HR 4005: To direct the Director of the Cybersecurity and Infrastructure Security Agency to establish a School Cybersecurity Improvement Program, and for other purposes.

Enhancing K-12 Cybersecurity Act This bill establishes resources and a program to address cybersecurity of elementary and secondary schools. First, the bill directs the Cybersecurity and Infrastructure Security Agency (CISA) to establish an information exchange to disseminate information, best practices, training, and resources to improve cybersecurity in elementary and secondary schools. In addition, CISA must establish a registry to track cyber incidents affecting information technology systems that are owned or managed by schools and educational agencies. Schools and educational agencies may voluntarily submit information to the registry. Finally, the bill requires CISA to establish a program to address cybersecurity threats to school information systems.

No PFAS in Cosmetics Act This bill requires the Department of Health and Human Services to issue and finalize a rule to ban the use of intentionally added perfluoroalkyl or polyfluoroalkyl substances in cosmetics.

HR 3961: COVER Now Act

Cover Outstanding Vulnerable Expansion-eligible Residents Now Act or the COVER Now Act This bill establishes a demonstration program to allow local governments to provide health benefits to the Medicaid expansion population in states that have not expanded Medicaid. Under the program, local governments may provide coverage for individuals who are newly eligible for Medicaid under the Patient Protection and Affordable Care Act (i.e., the Medicaid expansion population) for a maximum of 10 years, or until their respective states expand Medicaid. The bill provides a 100% federal matching rate for the first three years of program participation. The bill prohibits states from taking certain actions against participating localities, such as withholding funding, increasing taxes, or restricting provider participation. States that violate these requirements are subject to certain funding penalties.

HJRES 34: Providing for congressional disapproval under chapter 8 of title 5, United States Code, of a rule submitted by the Environmental Protection Agency relating to "Oil and Natural Gas Sector: Emission Standards for New, Reconstructed, and Modified Sources Review".

This joint resolution nullifies the Oil and Natural Gas Sector: Emission Standards for New, Reconstructed, and Modified Sources Review rule published by the Environmental Protection Agency on September 14, 2020. The rule finalized amendments to new source performance standards under the Clean Air Act for the oil and natural gas sector, such as an amendment that removed limitations on methane emissions from such sector.

SRES 275: A resolution acknowledging and apologizing for the mistreatment of, and discrimination against, lesbian, gay, bisexual, and transgender individuals who served the United States in the Armed Forces, the Foreign Service, and the Federal civil service.

This resolution acknowledges and condemns the discrimination against, wrongful termination of, and exclusion from the federal civil service, the Foreign Service, and the Armed Forces of the thousands of lesbian, gay, bisexual, and transgender (LGBT) individuals who were affected by the anti-LGBT policies of the federal government. The resolution expresses that the Senate, on behalf of the United States, apologizes to the affected LGBT military service members, Foreign Service members, veterans, and federal civil service employees and their families. Finally, the resolution reaffirms the commitment of the federal government to treat all military service members, Foreign Service members, veterans, and federal civil service employees and retirees, including LGBT individuals, with equal respect and fairness.

S 2133: Focus on Children Act

Focus on Children Act This bill requires the Congressional Budget Office (CBO) to produce studies and reports regarding federal spending on children. The CBO must provide studies of legislation containing changes in spending on children, upon the request of a congressional committee; an annual report regarding spending on children; and an annual report on the President's budget request for spending on children. The CBO must also develop and maintain a public website that includes the reports and studies required by this bill, a dashboard containing key indicators and visualization tools to assist the public in understanding trends in spending on children, and an open data portal that contains quantitative data on federal spending on children.

S 2125: Counseling Not Criminalization in Schools Act

Counseling Not Criminalization in Schools Act This bill prohibits the use of federal funds for law enforcement officers in schools. It also establishes a grant program to replace law enforcement officers in schools with personnel and services that support mental health and trauma-informed services. Specifically, the bill prohibits the use of federal funds to hire, maintain, or train law enforcement officers in elementary or secondary schools. Further, it prohibits the use of public safety and community policing grants for law enforcement officers in schools. Additionally, the bill directs the Department of Education to award grants to local educational agencies to (1) replace law enforcement officers in elementary and secondary schools with personnel and services that support mental health and trauma-informed services, and (2) reform school safety and disciplinary policies to reflect evidence-based practices that do not rely on the criminal justice system. A recipient must use grants funds to hire or train specified staff. The bill prohibits the use of grant funds for (1) establishing or enforcing zero-tolerance school discipline policies, (2) purchasing or installing surveillance equipment (e.g., metal detectors), or (3) arming teachers or other school personnel.

HR 3999: Metropolitan Statistical Area Preservation Act

Metropolitan Statistical Area Preservation Act This bill prohibits the Office of Management and Budget (OMB) from establishing, for purposes of designating areas as metropolitan statistical areas (MSAs), a minimum population for the urban area of such MSA that is more than 50,000. The OMB may, for statistical purposes only, establish other statistical area designations with higher minimum population requirements for such urban areas.

HR 3959: American Renewable Energy Act of 2021

American Renewable Energy Act of 2021 This bill establishes an annual renewable energy standard for retail electricity suppliers through 2030. Under the standard, the suppliers must (1) increase their renewable energy generation each year by specified amounts, and (2) generate at least 70% renewable electricity by 2030.

HR 3953: Unsubscribe Act of 2021

Unsubscribe Act of 20 21 This bill requires that certain consumer protections are included in negative option agreements (i.e., an agreement under which a consumer's failure to take an affirmative action is considered approval to be charged for goods or services). These agreements are prohibited unless the terms provide the consumer with a way to cancel the agreement, in the same manner by which the agreement was entered, before incurring further or increased charges. Further, under free-to-pay conversion contracts, where a consumer is charged a nominal introductory rate and an increased rate after the introductory period ends, the provider of the good or service must require the consumer to perform an additional action, like clicking a confirmation button, before the increased rate takes effect. The bill also requires that certain notifications are provided to consumers in the context of other forms of negative option agreements online, such as notice between two and seven days before an automatic renewal. The bill provides for enforcement of these requirements by the Federal Trade Commission and state attorneys general.
