HR 6706: EFFECTIVE Food Procurement Act

The EFFECTIVE Food Procurement Act would require the U.S. Department of Agriculture to change how it buys food for programs like school meals and food banks. The bill directs USDA to prioritize purchasing foods that support beginning farmers, socially disadvantaged producers, and environmentally sustainable practices, while emphasizing worker well-being and climate-friendly food production. USDA would need to report annually on how much it spends on these priority food categories and track greenhouse gas emissions from its food purchases. The bill also creates a pilot program for "best value" procurement that considers more than just cost, and provides grants to help small and minority farmers meet USDA vendor requirements. These changes aim to make USDA's $20 billion+ annual food procurement more equitable and environmentally sustainable.

HR 2528: Association Health Plans Act

This bill allows groups of small businesses or self-employed individuals to form a single health plan that treats all members as one employer for coverage purposes. It directly affects small business associations and self-employed people who can join such groups to access pooled health coverage, provided they meet specific requirements (e.g., 51+ total employees, 2+ years in existence, no health-based discrimination). Key mechanisms include permitting modified community rating for premiums (based on pooled claims) while prohibiting health status-related discrimination in enrollment, premiums, or pre-existing condition coverage. The plan remains subject to federal ERISA rules, and self-employed members must meet defined criteria to participate as both employers and employees.

HR 2550: Protect America's Workforce Act

The Protect America's Workforce Act cancels an executive order issued on March 27, 2025, that excluded certain groups from federal labor-management relations programs, making it legally unenforceable. It also ensures that all collective bargaining agreements between federal agencies and labor unions, which were active as of March 26, 2025, remain fully effective until their agreed terms expire. This directly affects federal agencies, labor unions, and the employees covered by these agreements. The bill prevents federal funds from being used to implement the canceled executive order while preserving existing labor agreements.

HR 1912: Veteran Fraud Reimbursement Act of 2025

Veteran Fraud Reimbursement Act of 2025 This act modifies the procedures by which the Department of Veterans Affairs (VA) reissues misused benefits to a beneficiary, including by requiring the VA to establish methods and timing with respect to determining whether an instance of misuse by a fiduciary is the result of negligence by the VA. The act also provides that if a beneficiary predeceases a reissuance, the VA must pay the amount to a surviving beneficiary in the same method as certain other VA benefits are paid upon the death of a beneficiary. Under the act, the VA may not withhold the reissuing of a benefit payment by reason of a pending determination regarding the VA's negligence in relation to the instance of misuse by a fiduciary. Additionally, the VA is not required to make a determination regarding its negligence for each instance of misuse by a fiduciary of all or part of an individual's benefit paid to such fiduciary.

S 3450: Emergency Response Authority Act

This bill allows state governors to temporarily assign National Guard members on Active Guard and Reserve duty to respond to state disasters, with Defense Secretary approval. It limits this "State disaster response duty" to 14 days per member yearly (extendable to 60 days for catastrophic events), requires states to reimburse the military for costs, and clarifies that Guard members performing this duty are not considered federal agents for liability purposes. The law directly affects state governors, National Guard members, and state governments managing disaster response funding. Key provisions include strict time limits, mandatory state reimbursement, and liability protections to ensure state control over Guard deployment during emergencies.

S 3446: A bill to require the Secretary of Defense to submit a strategy to accelerate the response efforts of the Department of Defense with respect to releases of perfluoroalkyl substances or polyfluoroalkyl substances from the activities of the Department.

This bill requires the Department of Defense (DoD) to create and submit a strategy within 180 days to speed up cleanup efforts at military bases and National Guard facilities contaminated with PFAS chemicals (like firefighting foam). The strategy must detail how the DoD prioritizes sites based on health/environmental risks, set specific cleanup timelines for each location, and outline plans to add labs, staff, or technology to reduce delays. It also mandates a public online dashboard updated every six months, showing funding use, cleanup progress, completion dates, and community contacts for each affected site. The bill directly affects military installations and National Guard facilities with PFAS contamination and aims to improve transparency and accelerate remediation under federal cleanup law.

S 3469: BIOSECURE Act of 2025

S 3469, the BIOSECURE Act of 2025, prohibits U.S. federal agencies from contracting with or using biotechnology equipment/services from companies identified as "biotechnology companies of concern" (primarily those linked to foreign adversaries like China that pose national security risks, such as through unauthorized collection of genetic data). It directly affects federal agencies, contractors, and grant recipients by banning purchases or contracts involving such companies' products, with exceptions for intelligence activities, overseas health care for military personnel, and public health emergencies. Key mechanisms include a defined list of prohibited companies (updated annually), waiver options for national security needs (requiring congressional notice), and strict rules for identifying risks related to multiomic data (genomic, proteomic, etc.). The law aims to prevent U.S. citizens' biological data from being exploited by foreign adversaries through federal contracts.

S 3466: Honor Our Promise to Veterans Act of 2025

The Honor Our Promise to Veterans Act of 2025 improves veterans' access to care by requiring the Department of Veterans Affairs to schedule non-urgent appointments within seven days and urgent appointments within 48 hours of a veteran's request. The bill establishes an MST Aware rating program for community care providers who complete specific training on military sexual trauma and women veterans' care, and mandates regular reporting on appointment wait times and provider quality. It also creates new educational programs like "Start and Stay at VA" to recruit and retain healthcare staff, along with requirements for transparent staffing data and improved capital asset management for VA facilities. S 3445: A bill to require the provision of alternative drinking water to households whose private drinking water is contaminated with perfluorooctanesulfonic acid and perfluorooctanoic acid substances from activities of the Department of Defense.

This bill requires the Department of Defense to provide alternative drinking water to households with private wells contaminated by PFOS/PFOA chemicals from military activities. It applies to households downgradient from a military base where contamination exceeded EPA safety levels, and where other nearby households in the same community already receive assistance. Alternative water options include bottled water, connection to public systems, or home filtration systems. Exceptions apply if the community already has municipal water or if EPA actions have already resolved the contamination. The law ensures DoD coordination with existing environmental cleanup authorities like CERCLA.

HR 6682: Endometriosis CARE Act

HR 6682, the Endometriosis CARE Act, requires federal agencies to advance research, improve treatment access, and increase awareness for people with endometriosis - a chronic condition causing pelvic pain and fertility challenges affecting an estimated 10% of reproductive-age individuals. The bill mandates $50 million annually for NIH research on endometriosis treatments and cures, directs HHS to analyze barriers like insurance coverage and provider shortages in accessing care, and funds public education campaigns targeting underserved racial, ethnic, and minority groups. It also requires HHS to develop provider training materials on diagnosis and care, and to commission a National Academies study on disparities in endometriosis treatment across race, geography, and insurance status. The legislation focuses on data collection, education, and research rather than altering existing insurance coverage or treatment protocols.
