Active Shooter Alert Act of 2022 This bill requires a designated officer of the Department of Justice to act as the national coordinator of an Active Shooter Alert Communications Network regarding an emergency involving an active shooter. The bill sets forth duties of the coordinator, including to work with state, tribal, and local governments to encourage coordination of various elements of the network. The coordinator must also encourage federal, state, local, and tribal government agencies to establish procedures for responding to active shooters. Finally, the bill requires the Government Accountability Office to study and report on state and local responses to active shooters and situations requiring the issuance of a public alert or warning.
This resolution recognizes the significance of Asian/Pacific American Heritage Month as an important time to celebrate the contributions of Asian Americans, Native Hawaiians, and Pacific Islanders to the history of the United States. The resolution also recognizes that the Asian American, Native Hawaiian, and Pacific Islander communities enhance the rich diversity of the United States.
Campus Prevention and Recovery Services for Students Act of 2022 This bill reauthorizes through FY2028 and revises the illicit drug and alcohol abuse prevention program, including by expanding the program to include efforts to prevent substance misuse on campuses.
Support The Resiliency of Our Nation's Great Veterans Act of 2022 or the STRONG Veterans Act of 2022 This bill addresses mental health care provided by the Department of Veterans Affairs (VA), including by requiring the VA to update training for the VA workforce and Veterans Crisis Line staff, implement pilot programs, expand access to mental health care, conduct studies and research, and provide outreach to veterans regarding mental health resources. Among other requirements, the VA must ensure its medical centers have at least one full-time minority veteran coordinator and that such coordinators receive training on culturally appropriate mental health and suicide prevention services for American Indian and Alaska Native veterans; increase the number of full-time equivalent employees at Vet Centers and paid mental health trainees in the VA's workforce; expand specified scholarships and loan repayment programs for mental health providers and students; review and update the training for Veterans Crisis Line responders and social service assistants; designate a Buddy Check Week to organize outreach events and educate veterans on conducting peer wellness checks; update the Veterans Justice Outreach Program, including by conducting program outreach to justice-involved veterans; make permanent and expand the Peer Specialist Support program; expand eligibility for Vet Center services; offer mental health consultations to certain veterans; improve the assessment and treatment of veterans with sleep disorders; and perform various studies and research related to mental health issues and care. Additionally, the bill permanently authorizes and expands the Solid Start program.
Enhancing Mental Health and Suicide Prevention Through Campus Planning Act This bill requires the Department of Education to encourage institutions of higher education to develop and implement evidence-based comprehensive campus mental health and suicide prevention plans.
LGBTQ I+ Data Inclusion Act This bill addresses federal data collection of voluntary, self-disclosed information on sexual orientation, gender identity, and variations in sex characteristics. Specifically, the bill requires federal agencies that collect information through a survey for statistical purposes that includes demographic data (where subjects self-report information or a proxy provides information about the subject or responds for all persons in a household) to review existing data sets to determine which data sets do not include information about sexual orientation, gender identity, and variations in sex characteristics. Such agencies must assess needed changes in survey methods related to asking questions on such matters. Agencies that publish reports relying on survey demographic data must include information on sexual orientation, gender identity, and variations in sex characteristics. Agencies may waive this publication requirement on a case-by-case basis if the confidentiality of the information cannot be maintained or if adding such information to the survey would impair the agency's ability to preserve the utility, accuracy, or objectivity of the survey while also generating relevant evidence about the LGBTQI+ community. The Government Accountability Office must report to Congress on the implementation of this bill's requirements by agencies.
This resolution calls on the Russian government to immediately release Brittney Griner. The resolution urges the United States, in all interactions with the Russian government, to raise the case of Brittney Griner and to press for her release. The resolution further urges the Russian government to provide consular access to Brittney Griner while she remains in detention and to respect her human rights. Finally, the resolution expresses support to the family of Brittney Griner and a commitment to bringing her home.
This resolution congratulates the Terrapins men's lacrosse team of the University of Maryland, College Park on its 2022 National Collegiate Athletic Association Division I men's lacrosse national championship victory.
This resolution celebrates the 50th anniversary of the Federal Pell Grant program and expresses support for the designation of June 23 as National Pell Grant Day.
Restoring Hope for Mental Health and Well-Being Act of 2022 This bill reauthorizes through FY2027, expands, and modifies programs, grants, and activities that focus on mental and behavioral health. Specifically, the bill reauthorizes and modifies the Comprehensive Community Mental Health Services for Children with Serious Emotional Disturbances Program, the Community Mental Health Services Block Grant, the Substance Abuse Prevention and Treatment Block Grant, the Pediatric Mental Health Care Access Grant, the National Suicide Prevention Lifeline program, grants related to suicide prevention, and grants to support the behavioral health workforce. Additionally, the bill expands access to opioid and other substance use disorder prevention, treatment, and recovery support services. For example, the bill (1) eliminates a provision that generally requires individuals to be addicted to opioids for at least a year before being admitted to an opioid treatment program, and (2) promotes access to high-quality recovery housing. Other matters addressed by the bill include coordination of federal efforts related to behavioral health; maternal mental health and substance use disorders; prevention and treatment of mental and behavioral health issues for veterans, members of the Armed Forces, first responders, tribal populations, and other specified groups; best practices for a crisis response continuum of care; eating disorders; school-based mental health services; coverage of mental and behavioral health care through Medicaid and the Children's Health Insurance Program, including for juveniles in public institutions; oversight of pharmacy benefit managers; compliance with federal mental health parity requirements, including by self-funded, nonfederal insurance plans; and integration of behavioral health in primary care settings.
Advanced Research Project s Agency-Health Act or the ARPA-H Act This bill establishes within the Department of Health and Human Services (HHS) the Advanced Research Projects Agency-Health to accelerate health and medical innovation by investing in high-risk, high-reward research. The bill also establishes a committee to advise on agency activities. HHS must transfer all authorities, functions, funds, and personnel from a similar entity within the National Institutes of Health to a new, independent agency. Additionally, the President must appoint a director to lead the agency. The director may submit testimony and recommendations concerning the agency to Congress without review or approval by other federal officers or agencies. The director must appoint personnel to administer the agency's research programs, including by selecting projects to support and making recommendations about terminating or continuing projects. The agency may use grants, prize competitions, and a variety of other mechanisms to support the research projects. The agency's budget is separate from that of HHS. The agency must coordinate with the Food and Drug Administration and the Centers for Medicare & Medicaid Services to expedite development and coverage of high-need cures. Additionally, the agency may partner with other public and private entities (e.g., institutions of higher education and patient advocacy organizations). The bill also requires the agency to develop and periodically update a strategic plan and annually report on its activities. Furthermore, (1) the National Academies of Sciences, Engineering, and Medicine must evaluate the agency's performance; and (2) the Government Accountability Office must review the research portfolio of HHS and its components, including the new agency.
