Nuclear SLCM Ban Act of 2021 This bill prohibits the obligation or expenditure of Department of Defense or Department of Energy funds for FY2022, or any year thereafter, for the research and development, production, or deployment of the nuclear-armed sea-launched cruise missile and its associated nuclear warhead.
Research Investment to Spark the Economy Act of 2021 or the RISE Act of 2021 This bill authorizes the Departments of Agriculture, Commerce, Defense, Education, Energy, the Interior, Health and Human Services, and Transportation, National Aeronautics and Space Administration (NASA), National Science Foundation, and Environmental Protection Agency to provide support for research regarding COVID-19 (i.e., coronavirus disease 2019) or research disrupted by the COVID-19 pandemic. Support may be used to provide supplemental funding to extend the duration of a grant to a research institution, national laboratory, or individual that was awarded prior to the enactment of this bill, or to expand the purposes of such a grant as specified; issue awards to research the effects of the current pandemic and potential future pandemics; and provide flexibility on awards to account for facility closures or other limitations during the COVID-19 public health emergency. Agencies must provide the support as rapidly as possible. Provided funds shall remain available through FY2021.
This resolution expresses support for the goals of the International Decade for People of African Descent and calls on the United States, in cooperation with African descent communities and organizations, to develop strategies to combat racism domestically and globally.
Cost of Police Misconduct Act of 2021 This bill establishes a framework to collect and publish data on allegations of misconduct by law enforcement officers at the federal, state, and local levels. Specifically, the bill requires federal law enforcement agencies to report data to the Department of Justice (DOJ) about allegations of misconduct by federal law enforcement officers and amounts paid as judgments or settlements with respect to the allegations. State and local law enforcement agencies must report substantially similar data to DOJ to receive a full allocation of funds under the Edward Byrne Memorial Justice Assistance Grant program. The bill directs DOJ to release annual summaries of the data and create and maintain an online database with the reported data. The bill also directs the Government Accountability Office to report on costs and other issues related to law enforcement misconduct.
Protecting Domestic Violence and Stalking Victims Act of 2021 This bill establishes new federal firearms restrictions for individuals who are convicted of misdemeanor stalking offenses. The bill expands the categories of persons who are prohibited from receiving, possessing, shipping, or transporting a firearm or ammunition. Specifically, it adds a new category of prohibited persons: persons convicted of a misdemeanor crime of stalking. The term misdemeanor crime of stalking means a misdemeanor stalking offense under federal, state, tribal, or municipal law and a course of harassment, intimidation, or surveillance of another person that (1) places such person in reasonable fear of harm to themselves, an immediate family member, a household member, or a spouse or intimate partner (including a current or former dating partner); or (2) causes emotional distress to such person. The bill also specifically prohibits dating partners who are convicted of a misdemeanor crime of domestic violence or who are subject to certain restraining orders from receiving, possessing, shipping, or transporting a firearm or ammunition. Currently, such restrictions generally only apply to spouses, co-parents, and cohabitants.
Shareholder Protection Act of 2021 This bill requires shareholder authorization of certain political expenditures by a publicly traded company. A violation of this requirement is considered a breach of fiduciary duty, and the officers and directors who authorized the expenditure are subject to joint and several liability. A publicly traded company must require a board vote with respect to political expenditures in excess of $50,000 and, within 48 hours, make publicly available the individual votes of each board member.
Butch Lewis Emergency Pension Plan Relief Act of 2021 This bill modifies the funding rules and provides financial assistance for certain pension plans that are underfunded or insolvent. First, the bill expands the authority of, and provides funding for, the Pension Benefit Guaranty Corporation (PBGC) to provide special partition assistance to a multiemployer pension plan that is insolvent or at risk of insolvency. The bill expands eligibility for partition assistance, provides funding for a plan to reach a projected funded ratio of 80% over a 30-year period, and does not require a plan to repay such assistance. The bill further permits a multiemployer pension plan to elect to retain its funding zone status from the previous year for either (1) the first plan year beginning during the period from March 1, 2020, through February 28, 2021; or (2) the next succeeding plan year, as designated by the plan sponsor. A plan may also extend by five years the funding improvement or rehabilitation period if the plan is designated as in endangered or critical status for a plan year beginning in 2020 or 2021. A plan in critical and declining status may not suspend payment of plan benefits. Additionally, the bill adjusts the minimum funding standards for a multiemployer pension plan to account for investment losses and other losses related to the COVID-19 pandemic and modifies the PBGC guarantee formula to increase the maximum potential benefits under a multiemployer pension plan.
Background Check Expansion Act This bill establishes new background check requirements for firearm transfers between private parties (i.e., unlicensed individuals). Specifically, it prohibits a firearm transfer between private parties unless a licensed gun dealer, manufacturer, or importer first takes possession of the firearm to conduct a background check. The prohibition does not apply to certain firearm transfers, such as a gift between spouses in good faith.
Enhancing North Korea Humanitarian Assistance Act This bill addresses humanitarian concerns related to sanctions on North Korea. The Office of Foreign Assets Control shall take one or more specified actions relating to U.S. sanctions on North Korea, such as (1) expanding the current humanitarian exception to such sanctions to include items that meet basic human needs and are not subject to the Export Administration Regulations, or (2) exempting certain nonsensitive items for humanitarian operations from specific licensing requirements. For the purposes of such sanctions, personal computers for authorized humanitarian activities by nongovernmental organizations shall not be considered luxury goods. The Department of State shall direct the U.S. representative to the United Nations (UN) to urge the UN to make it less burdensome for nongovernmental organizations to apply for humanitarian exemptions to UN sanctions on North Korea. The State Department shall offer to brief Congress on a strategy to expedite and simplify the process for U.S. passport holders to obtain permission to travel to North Korea to provide humanitarian assistance.
Civil Aviation Security and Safety Act of 2021 This bill revises and sets forth new requirements for the registration of civilian aircraft. For example, the Federal Aviation Administration (FAA) must conduct a comprehensive review of the process under which it reviews and approves aircraft registration applications and dealer certificates. The bill revises application requirements for aircraft registration to include name, address, date of birth, driver's license or pilot's license (or both if applicable), and applicant photos in the submission of an application. Additionally, the FAA must review Office of Foreign Assets Control sanctions data on applicants; ensure that all eligibility and registration information in an application is true and correct before issuing a registration or dealer certificate; increase the fees for registration to a level sufficient to cover the costs to collect and verify applicant data and the costs of inflation; provide to the Drug Enforcement Administration declarations of its international operations to maximize the ability of federal national security and law enforcement agencies in preventing use of the Civil Aviation Registry for illicit purposes and detecting trade-based money laundering and other cross-border schemes; implement an enforcement mechanism for suspending and revoking dealer certificates; and establish an Aircraft Registry Task Force to examine national security, law enforcement, and public safety issues related to civil aircraft registration and develop solutions to mitigate security and safety risks and increase interagency cooperation.
Ensuring Health Safety in the Skies Act of 2021 This bill requires the Department of Transportation (DOT), the Department of Homeland Security, and the Department of Health and Human Services to form a joint task force on air travel during and after the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The task force must develop recommended requirements, plans, and guidelines to address the health, safety, security, and logistical issues relating to the continuation of air travel during the COVID-19 public health emergency, as well as the resumption of full operations at airports and increased passenger air travel after the COVID-19 public health emergency ends. DOT must establish a joint federal advisory committee to advise the task force to include developing and submitting policy recommendations to the task force regarding the recommended requirements, plans, and guidelines that the task force must develop. Additionally, DOT must publish the policy recommendations on a publicly accessible website.
Alzheimer's Caregiver Support Act This bill authorizes grants to expand training and support services for families and caregivers of individuals living with Alzheimer's disease or a related dementia. The Department of Health and Human Services may award these grants to community organizations and health care and social service providers.
