S 1244: Civilian Climate Corps for Jobs and Justice Act

Civilian Climate Corps for Jobs and Justice Act This bill establishes a Civilian Climate Corps Program and generally revises benefits provided to national service program participants. The bill establishes a Civilian Climate Corps to operate (1) a national climate service program; and (2) a national climate service grant program to help communities respond to climate change and transition to a clean economy, including through reducing carbon emissions. The bill also provides for allowances for participants in certain national service programs, including the Volunteers in Service to America (VISTA) program and the National Civilian Community Corps. The bill expands the exclusion from gross income, for income tax purposes, to exclude amounts received as educational awards or benefits and income attributable to discharges of student loan debt under the National and Community Service Act of 1990.

S 1233: Small Business Tax Fairness and Compliance Simplification Act

Small Business Tax Fairness and Compliance Simplification Act This bill expands the tax credit for a portion of the employer-paid Social Security taxes for employee cash tips to include beauty service establishments. (Under current law, the credit is limited to tips received for providing, serving, or delivering food or beverages.) The credit applies to tips received in connection with providing beauty services to a customer or client if tipping employees who provide the service is customary. Beauty services include barbering and hair care, nail care, esthetics, and body and spa treatments. The bill also (1) establishes an employer tip reporting safe harbor for beauty service establishments, and (2) specifies reporting requirements for income received from renting space to individuals who provide beauty services. The employer tip reporting safe harbor for beauty service establishments provides an exemption from certain Internal Revenue Service tip examinations for employers who meet certain requirements for educational programs, reporting procedures, compliance with tax law, and recordkeeping.

S 1238: Access to Contraception for Servicemembers and Dependents Act of 2021

Access to Contraception for Servicemembers and Dependents Act of 2021 This bill addresses Department of Defense (DOD) contraceptive care and family planning services. Specifically, the bill prohibits cost-sharing requirements with respect to TRICARE beneficiaries for specified prescription contraceptives. Additionally, the bill prohibits cost-sharing requirements for TRICARE Select and TRICARE Prime beneficiaries in relation to any in-network method of contraception or contraceptive care (including with respect to insertion, removal, and follow-up), any sterilization procedure, or any related patient education or counseling service. The bill requires DOD to provide information on all methods of emergency contraception and care to sexual assault survivors at its medical treatment facilities. Upon request by a sexual assault survivor, DOD must provide such emergency contraception or a prescription for emergency contraception. Finally, DOD must establish a uniform standard curriculum for education programs on family planning for all members of the Armed Forces. Such education programs must be provided to service members during their first year of service and at other appropriate times, as determined by each military department.

HR 2699: 2020 Census Deadline Extensions Act

2020 Census Deadline Extensions Act This bill extends certain deadlines for the 2020 decennial census. Specifically, the Department of Commerce must (1) complete the tabulation of total population by states, report the tabulation to the President, and make the tabulation public by May 1, 2021; and (2) complete tabulations of population related to state plans for legislative districting expeditiously, taking into account state deadlines, and report the tabulations by October 1, 2021.

HR 2453: Driving for Opportunity Act of 2021

Driving for Opportunity Act of 202 1 This bill authorizes the Department of Justice to make grants to states that do not suspend, revoke, or refuse to renew a driver's license of an individual based on such individual's failure to pay a civil or criminal fine or fee. Grants shall be awarded to (1) cover the costs incurred by a state to reinstate driver's licenses previously suspended for unpaid fines and fees; (2) maximize the number of individuals with suspended driver's licenses eligible to have driving privileges reinstated or regained; (3) provide assistance to individuals living in areas where public transportation options are limited; and (4) ease the burden on states where the state or local law that permitted the suspension or revocation of, or refusal to renew, driver's licenses or the registration of a motor vehicle based on the failure to pay civil or criminal fines or fees was in effect during the three year period ending on the date on which a state applies for or receives a grant under this bill. The Government Accountability Office must study the implementation of the grant program authorized by this bill, including the known effects of repealing state laws that have permitted the suspension, revocation, or refusal of a driver's license or motor vehicle registration based on the failure to pay civil or criminal fines or fees.

S 1215: True Reciprocity Act of 2021

True Reciprocity Act of 2021 This bill directs the Department of State to report to Congress on how China's government creates barriers to the work of U.S. diplomats, officials, journalists, businesses, and nongovernmental organizations in China. The report shall include assessments of (1) the impact of Chinese government sanctions on U.S. nonprofit organizations, (2) the Chinese government's treatment of U.S. citizens and whether such treatments adhere to international agreements related to due process, and (3) activities that the Chinese government and affiliated entities are allowed to conduct in the United States but that are denied to U.S. entities in China.

Big Cat Public Safety Act This bill revises requirements governing the trade of big cats (i.e., species of lion, tiger, leopard, cheetah, jaguar, or cougar or any hybrid of such species). Specifically, it revises restrictions on the possession and exhibition of big cats, including to restrict direct contact between the public and big cats.

S 1213: National SEAL Act of 2021

National Strategy to Ensure American Leadership Act of 2021 or the National SEAL Act of 2021 This bill directs the Department of Commerce to (1) seek to enter into an agreement with the National Academies of Sciences, Engineering, and Medicine to conduct a study to identify the 10 most critical emerging science and technology challenges facing the United States; and (2) develop recommendations for legislative or administrative action to ensure U.S. leadership in matters related to such challenges.
