Concentrating on High-value Alzheimer's Needs to Get to an End Act of 2021 or the CHANGE Act of 2021 This bill modifies the requirements under Medicare for diagnosing and treating Alzheimer's disease and other cognitive impairments in older adults. Specifically, the bill expands the cognitive impairment detection benefit during annual wellness visits to require the use of validated detection tools and documentation of the results in the patient's medical record. Further, when a cognitive impairment is detected, the patient must be referred to an appropriate diagnostic service provider and other specified supports. Additionally, the Centers for Medicare & Medicaid Services must implement Medicare policies that increase the identification and response to patients' Alzheimer's disease risk factors and incentivize providers to utilize high-quality cognitive impairment diagnosis practices. The Government Accountability Office also must conduct a study of policies that may accelerate progress in Alzheimer's disease research and enhance the quality of care for individuals diagnosed with Alzheimer's disease.

This resolution directs the Office of the Attending Physician to update the mask-wearing guidance (consistent with public guidance released by the Centers for Disease Control and Prevention) applicable to the Hall of the House of Representatives and committee meeting spaces for Members and staff who are vaccinated against COVID-19.
This resolution reaffirms the importance to U.S. national interests of combating corruption, strengthening democratic institutions, and supporting judicial independence in El Salvador. Further, it urges El Salvador to respect its democratic institutions, including by strengthening government transparency, and to uphold human rights.
Law Enforcement Trust and Integrity Act of 2021 This bill requires the Department of Justice (DOJ) to take specified steps to address accreditation standards, management operations, and misconduct of law enforcement. Specifically, it requires DOJ to develop uniform accreditation standards for law enforcement agencies and adopt policies and procedures to encourage law enforcement agencies to pursue accreditation. It authorizes DOJ to make grants to law enforcement agencies to obtain accreditation from certified organizations. The bill authorizes DOJ to make grants for studying law enforcement agency management and operations standards and developing pilot programs to address law enforcement misconduct. DOJ must study the prevalence and effect of any law, rule, or procedure that allows a law enforcement officer to delay the investigation and prosecution of complaints of law enforcement misconduct. The bill also establishes the Task Force on Law Enforcement Oversight to coordinate the detection and referral of complaints of alleged law enforcement misconduct. Law enforcement agencies must report data regarding practices on traffic violation stops, pedestrian stops, frisk and body searches, and use of deadly force. Finally, DOJ must create a medallion for survivors of each law enforcement officer killed in the line of duty and memorialized on the wall of the National Law Enforcement Officers Memorial.
Eliminating Barriers to Rural Internet Development Grant Eligibility Act or the E-BRIDGE Act This bill authorizes the Department of Commerce to award economic development grants for public-private partnerships and certain consortiums to carry out specified broadband projects. Such projects shall be to provide, extend, expand, or improve high-speed broadband service through (1) planning, technical assistance, or training; (2) land acquisition or development; or (3) acquisition, construction, or improvement of facilities. Title to real or personal property acquired or improved with grant funds, or another acceptable possessory interest, must be vested in a public partner or eligible nonprofit organization or association for the useful life of the project. In addition, grant funds may be combined with amounts made available under any other federal program, and Commerce may provide credit toward the nonfederal share of a broadband project's cost.
Youth Workforce Readiness Act of 2021 This bill requires the Department of Labor to award grants to certain national youth-serving organizations for comprehensive workforce readiness programs provided to youth that take place before or after school, during summer vacation or holiday, or on the weekend (i.e., out-of-school-time programs). Such grants must be used to develop and implement youth workforce readiness programs, including for activities such as on-the-job and leadership opportunities, internships, and other supportive services. The bill also requires local workforce development boards to establish youth councils as subgroups of the boards.
Census Improving Data and Enhanced Accuracy Act or the Census IDEA Act This bill prohibits the Department of Commerce, in the 2030 decennial census of population and each decennial census thereafter, from (1) implementing any major operational design element that has not been researched, studied, and tested for a period of at least three years before the decennial census date; or (2) including on the questionnaire for the census any subject, type of information, or question that was not submitted to Congress. The Government Accountability Office shall determine and report to Congress on whether the subjects, types of information, and questions to be included in that decennial census have been adequately researched, studied, and tested to the same degree as in previous decennial censuses.
This bill authorizes the President to issue a posthumous honorary commission promoting Lieutenant General Frank Maxwell Andrews, U.S. Army, to the grade of general.

Small-business Procurement Utilization Reform Act or the SPUR Act This bill raises from 23% to 25% the government-wide goal for participation by small businesses in procurement contracts.
Birth Access Benefiting Improved Essential Facility Services Act or the BABIES Act This bill requires the Centers for Medicare & Medicaid Services (CMS) to establish a Medicaid demonstration program to improve freestanding birth center services for women with low-risk pregnancies. Among other things, the CMS must (1) publish criteria for freestanding birth centers to participate in the program, including specified accreditation, licensure, and service requirements; (2) publish guidance for states to establish prospective payment systems under Medicaid for program participants; and (3) award planning grants for states to develop program proposals. The CMS may choose up to six states to participate in the program.
