Afghanistan Withdrawal Oversight and Liability Act or the AWOL Act This bill prohibits using federal funds appropriated for FY2021 to provide support to the Taliban. The bill also requires reports and certifications related to Afghanistan. Specifically, no FY2021 funds may be used to (1) make payments or contributions of material support to the Taliban, or (2) provide relief from sanctions against the Taliban or its leaders. The bill requires the President to report to Congress on efforts to evacuate U.S. citizens and lawful permanent residents from Afghanistan. The President must also certify to Congress when all such individuals seeking evacuation from Afghanistan have been evacuated. The Department of State must periodically report to Congress on any agreements between the United States and the Taliban. Within seven days of the United States reaching an agreement with the Taliban, the State Department must provide to Congress all materials relevant to that agreement. The bill also requires the Office of the Inspector General of the State Department to report to Congress about the State Department's compliance with legal requirements in connection to agreements with the Taliban. Specifically, the office must assess compliance with a law that requires the State Department to provide certain information to Congress when the United States enters certain international agreements. The Department of Defense must report to Congress concerning U.S. equipment, property, and classified material that was destroyed, surrendered, or abandoned in Afghanistan during a period starting from February 29, 2020.
Manatee Protection Act of 2021 This bill requires the Department of the Interior to include the West Indian manatee ( Trichechus manatus ) in the endangered species list and give the species protections provided to endangered species.
Next Generation Fuels Act of 2021 This bill supports the use of biofuels (e.g., gasoline blended with ethanol) in vehicles, including by establishing a minimum octane standard for gasoline as well as making related biofuel requirements for vehicles, their fuels, and fuel infrastructure.
This resolution condemns the President's failure to heed military and intelligence advisors about the speed and nature of the Taliban offense in Afghanistan and urges the President to commit to maintaining the evacuation operation as long as necessary to evacuate any U.S. citizen, lawful permanent resident, or Afghan partner who requests evacuation assistance .
Stopping Terrorist Minerals Trade Act This bill requires the President to prohibit the importation into or transit through the United States of any mineral or mineral product from Afghanistan. The President may waive this requirement for up to one year after certifying that (1) a mineral was mined (or a mineral product was produced) prior to August 16, 2021; (2) the waiver is in U.S. national interests; or (3) a fair, free, and democratic government has control of Afghanistan and is not funding, supporting, or engaging in global terrorism. The President must develop and maintain a list of countries engaged in the trade of minerals with Afghanistan and require the heads of federal departments and agencies to review the standards, practices, and procedures of U.S. persons seeking to import any mineral or mineral product of a country on this list. Such U.S. person must keep a full record of complete information relating to the mineral or mineral product sought to be imported. The bill provides for enforcement through fines and through customs laws relating to seizure and forfeiture. The President must also establish an Oversight Coordinating Committee to coordinate implementation of the bill's requirements. The Government Accountability Office must report on the effectiveness of these requirements in preventing the importation of minerals or mineral products from Afghanistan.
This bill requires the Department of Defense (DOD) to report daily on the efforts to evacuate U.S. citizens and legal permanent residents from Afghanistan until the President certifies to Congress that all such individuals who sought evacuation have been evacuated. Until such certification is submitted, DOD may not use FY2021 funds for activity which would have the effect of reducing the total number of service members deployed to Afghanistan, except in specified circumstances.
This concurrent resolution recognizes the importance of startups to the U.S. economy, supports assisting startups throughout the economic downturn caused by the COVID-19 pandemic, and commits to promoting equal economic opportunity for underrepresented entrepreneurs of all backgrounds.
This resolution expresses the sense of the House of Representatives that policies concerning medication abortions should be grounded in science, be based on a review of medical evidence, and ensure equitable access for patients.
Tree Spiking Mitigation Act of 2021 This bill directs the Forest Service and the Bureau of Land Management (BLM) to coordinate to take necessary actions to ensure the detection, identification, and, as determined to be appropriate, mitigation of tree spiking devices located on federal lands. A tree spiking device includes spikes, nails, or other objects hammered, driven, fastened, or otherwise placed into or on any timber to impede logging. To carry out such activities, the Forest Service and the BLM shall prioritize areas in which (1) incidences of tree spiking devices have occurred, or (2) the Forest Service and the BLM suspect that there are tree spiking devices. No later than 90 days after the enactment of this bill, the Forest Service and the BLM shall, where appropriate, update safety guidelines and training protocols to include the awareness, detection, identification, and mitigation of tree spiking devices.
Blockchain Regulatory Certainty Act This bill exempts from certain financial reporting and licensing requirements blockchain developers and providers of blockchain services that do not take control of consumer funds.
This resolution supports the use and recognizes the importance of public health authorities, including those related to border protection and migration, in addressing COVID-19.
Diversifying Investigations Via Equitable Research Studies for Everyone Trials Act or the DIVERSE Trials Act This bill requires activities to increase diversity in clinical trials. It also expands reporting by laboratories that test for and diagnose COVID-19 and requires a study on data collection and data sharing during public health emergencies. Specifically, the Food and Drug Administration (FDA) must issue guidance on decentralized clinical trials to promote meaningful demographic and geographic diversity in patient engagement, enrollment, and participation. Decentralized clinical trials include those executed through telemedicine or other digital technologies to allow for the remote collection and assessment of clinical trial data. The FDA may also work with foreign regulators to harmonize international regulations governing decentralized clinical trials and the use of digital health technology. In addition, the Department of Health and Human Services (HHS) may support community education, outreach, and recruitment activities for clinical trials of treatments for conditions that disproportionately impact populations underrepresented in clinical trials. The bill also specifies that drug or device manufacturers may provide, subject to some limits, free digital health technologies and other remuneration to patients in approved clinical trials without violating laws that address fraud and abuse in federal programs. Furthermore, laboratories that test for and diagnose COVID-19 must report additional demographic data, including information about social determinants of health. HHS must also contract with the National Academy of Medicine to study and propose a design for an interoperable platform to facilitate data sharing during public health emergencies.
