HR 3646: Reducing Barriers for Military Voters Act

Reducing Barriers for Military Voters Act This bill requires the Department of Defense (DOD) to develop a plan for providing end-to-end electronic voting services (e.g., services for registering to vote and returning a ballot) in participating states for absent uniformed service members who are deployed or mobilized in locations with limited or no postal service. Specifically, DOD must develop the plan by consulting with state and local election officials. Further, the plan must include (1) methods to ensure that voters have the opportunity to verify that their ballots are received and tabulated, (2) methods to generate a verifiable and auditable vote trail, and (3) an assessment of whether commercially available technologies may be used to carry out the plan. DOD must implement the plan for a trial group of voters in participating states for the 2024 federal elections. The plan must be implemented for all voters in participating states for the 2026 federal elections and subsequent years.

HR 3576: Reproductive Rights are Human Rights Act of 2021

Reproductive Rights are Human Rights Act of 2021 This bill directs the Department of State to include in its annual reports on human rights in countries receiving U.S. development and security assistance a discussion of the status of reproductive rights in each country. This must include whether a country has adopted and enforced policies to (1) promote access to contraception and accurate, nondiscriminatory family planning and sexual health information; (2) provide services to ensure safe and healthy pregnancy and childbirth; (3) expand or restrict access to safe abortion services; and (4) prevent and treat sexually transmitted diseases. For each country, the reports shall also contain (1) data concerning pregnancy-related injuries and deaths; and (2) a description of the nature and extent of discrimination and violence against women, girls, and LGBTQI+ individuals in health care settings and the relevant government's response to such actions.

S 1897: Protecting Indian Tribes from Scams Act

Protecting Indian Tribes from Scams Act This bill requires the Federal Trade Commission (FTC), after consultation with Indian tribes, to report on unfair or deceptive practices that target tribes or tribal members. The FTC must submit the report to Congress and make it publicly available. Further, the FTC must update its website to include information for consumers and businesses on identifying and avoiding unfair or deceptive practices that target tribes or tribal members.

S 1891: NO BAN Act

National Origin-Based Antidiscrimination for Nonimmigrants Act or the NO BAN Act This bill imposes limitations on the President's authority to suspend or restrict aliens from entering the United States. It also prohibits religious discrimination in various immigration-related decisions, such as whether to issue an immigrant or nonimmigrant visa, unless there is a statutory basis for such discrimination. The President may temporarily restrict the entry of any aliens or class of aliens after the Department of State determines that the restriction would address specific and credible facts that threaten U.S. interests such as security or public safety. The bill also imposes limitations on such restrictions, such as requiring the President, State Department, and the Department of Homeland Security (DHS) to (1) only issue a restriction when required to address a compelling government interest, and (2) narrowly tailor the suspension to use the least restrictive means to achieve such an interest. Before imposing a restriction, the State Department and DHS shall consult with Congress. The State Department and DHS shall report to Congress about the restriction within 48 hours of the restriction's imposition. If such a report is not made, the restriction shall immediately terminate. Individuals or entities present in the United States and unlawfully harmed by such a restriction may sue in federal court. DHS may suspend the entry of aliens traveling to the United States on a commercial airline that failed to comply with regulations related to detecting fraudulent travel documents.

S 1873: Medicare Multi-Cancer Early Detection Screening Coverage Act of 2021

Medicare Multi-Cancer Early Detection Screening Coverage Act of 2021 This bill provides for Medicare coverage and payment for multi-cancer early detection screening tests that are approved by the Food and Drug Administration and that are used to screen for cancer across many cancer types. The Government Accountability Office must report on the resulting utilization and effectiveness of such tests.

S 1902: Behavioral Health Crisis Services Expansion Act

Behavioral Health Crisis Services Expansion Act This bill establishes requirements, expands health insurance coverage, and directs other activities to support the provision of behavioral health crisis services along a continuum of care. Specifically, the Department of Health and Human Services (HHS) must establish standards for a behavioral health crisis continuum of care that health care providers and communities may use in responding to individuals experiencing a behavioral health crisis. This continuum of care must include 24-7 crisis hotlines, emergency treatment, stabilization services, and other specified components. In addition, the bill expands health insurance coverage for behavioral health crisis services. It also expands the Community Mental Health Services Block Grant to assist states and territories with developing the infrastructure to provide crisis response services. Furthermore, HHS, in consultation with the Department of Justice, must convene an expert panel to make recommendations concerning training for emergency services dispatchers and crisis call center personnel to respond appropriately to individuals experiencing a behavioral health crisis.

S 1876: Climate Change Financial Risk Act of 2021

Climate Change Financial Risk Act of 2021 This bill addresses climate change risk and its potential impact on the financial system. The Federal Reserve Board must develop financial risk analyses relating to climate change for specified large nonbank financial companies and bank holding companies. Specifically, these entities will be evaluated every two years on whether they have the capital necessary to absorb financial losses that would arise under several different climate change risk scenarios. The bill also establishes the Climate Risk Scenario Technical Development Group to provide recommendations to the board regarding such climate change risk scenarios, and determine the financial and economic risks of these scenarios. The Financial Stability Oversight Council of the Department of the Treasury must establish a committee to assist it in identifying risks and responding to threats to the financial system as a result of climate change.

S 1913: DO NOT Call Act

Deter Obnoxious, Nefarious, and Outrageous Telephone Calls Act of 2021 or the DO NOT Call Act This bill increases and establishes criminal penalties, which include imprisonment for up to one year, for an intentional violation of the prohibition on automated telephone marketing and messaging. In addition, a person may be imprisoned for up to three years for an aggravated violation of such prohibition if the person (1) previously has been convicted of such an offense, (2) initiates a certain high volume of such calls during specified periods of time, (3) commits the offense in the furtherance of a felony, or (4) causes losses of at least $5,000 during any one year period to one or more persons. The bill also increases from $10,000 to $20,000 the fine for intentionally transmitting misleading or inaccurate caller identification information.

S 1901: A bill to amend the Act of June 18, 1934, to reaffirm the authority of the Secretary of the Interior to take land into trust for Indian Tribes, and for other purposes.

This bill authorizes the Department of the Interior to take land into trust for all federally recognized Indian tribes. Specifically, the bill applies the Indian Reorganization Act to all federally recognized Indian tribes, regardless of when a tribe became recognized. The amendments made by this bill are retroactively effective as if included in the Indian Reorganization Act. This effectively overrules the Supreme Court's decision in Carcieri v. Salazar, which held that Interior could not take land into trust for a specified tribe because that tribe had not been under federal jurisdiction when the Indian Reorganization Act was enacted in 1934.

S 1898: Affordable Medications Act

Affordable Medications Act This bill revises and expands various requirements relating to prescription drug pricing and affordability.  Specifically, the bill expands financial reporting requirements for drug manufacturers and establishes corresponding civil penalties for noncompliance; it also adds reporting requirements for certain nonprofit patient-assistance programs. Further, the bill requires the Centers for Medicare & Medicaid Services (CMS) to negotiate prices for certain prescription drugs under Medicare and requires the Centers for Medicare and Medicaid Innovation within the CMS to test specified models for negotiating drug prices. It also establishes reporting requirements, and corresponding civil penalties for noncompliance, for pharmaceutical companies with respect to spikes in prescription drug prices. The bill establishes an excise tax on prescription drugs subject to price spikes, lessens prescription drug cost-sharing requirements under qualified health plans and group health plans, and modifies requirements for the importation of prescription drugs. It also requires drug manufacturers to provide rebates for drugs dispensed to certain low-income individuals under the Medicare program and limits the time frame that trade agreements are required to provide market exclusivity for biological products. Additionally, the bill (1) requires the Food and Drug Administration to establish a database of generic drugs; (2) modifies other provisions related to generic drugs, prescription drug advertising, disclosure of wholesale acquisition prices, and patent-infringement proceedings; and (3) revises certain time frames and conditions related to drug exclusivity. Finally, it establishes an innovation incentive fund for new or more effective treatments of bacterial infections and establishes the Center for Clinical Research within the National Institutes of Health.
