Global Migration Agreement Act This bill requires the Department of State to promote in bilateral relationships and multilateral organizations the adoption of a binding Global Migration Agreement. Among other purposes, such agreement should (1) address the root causes of migration; (2) centralize the human rights of migrants, recognizing the particular vulnerabilities of marginalized groups; and (3) provide global funding for crisis response involving both internal and cross-border migrants at risk.
Stop Arming Human Rights Abusers Act This bill imposes certain sanctions on countries that violate international human rights law or international humanitarian law. Specifically, the bill prohibits the provision of security assistance to, the sale or commercial export of arms to, or the exchange of law enforcement with a foreign country that has committed genocide, crimes against humanity, or war crimes. The bill also establishes the U.S. Commission on Atrocity Accountability and Human Rights to review such violations of international human rights law or international humanitarian law and to make policy recommendations with respect to the imposition of sanctions for such violations.

Comprehensive TB Elimination Act of 2021 This bill reauthorizes for FY2022-FY2027 and revises the tuberculosis (TB) prevention and treatment grant program administered by the Centers for Disease Control and Prevention. The Health Resources and Services Administration may also award grants for TB prevention and treatment efforts to (1) state and local governments; (2) Indian tribes, Native Hawaiian health organizations, and related entities; and (3) community health centers and federally qualified health centers. Additionally, the Government Accountability Office must report on national TB prevention and treatment efforts.
Protect Moms From Domestic Violence Act This bill establishes a grant program and requires studies to address adverse maternal health outcomes among victims of intimate partner violence, human trafficking, forced marriage, and similar harms. Specifically, the Health Resources and Services Administration must award grants to state, tribal, or local governments, maternal care providers, institutions of higher education, and community organizations for improving maternal and child health outcomes for victims of such harms. In addition, the Department of Health and Human Services (HHS) must study the relative risk of maternal mortality and severe maternal morbidity for victims of such harms. HHS must also contract with the National Academy of Medicine (or a similar entity) to conduct another study examining whether these harms increase the risk of suicide and substance use among pregnant and postpartum persons and other maternal health topics. The bill also requires HHS to disseminate guidance on developing protocols and creating partnerships to address intimate partner violence and similar harms.
Manufacturing America's Mineral Security Act This bill allows an additional 10% tax deduction for the cost of specified domestically produced materials if such materials are acquired by the taxpayer directly from the domestic smelter or processor of such material. The bill defines specified domestically produced materials to include mine products, metal or metal compound production, and alloy and magnet production. Specified material are minerals that are necessary for the energy infrastructure of the United States, for community resiliency, to support domestic manufacturing, agriculture, housing, telecommunications, health care, and transportation infrastructure, or for the economic security of, and balance of trade in, the United States.
Equal Pay for Equal Work Act This bill establishes the National Equal Pay Enforcement Task Force to improve enforcement of equal pay laws.
Support Recovery from Addiction Act of 2021 This bill requires states to expend at least 10% of their Substance Abuse Prevention and Treatment Block Grants on recovery support services for individuals with substance use disorders.
Expanding Broadcast Ownership Opportunities Act of 2021 This bill requires the Federal Communications Commission (FCC) to take certain actions to increase diversity of ownership in the broadcasting industry and establishes a related tax incentive. Specifically, the bill requires the FCC to report to Congress regarding (1) recommendations for increasing the total number of broadcast stations that are owned or controlled by members of minority groups or women, (2) the total number of broadcast stations that are owned or controlled by members of minority groups or women, and (3) whether there is a nexus between diversity of ownership or control of broadcast stations and the diversity of the viewpoints expressed on the stations. In addition, the bill allows companies engaged in the qualifying sale of a broadcast station to receive favorable tax treatment by electing nonrecognition of the gain or loss resulting from the sale. To qualify for this treatment, the sale must result in or preserve ownership and control of a broadcast station by socially disadvantaged individuals.
The Pioneering Antimicrobial Subscriptions To End Up surging Resistance Act of 2021 or the PASTEUR Act of 2021 This bill authorizes the Department of Health and Human Services (HHS) to enter into subscription contracts for critical-need antimicrobial drugs, provides $11 billion in appropriations for activities under the bill, and contains other related provisions. A manufacturer of a Food and Drug Administration-approved antimicrobial drug may apply to HHS to have the drug designated as a critical-need antimicrobial, and HHS may enter into a subscription contract for such a critical-need antimicrobial. The bill imposes certain requirements related to such contracts, including a mechanism to lower payments under the contract in certain instances to limit the manufacturer's revenue from the drug. Furthermore, HHS and the Centers for Disease Control and Prevention (CDC) shall award grants to support efforts to encourage the appropriate use of antimicrobial drugs and efforts to combat antimicrobial resistance. The CDC shall also track and assess data relating to antibacterial resistance and human antibiotic use and make such data publicly available. HHS shall also establish a Committee on Critical Need Antimicrobials. The committee shall develop a list of prioritized infections for which new antimicrobial drug development is needed, among other duties. Within six years of the bill's enactment, the Government Accountability Office shall report to Congress a study on the bill's effectiveness in developing priority antimicrobial drugs.
