State and Local Cybersecurity Improvement Act This bill requires the Cybersecurity and Infrastructure Security Agency (CISA) to establish the State and Local Cybersecurity Grant Program to address cybersecurity risks and threats to the information systems of state, local, or tribal organizations. Eligible grant applicants (i.e., states and certain Indian tribes) must submit a cybersecurity plan—to be approved by CISA as a condition of disbursement—that describes how the applicant will use the funds to address cybersecurity risks and threats to their information systems. Grant funds must be used to implement, develop, or revise the applicant's cybersecurity plan or to assist with activities that address imminent cybersecurity risks or threats. CISA must establish a State and Local Cybersecurity Resilience Committee to provide state, local, and tribal stakeholder expertise, situational awareness, and recommendations to CISA on how to address cybersecurity risks and threats. CISA must develop and maintain a resource guide for state, local, tribal, and territorial government officials to assist with identifying, preparing for, detecting, protecting against, responding to, and recovering from cybersecurity risks, threats, and incidents. In addition, CISA must develop and make publicly available a Homeland Security Strategy to Improve the Cybersecurity of State, Local, Tribal, and Territorial Governments. Finally, CISA must assess the feasibility of implementing a short-term rotational program to detail approved state, local, tribal, and territorial government employees to CISA in cyber workforce positions.
Consumer Protection and Recovery Act This bill authorizes the Federal Trade Commission (FTC) to seek monetary relief in federal court from businesses that engage in unlawful commercial practices such as false advertising, consumer fraud, and anticompetitive conduct. Specifically, the FTC may seek restitution in these cases for losses, rescission or reformation of contracts, refund of money, return of property, or disgorgement of unjust enrichment. On April 22, 2021, the Supreme Court held in AMG Capital Management, LLC v. Federal Trade Commission that the Federal Trade Commission Act does not authorize the FTC to seek, or a court to award, such relief.
This resolution reaffirms the House of Representatives' commitment to media diversity and expresses its pledge to eliminate barriers to such diversity.
Uyghur Forced Labor Prevention Act This bill imposes importation limits on goods produced using forced labor in China, especially the Xinjiang Uyghur Autonomous Region, and imposes sanctions related to such forced labor. The Department of Homeland Security shall report to Congress a strategy for preventing the importation of goods produced in China using forced labor. The strategy must contain certain information, including a list of entities working with the government in Xinjiang to move forced labor or Uyghurs, Kazakhs, Kyrgyz, or members of other persecuted groups out of Xinjiang. The U.S. Customs and Border Protection shall generally presume that goods produced by these entities and certain other entities, generally those sourcing material from Xinjiang or involved with Chinese government forced labor programs, are barred from importation into the United States. The bill also expands existing asset- and visa-blocking sanctions related to Xinjiang to cover foreign individuals and entities responsible for serious human rights abuses in connection with forced labor. The Department of State shall report to Congress a strategy to enhance international awareness of forced labor in Xinjiang and to address such forced labor.

This bill repeals the January 14, 1991, resolution authorizing the use of military force against Iraq.
LGBTQ Business Equal Credit Enforcement and Investment Act This bill requires financial institutions to report certain credit application data to the Consumer Financial Protection Bureau for the purposes of enforcing fair lending laws. Specifically, financial institutions must report this data regarding lesbian-, gay-, bisexual-, transgender-, or queer-owned businesses. Currently, this data is reported regarding women-owned, minority-owned, and small businesses.
Global Health Security Act of 2021 This bill directs the United States to implement a strategy to strengthen global health security, including by requiring the President to create the Global Health Security Agenda Interagency Review Council to implement the Global Health Security Agenda. The agenda is an initiative launched by nearly 30 nations to address global infectious disease threats. The council's responsibilities include (1) providing policy recommendations on agenda-related goals, objectives, implementation, and other international efforts to strengthen pandemic preparedness and response; (2) helping federal agencies with implementation; and (3) reviewing the progress and challenges in achieving U.S. commitments, including assistance to help other countries meet agenda targets. The bill also directs the federal agencies involved with the agenda to prioritize its implementation and to take certain steps to achieve that goal. The President shall coordinate a strategy for responding to global health security emergencies and submit a report on the implementation of this strategy. Additionally, the Department of State should seek to enter into negotiations with donors, relevant United Nations agencies, and other multilateral stakeholders to establish a Fund for Global Health Security and Pandemic Preparedness that (1) closes gaps in global health security and pandemic preparedness; and (2) builds capacity in eligible partner countries related to global health security, infectious disease control, and pandemic preparedness. The fund should provide grants, technical assistance, and innovative funding mechanisms to achieve its purposes.
Equal Access to Contraception for Veterans Act This bill prohibits the Department of Veterans Affairs from requiring payment from a veteran for any contraceptive item that is required to be covered by health insurance plans without a cost-sharing requirement.
This resolution calls on the Russian government to immediately release Trevor Reed, a U.S. citizen, and all other political prisoners. It also condemns the Russian government's use of politically motivated imprisonment.
This resolution designates May 18, 2021, as National CASA/GAL Volunteers Day to commend the work of court-appointed special advocate (CASA) and guardian ad litem (GAL) volunteers.
Foundation of the Federal Bar Association Charter Amendments Act of 2021 This bill revises the federal charter for the Foundation of the Federal Bar Association. Specifically, the bill (1) eliminates the provision that requires the foundation to be incorporated and domiciled in the District of Columbia; and (2) requires the board of directors to decide, and specify in the bylaws, the location of the principal office. Additionally, the bylaws—not the charter—must provide for the terms of membership, the responsibilities of the board of directors, and the election of officers. A director or officer, in his or her corporate capacity, is prohibited from contributing to, supporting, or participating in political activities. The bill allows income and assets of the corporation to be used to reasonably compensate or reimburse expenses of an officer, director, or member; to award a grant to the Federal Bar Association chapter of an officer, director, or member; and to reasonably compensate employees. Furthermore, the bill expands a prohibition on loans for directors and officers to include members and employees. Finally, the bill specifies that on dissolution or final liquidation, any remaining assets must be distributed as provided by the board of directors instead of deposited in the Treasury.
