HB 769: State Board of Social Work Examiners - Provisional License to Practice Social Work - Established

HB 769 revises Maryland's rules for conditional licenses allowing social work applicants to practice while awaiting exam results. It directly affects applicants facing exam delays and their supervising social workers, requiring supervision during the conditional period. Key changes include: (1) allowing conditional licenses only for initial applicants facing exam unavailability, (2) creating a 1,500-hour supervised experience alternative to passing the exam for full licensure, and (3) setting a 12-24 month expiration period with no renewals. The bill also requires the State Board to track licenses and report annual data to legislative committees on conditional license usage.

SB 599: On-Farm Organics Diversion and Recycling Grant Program - Established

SB 599 establishes two grant programs to reduce wasted food and promote organics recycling. The On-Farm Organics Diversion Grant Program (starting July 2028) provides funding for farmers, urban agricultural producers, nonprofits, and businesses to develop composting, food rescue, and wasted food prevention projects on farms. The Wasted Food Reduction Grant Program (under the Environment Department) funds infrastructure, education, and community projects statewide to redirect edible food, recover waste for animal feed, and create compost. Eligible projects must reduce food waste, support community needs, prioritize underserved areas, and create jobs with fair wages. The bill specifically prioritizes projects that minimize contamination in compost and meet U.S. composting standards.

SB 649: Electric Vehicle Fuel Sold at Retail - Equipment Requirements, Units of Measure, and Fees

SB 649 requires owners of electric vehicle (EV) charging equipment to clearly display business contact information (name, address, phone number) near charging stations. It mandates that all EV electricity sold at retail must be measured and sold in kilowatt-hours, and sets an annual minimum price determined by the Comptroller. Station owners may also charge separate fees for related services, such as fixed fees or time-based charges. The bill directly affects EV charging station operators by standardizing measurement, pricing, and transparency requirements.

SB 468: Local Government - Grant for Recipients of State Child Tax Credit - Authorization

SB 468 authorizes Maryland counties to create their own local child tax credits against county income tax for qualifying families. It allows counties to provide credits for each "qualified child" (defined as a dependent under age 6, or under 17 with a disability) to households with federal adjusted gross income below $15,000. The credit amount is set by the county, but must follow income phaseout rules ($50 reduction per $1,000 of income over $15,000) and requires county notification to the Comptroller. This bill does not create a state-level credit but gives counties the option to implement this local tax benefit for low-income families.

SB 466: Income Tax - Credit for Physician Preceptors in Areas With Health Care Workforce Shortages - Alterations

SB 466 modifies Maryland's income tax credit for physicians mentoring medical students in underserved areas. It removes a requirement that students must be enrolled in Maryland medical schools and reduces the minimum hours per clinical rotation from 100 to 90. The bill directly affects licensed physicians serving as preceptors in areas designated as having health care workforce shortages by the state. This change aims to expand eligibility for the $1,000-per-student rotation tax credit (capped at $10,000 annually per physician), potentially increasing mentor availability in shortage regions. The credit remains limited to $100,000 total annually for all physicians.

SB 828: State Finance - Delinquent Federal Funds (Federal Obligations Enforcement Act)

SB 828 authorizes Maryland's Central Collection Unit (CCU) to collect delinquent federal funds owed to the state, including placing liens on federal property within Maryland and directing the Comptroller to withhold state payments to the federal government. It requires the Board of Public Works to determine if the federal government is delinquent in paying funds owed to Maryland, triggering these enforcement actions. The bill amends Maryland law to specify that the CCU may collect up to the full amount of delinquent federal funds, and mandates that the Comptroller withhold state payments when the CCU refers such funds. This establishes a formal process for enforcing federal payment obligations to the state.

SB 734: State Retirement and Pension System - Administration and Clarification

SB 734 clarifies rules for Maryland governmental units (like counties, cities, fire departments, and special authorities) that want to join state pension systems. It requires that all employees of a participating unit must join the system - no partial participation - and mandates that units submit properly completed election forms showing full employee coverage. The bill updates existing law to ensure consistent documentation and eligibility standards for units opting into the Employees’, Law Enforcement Officers’, or Correctional Officers’ Pension Systems. This is a procedural clarification, not a change to benefit amounts or eligibility criteria.

SB 654: State Police Retirement System - Mandatory Retirement Age - Alteration

SB 654 raises the mandatory retirement age for Maryland State Police members from 60 to 62 years old. It also adjusts the Deferred Retirement Option Program (DROP), increasing the age at which retirees must exit the program and allowing eligible members to extend their DROP participation under specific conditions. The bill directly affects current and future State Police retirees who reach age 60 but would now need to continue working until 62 to qualify for standard retirement benefits. Key changes include amending Maryland’s State Personnel and Pensions Code to replace "60" with "62" in retirement eligibility rules and DROP participation requirements. These adjustments apply to members joining the system on or after July 1, 2011, and those already enrolled before June 30, 2011.

SB 710: Correctional Officers' Retirement System - Reemployment After Retirement - Exemption from Earnings Offset

SB 710 exempts retirees from Maryland's Correctional Officers' Retirement System from having their retirement benefits reduced if they return to work as correctional officers or parole/probation staff in specific state correctional facilities. The bill amends pension law to remove the earnings offset requirement for these retirees when reemployed by the Division of Corrections, Division of Pretrial Detention, or Patuxent Institution for up to four years. This directly affects correctional officers who retired from the system and are rehired in authorized roles within state correctional facilities. The change ensures their retirement payments remain unchanged during this reemployment period, unlike the standard rule that reduces benefits for most other retirees returning to work.

SB 555: Health - Dementia Services and Brain Health Program and Provider Resource Toolkit

SB 555 establishes the Dementia Services and Brain Health Program within the Maryland Department of Health to lead state public health efforts for brain health and dementia care. The bill shifts responsibilities from a "Director" position to this new Program, requiring it to staff the Virginia I. Jones Alzheimer’s Council, oversee implementation of the State Plan on dementia, and develop a clinical toolkit for healthcare providers. The toolkit will provide evidence-based guidance to help providers deliver person-centered dementia care across medical settings. This bill directly affects Maryland residents living with dementia or at risk, healthcare providers who will use the toolkit, and the Council’s operations.

SB 647: Law Enforcement Officers' Pension System and State Police Retirement System - Line-of-Duty Catastrophic Injury Disability

SB 647 updates Maryland's Law Enforcement Officers' Pension System and State Police Retirement System to expand eligibility for line-of-duty disability benefits. It changes the qualifying standard from being "incapacitated for duty" to requiring members to be "totally and permanently unable to engage in any substantial gainful activity" due to a duty-related injury. This change affects current and future members of these systems who suffer catastrophic injuries while on duty, as defined in amended sections 24-401.1(k) and 26-401.1(k) of the Maryland Annotated Code. The bill modifies how the disability allowance is calculated and applied, focusing on the member's inability to work rather than just duty performance.

SB 748: Correctional Officers' Retirement System - Allegany County

Officers who join this system will automatically lose all membership and future benefit rights in the Employees’ Pension System. The bill applies to officers employed by Allegany County’s detention center before June 1, 2026, and transitioning to the new system. This change takes effect on June 1, 2026, with no transfer of pension benefits governed by standard rules.
