Text of amendments, recommended by the committee on Ways and Means, to the Senate Bill establishing the Massachusetts data privacy act. (Senate, No. 2619, amended). June 3, 2026.
This bill is a procedural order that schedules House Bill 4646 for immediate consideration during a specific Senate session on June 11, 2026. It overrides standard Senate rules to allow the bill, which focuses on child welfare protections, to be read and debated right away rather than waiting for the regular calendar. The order also permits the Senate to use a new version of the bill text recommended by the Ways and Means committee and allows for specific types of amendments during the debate. This measure does not change the actual content of the child welfare bill but rather sets the rules for how and when the Senate will vote on it.

This bill transfers 21.55 acres of former highway land in Fall River (bounded by Davol Street, Brightman Street, Turner Street, and President Avenue) from the Massachusetts Department of Transportation to the Fall River Redevelopment Authority. The land must be used for residential, commercial, or economic development without requiring an urban renewal plan. Compensation is set at $1 if the Commonwealth never paid for the land, or equal shares of future sale/lease proceeds over 10 years if the Commonwealth did pay. The Authority must cover all transfer costs, and the land reverts to DOT if not used for development within the specified purposes.
