supplier to a continuing levy for federal taxes owed by the provider or supplier.
Connecting America's Active Transportation System Act This bill directs the Department of Transportation (DOT) to carry out an active transportation investment program to provide competitive grants to state, local, and regional government entities, and Indian tribes to construct projects that connect walking and bicycling infrastructure within and between communities, metropolitan regions, or states. The bill sets forth various limitations on the use of funds by DOT, including that it must obligate at least 30% of funds to projects that connect people with public transportation, businesses, workplaces, schools, residences, recreation areas, and other community activity centers; set aside at least $3 million to provide planning grants for eligible entities; and set aside at least $2 million to cover the costs of administration, research, technical assistance, communications, and training activities under the program. The federal share of grants must not exceed 80% of the total project cost. However, DOT may increase the federal share to 100% for disadvantaged communities with a poverty rate of over 40%.
This resolution expresses support for the designation of the National Day of Awareness for Missing and Murdered Indigenous Women and Girls.
Investing in American Workers Act This bill allows a business-related tax credit for employers who increase worker training expenditures. The credit is equal to 20% of the excess of (1) the qualified training expenditures for the year, over (2) the average of the adjusted qualified training expenditures for the three previous years. If the employer had no qualified training expenditures in any one of the three previous years, the credit is equal to 10% of the adjusted qualified training expenditures for the year. The credit applies to expenditures for the training of non-highly compensated employees (annual compensation does not exceed $82,000). The training must result in the attainment of a recognized postsecondary credential and be provided through an apprenticeship program; a program of training services that is included on a list of eligible training providers that states are required to maintain under the Workforce Innovation and Opportunity Act; a program that is conducted by an area career and technical education school, a community college, or a labor organization; or a program that is sponsored and administered by an employer, industry trade association, industry or sector partnership, or labor organization. Certain small businesses and tax-exempt organizations may apply the credit against payroll taxes, subject to specified limits and requirements. Eligible small businesses may also apply the credit against the alternative minimum tax.

This resolution (1) expresses support for the designation of Motorcycle Safety Awareness Month; (2) recognizes the contribution of motorcycles to the transportation mix; (3) encourages motorcycle awareness by all road users; (4) recognizes that motorcyclists have a right to the road and that all motorists should safely share the roadways; (5) encourages rider safety education, training, and proper gear for safe motorcycle operation; and (6) supports the goals of Motorcycle Safety Awareness Month.
Virtual Peer Support Act of 2021 This bill appropriates funding for grants to transition behavioral health peer support services that are provided at no cost to participants from in-person to virtual platforms or to otherwise expand these kinds of virtual services. Specifically, the Substance Abuse and Mental Health Services Administration must award competitive grants to certain consumer-controlled or consumer-run organizations and tribal communities. Among other eligibility requirements for these grants, entities must have offered certain behavioral health services at no cost to participants before the declaration of the COVID-19 (i.e., coronavirus disease 2019) public health emergency.
Transform, Heal, and Renew by Investing in a Vibrant Economy Act or the THRIVE Act This bill establishes a program to address the economy, racial justice, and climate change. The President must establish a board to advise the President and the heads of federal departments and agencies regarding the implementation of this bill. The President, in consultation with the board, must establish a 10-year plan to create a society that enables and supports greater racial, Indigenous, gender, environmental, and economic justice; work opportunities; healthy communities; a stable climate; and healthy ecosystems. In addition, the President, in consultation with the board, must implement a program that provides support to public or private entities that carry out qualified programs. The programs must meet certain labor, equity, and environmental conditions and support infrastructure, including to expand access to pollution-free, renewable, and affordable energy; care workers and social infrastructure (e.g., health care infrastructure); expanded access to housing; efforts to protect and restore biodiversity or natural habitats and efforts to remediate pollution in communities harmed by environmental, economic, or socioeconomic injustice; agriculture, including agricultural workers; or the development and transformation of the U.S. industrial base, including by expanding manufacturing of clean technologies.
