HR 4988: To amend the Congressional Budget Act of 1974 to establish that reconciliation directives in a budget resolution may not cause a net increase in the deficit for the period of fiscal years covered by that resolution.

This bill prohibits congressional budget resolutions from including reconciliation instructions that would cause a net increase in the deficit for the period of fiscal years covered by the resolution. (Reconciliation instructions generally direct congressional committees to report legislation to achieve certain budgetary goals by changing laws that affect spending, revenue, or the debt limit. The legislation is then considered by Congress using expedited legislative procedures, which limit debate and amendments.)

Physical Therapist Workforce and Patient Access Act of 2021 This bill makes physical therapists eligible for the National Health Service Corps Loan Repayment Program. This program assists primary care, mental health, and dental providers in repaying eligible student loans in exchange for working in areas with shortages of such providers.

HR 4965: 9/11 Responder and Survivor Health Funding Correction Act

9/11 Responder and Survivor Health Funding Correction Act This bill increases funding for and otherwise modifies a federal program that provides medical monitoring and treatment to responders and survivors who suffer from health conditions related to the September 11, 2001, attacks on the World Trade Center. Among the changes, the bill allows certain health care providers other than physicians to determine whether an individual's health condition is related to the attacks, and it establishes a research program to study the impacts of the attacks on health and educational outcomes of individuals who were 21 years of age or younger when the attacks occurred.

HR 4974: State Public Option Act

State Public Option Act This bill allows residents who are not already eligible for Medicaid and not concurrently enrolled in other health insurance coverage to buy into a state Medicaid plan beginning January 1, 2022, at the option of the state. State Medicaid programs may set premiums and cost-sharing requirements for such coverage in accordance with specified limitations. The bill also (1) provides the enhanced Federal Medical Assistance Percentage (i.e., federal matching rate) to every state that expands Medicaid coverage for individuals who are newly eligible under the Patient Protection and Affordable Care Act, regardless of when such expansion takes place; and (2) requires state Medicaid programs to cover comprehensive reproductive health care services, including abortion services.

Treatment Court, Rehabilitation, and Recovery Act of 2021 This bill expands the Drug Court Discretionary Grant Program, which supports drug courts for nonviolent offenders with substance abuse issues. Among other changes to the program, the bill requires these courts to adhere to national best practice standards and provide evidence-based clinical assessments and services.

S 2640: Disease X Act

Disease X Act This bill establishes a program to develop vaccines, diagnostics, and other medical countermeasures for unknown viral threats. Specifically, the Biomedical Advanced Research and Development Authority must carry out the program in consultation with the Public Health Emergency Medical Countermeasure Enterprise, which coordinates efforts related to medical countermeasures within the Department of Health and Human Services (HHS) and in cooperation with interagency partners. Additionally, the program must prioritize equity and accessibility in the development of the medical countermeasures. The bill also allows HHS to support domestic research, development, and manufacturing of medical countermeasures under the program through grants, contracts, and cooperative agreements.

S 2667: Making Essentials Available and Lawful (MEAL) Act of 2021

Making Essentials Available and Lawful (MEAL) Act of 2021 This bill repeals a lifetime ban that prohibits individuals convicted of certain offenses related to the possession, use, or distribution of a controlled substance from receiving Supplemental Nutrition Assistance Program (SNAP) benefits or assistance under programs funded by Temporary Assistance for Needy Families (TANF) block grants. Any state law that imposes conditions on eligibility for SNAP benefits or TANF assistance based on an individual's conviction of such an offense shall have no force or effect. In addition, individuals who are incarcerated and scheduled to be released within 30 days shall qualify as individual households for purposes of SNAP eligibility. Under current law, unless specifically excepted, individuals residing in institutions do not constitute a household.

S 2658: REAADI for Disasters Act

Real Emergency Access for Aging and Disability Inclusion for Disasters Act or the REAADI for Disasters Act This bill establishes programs and requirements to assist individuals with disabilities and older adults (age 50 or older) with disaster preparedness. Among other provisions, the bill requires the establishment of an advisory committee that includes disabled individuals and older adults to oversee the use of funds made available by this bill; allows states to contract with Centers for Independent Living to provide services and support to disabled individuals in preparing for hazards; requires the Department of Health and Human Services to award grants to carry out projects of national significance that, among other things, create opportunities for disabled individuals and older adults to directly contribute to disaster preparedness, recovery, and mitigation; modifies and expands the membership of the National Advisory Committee on Individuals with Disabilities and Disasters to ensure that it represents the diversity of the disabled and older adult communities; and establishes the Disability and Disaster Preparedness Advisory Commission to review settlement agreements involving potential violations of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990. The Government Accountability Office must study the compliance of federal agencies with such enactments in expending funds to support disabled individuals and older adults in responding to, recovering from, and mitigating disasters.

S 2660: Get Toxic Substances Out of Schools Act of 2021

Get Toxic Substances Out of Schools Act of 2021 This bill addresses the provision of Environmental Protection Agency (EPA) grants to prevent and eliminate toxic substances, particularly in certain school environments. The EPA is authorized make grants to Indian tribes (in addition to the current authority to provide grants to states) to establish and operate programs to prevent or eliminate unreasonable risks associated with a chemical substance or mixture of which the EPA is unlikely to address during the 24-month period after the grant is made. The bill also authorizes the EPA to partner with the Department of Labor (with respect to enforcement of labor standards) to provide grants to states and Indian tribes to identify, prevent, or eliminate risks associated with the presence of a chemical substance or mixture in eligible facilities (i.e., public school facilities operated by a local educational agency, facilities operated by an early childhood education program, and center-based child care facilities operated by an eligible child care provider). The EPA has permanent authority to provide grants to Indian tribes (in addition to the current authority to provide such grants to states) to (1) provide technical assistance to local educational agencies, early childhood education programs, and eligible child care providers to address environmental concerns in eligible facilities; and (2) develop and implement state and tribal programs to support the remediation of toxic substances in eligible facilities. Under the bill, the EPA must also provide specified outreach and guidelines related to environmental hazards in eligible facilities.
