HR 1996: SAFE Banking Act of 2021

Secure and Fair Enforcement Banking Act of 2021 or the SAFE Banking Act of 2021 This bill generally prohibits a federal banking regulator from penalizing a depository institution for providing banking services to a legitimate cannabis-related business. Prohibited penalties include terminating or limiting the deposit insurance or share insurance of a depository institution solely because the institution provides financial services to a legitimate cannabis-related business and prohibiting or otherwise discouraging a depository institution from offering financial services to such a business. Additionally, proceeds from a transaction involving activities of a legitimate cannabis-related business are not considered proceeds from unlawful activity. Proceeds from unlawful activity are subject to anti-money laundering laws. Furthermore, a depository institution is not, under federal law, liable or subject to asset forfeiture for providing a loan or other financial services to a legitimate cannabis-related business. The bill also provides that a federal banking agency may not request or order a depository institution to terminate a customer account unless (1) the agency has a valid reason for doing so, and (2) that reason is not based solely on reputation risk. Valid reasons for terminating an account include threats to national security and involvement in terrorist financing, including state sponsorship of terrorism. Finally, the bill decreases the cap on the surplus funds of the Federal Reserve banks. (Amounts exceeding this cap are deposited in the general fund of the Treasury.)

HR 998: Offshore Wind Jobs and Opportunity Act

Offshore Wind Jobs and Opportunity Act This bill authorizes the Department of the Interior to award offshore wind career training grants to institutions of higher education or labor organizations to develop, offer, or improve educational or career training programs that provide skills necessary for employment in the offshore wind industry.

HRES 130: Condemning the continued violation of rights and freedoms of the people of Hong Kong by the People’s Republic of China and the Government of the Hong Kong Special Administrative Region.

This resolution condemns the actions taken by the governments of China and Hong Kong to put in place national security legislation that violates the freedoms and rights guaranteed to the people of Hong Kong. (Hong Kong is a part of China but, by agreement, has operated a legal and economic system largely separate from China's.)

S 1210: Big Cat Public Safety Act

Big Cat Public Safety Act This bill revises requirements governing the trade of big cats (i.e., species of lion, tiger, leopard, cheetah, jaguar, or cougar or any hybrid of such species). Specifically, it revises restrictions on the possession and exhibition of big cats, including to restrict direct contact between the public and big cats.

HR 2640: Union Member Protection Act

Union Member Protection Act This bill requires labor unions to obtain approval of a majority of union members for specified political expenditures. Further, it requires unions to report proposed political expenditures and to disclose the vote of each union officer with respect to such expenditures during the preceding fiscal year. Additionally, labor union bylaws must require principal officers to vote on individual political expenditures in excess of $50,000 and such individual votes must be made publicly available on the union's website.

HR 2664: Green New Deal for Public Housing Act

Green New Deal for Public Housing Act This bill addresses energy efficiency and workforce development in the context of public housing. Specifically, the Department of Housing and Urban Development (HUD) must award grants to public housing agencies (PHAs) and other eligible entities under a variety of new programs, including programs for facilitating workforce development and high-income employment transition; conducting physical needs assessments and subsequent energy efficiency retrofits; and making upgrades, replacements, and improvements for energy efficiency, building electrification, and water quality upgrades. Recipients of these grants must provide relocation assistance for residents who are displaced during construction and must ensure that they can return to their homes once retrofitting is completed. A certain percentage of the employment positions generated by these grant programs and other specified federal grant programs must be filled by low-income individuals, and a specified percentage of certain contracts associated with these programs must be awarded to businesses owned by residents of public housing. The bill also repeals a provision that prohibits a PHA from using HUD funds to construct or operate new public housing units if doing so would result in the PHA owning or operating more units than it did on October 1, 1999.

HR 2623: Cameron’s Law

Cameron's Law This bill increases the rate of the tax credit for clinical testing expenses for rare diseases or conditions from 25% to 50% (orphan drug tax credit). The bill also requires the Centers for Disease Control and Prevention to complete a study to evaluate the feasibility of enhancing and expanding the infrastructure to track the epidemiology of rare diseases or conditions.

HR 2619: Protecting Life and Taxpayers Act of 2021

Protecting Life and Taxpayers Act of 2021 This bill requires federally funded entities to certify that they will not, subject to certain exceptions, perform abortions or provide funding to other entities that perform abortions. The bill provides exceptions for abortions (1) in cases of rape or incest; or (2) when the life of the woman is in danger due to a physical disorder, injury, or illness.

HR 1195: Workplace Violence Prevention for Health Care and Social Service Workers Act

Workplace Violence Prevention for Health Care and Social Service Workers Act This bill requires the Department of Labor to address workplace violence in health care, social service, and other sectors. Specifically, Labor must issue an interim occupational safety and health standard that requires certain employers to take actions to protect workers and other personnel from workplace violence. The standard applies to employers in the health care sector, in the social service sector, and in sectors that conduct activities similar to those in the health care and social service sectors. In addition, Labor must promulgate a final standard within a specified time line.

HR 2627: Pell to Grad Act

Pell to Grad Act This bill raises from 12 to 16 the total number of semesters during which a student may receive a Pell Grant. It also allows income-eligible graduate students who received Pell Grants during their undergraduate education to utilize their remaining Pell Grant eligibility toward their first graduate degree, subject to this 16-semester duration limit. Currently, Pell Grants are available only to undergraduate students, subject to the 12-semester duration limit.

HR 2598: COVID–19 Safe Birthing Act

COVID-19 Safe Birthing Act This bill expands coverage of maternal health care under Medicare, Medicaid, the Children's Health Insurance Program (CHIP), and private health insurance. The bill specifically provides for Medicare and Medicaid coverage of maternal health services that are furnished via telehealth. It also requires Medicaid, CHIP, and private health insurance to cover prenatal services and one year of postpartum care without cost-sharing. The bill also requires short-term, limited-duration health insurance plans, association health plans, and health care sharing ministries to cover COVID-19 testing without cost-sharing. It also requires state Medicaid programs to provide coverage of COVID-19 testing for pregnant individuals who are uninsured. Additionally, as a condition of Medicare participation, hospitals must permit pregnant individuals to be accompanied by someone of their choosing (in addition to a doula or other health care worker) during labor, delivery, and recovery, and may not implement any discriminatory policies that restrict hospital access or birthing options for pregnant individuals.
