Protecting American Intellectual Property Act of 2022 This bill imposes sanctions on certain foreign individuals and entities involved in the theft of trade secrets belonging to a U.S. individual or entity. The President shall periodically report a list of foreign individuals and entities that have knowingly engaged in, benefited from, or assisted in the significant theft of U.S. trade secrets that materially contributed to a significant threat to U.S. national security, foreign policy, or economic health. The report shall also list foreign individuals who are chief executive officers or board members of any foreign entity engaging in such theft. The President shall impose (1) property- and visa-blocking sanctions on individuals named in the report; and (2) property- or export-blocking sanctions, including denial of certain financial assistance, on entities named in the report.
Emmett Till and Mamie Till-Mobley Congressional Gold Medal Act of 2021 This act provides for the posthumous presentation of a Congressional Gold Medal in commemoration of Emmett Till and Mamie Till-Mobley. After it is awarded, the medal shall be given to the National Museum of African American History and Culture.
This act directs the Joint Committee on the Library to remove the bust of Roger Brooke Taney in the Old Supreme Court chamber of the Capitol and install a bust of Thurgood Marshall in a prominent location in the Capitol or on the Capitol Grounds. In determining the location for the permanent installation of the bust of Thurgood Marshall, the committee shall give priority to identifying an appropriate location near the Old Supreme Court Chamber of the Capitol.
Iran Hostages Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to the 53 hostages of the Iran Hostage Crisis (November 4, 1979-January 21, 1981) in recognition of their bravery and endurance throughout their captivity.
Faster Payments to Veterans' Survivors Act of 2022 This act modifies policies and procedures related to the payment of benefits under certain life insurance programs administered by the Department of Veterans Affairs (VA). If a primary beneficiary has not made a claim for payment within one year (currently two years) after the death of the insured under the National Service Life Insurance (NSLI) program or the United States Government Life Insurance (USGLI) program, the VA is authorized to make payment to another designated beneficiary as if the primary beneficiary had predeceased the insured. If no designated beneficiary makes a claim within two years (currently four years) after the death of the insured, the VA is authorized to make a payment to a person the VA deems to be equitably entitled to such benefit. The act also modifies the beneficiary designation process under NSLI and USGLI. Specifically, if a person does not designate a beneficiary for insurance, or if the designated beneficiary predeceases the insured person, the VA must determine the beneficiary in a specified order of succession. Additionally, the act requires the VA to improve its processes and procedures with respect to identifying, locating, and paying hard-to-find beneficiaries of life insurance policies, including by improving its website search tools.
This act modifies communications and procedures for the Department of Veterans Affairs (VA) and Board of Veterans' Appeals (BVA) regarding claims for compensation based on military sexual trauma (MST) experienced by veterans. The act requires the VA to ensure each member of the BVA is offered annual training on MST and proceedings that concern a claim for compensation based on MST. A proceeding that concerns a claim for compensation based on MST may not be assigned to a member of the BVA (or a panel of members) unless such persons have completed the annual training. When a notice of disagreement is filed, the BVA must promptly determine whether it is filed for a case that concerns a claim for compensation based on MST and for which the appellant has requested a hearing in the notice. The VA must audit the language used in letters sent to individuals to explain decisions denying claims for compensation based on MST. Letters must be modified to ensure (1) the use of trauma-informed language, and (2) veterans are not retraumatized through insensitive language. The VA must establish protocols for VA medical providers and contract medical providers to ensure that the medical providers use trauma-informed practices in conducting examinations in relation to claims for compensation based on MST.
War Crimes Rewards Expansion Act This act expands the Department of State's rewards program to authorize rewards for providing information leading to the arrest, conviction, or transfer of a foreign national accused of war crimes, crimes against humanity, or genocide as such crimes are defined under the law of an international criminal tribunal, the applicable country, or the United States. Currently, rewards are authorized for information leading to the arrest, conviction, or transfer of a foreign national accused of such crimes only as defined under the statutes of the relevant tribunal.
21st Century President Act This act revises the definition of immediate family for purposes of a criminal offense involving a threat to kill, kidnap, or inflict bodily harm on a former President or a member of the immediate family of a former President. Specifically, it replaces gender-specific references to a former President's wife and widow with the gender-neutral terms spouse and surviving spouse .
Quantum Computing Cybersecurity Preparedness Act This act addresses the migration of executive agencies' information technology systems to post-quantum cryptography. Post-quantum cryptography is encryption strong enough to resist attacks from quantum computers developed in the future. The act does not apply to national security systems. The Office of Management and Budget (OMB) shall issue guidance on the migration of information technology to post-quantum cryptography. Each executive agency must maintain an inventory of all information technology in use by the executive agency that is vulnerable to decryption by quantum computers. After the National Institutes of Standards and Technology (NIST) has issued post-quantum cryptography standards, the OMB shall issue guidance requiring each executive agency to develop a plan to migrate information technology of the agency to post-quantum cryptography. OMB shall submit to Congress a report on a strategy to address the risk posed by the vulnerabilities of information technology of executive agencies to weakened encryption due to the potential and possible capability of a quantum computer to breach such encryption; the funding needed by executive agencies to secure such information technology from the risk posed by an adversary of the United States using a quantum computer to breach the encryption; and a description of federal civilian executive branch coordination efforts led by NIST, including timelines, to develop standards for post-quantum cryptography.
This act directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award of a Congressional Gold Medal to commemorate Glen Doherty, Tyrone Woods, J. Christopher Stevens, and Sean Smith, four Americans killed in the September 11, 2012, attack on the U.S. consulate in Benghazi, Libya. (Stevens was the U.S. Ambassador to Libya at the time, Smith was an officer in the Foreign Service, and Doherty and Woods were both government contractors and former Navy SEALs.) After the medal has been awarded, it shall be given to the Central Intelligence Agency Museum.
Data Mapping to Save Moms' Lives Act This act directs the Federal Communications Commission (FCC) to include data on maternal mortality and severe maternal morbidity in its broadband health mapping tool. This is an online platform that allows users to visualize, overlay, and analyze broadband and health data at national, state, and county levels. The FCC must consult with the Centers for Disease Control and Prevention regarding the data to incorporate into the tool.
Cardiovascular Advances in Research and Opportunities Legacy Act This act addresses research, education, and awareness concerning valvular heart disease and its treatment. This disease is caused by damage to or disease affecting any valve that controls blood flow in the heart. The National Institutes of Health may conduct or support research on the disease in consultation with the National Heart, Lung, and Blood Institute (NHLBI). The NHLBI must also conduct a workshop on mitral valve prolapse, which occurs when the valve between the chambers of the left side of the heart seals improperly. The Department of Health and Human Services (HHS) must develop best practices to treat valvular heart disease. HHS may also carry out other projects to increase education and awareness of the disease.
