American Broadband Buildout Act of 2021 This bill requires the Federal Communications Commission (FCC) to provide matching grants to help states improve broadband infrastructure. The bill requires the FCC to distribute matching grants for state-led, public-private partnership projects connecting areas where internet service is not available above a certain speed to broadband infrastructure. As part of these projects, the bill also requires the FCC to award grants for digital literacy programs and public service campaigns designed to increase adoption of broadband internet access and service.
National Coronavirus Commission Act of 2021 This bill temporarily establishes, in the legislative branch, the Commission on the Coronavirus Pandemic in the United States and sets out its powers, duties, and membership. The commission must investigate the facts and circumstances surrounding the COVID-19 (i.e., coronavirus disease 2019) pandemic. This investigation must include the preparedness for and response to the disease by federal, state, territorial, tribal, and local governments. The commission terminates 120 days after the submission of its final report. Additionally, the Government Accountability Office must monitor the implementation of any recommendations identified by the commission.
Living Donor Protection Act of 2021 This bill prohibits certain insurance carriers from discriminating against, and provides other protections for, living organ donors. Specifically, carriers may not deny, cancel, or otherwise impose conditions on policies for life insurance, disability insurance, or long-term care insurance based on an individual's status as a living organ donor. The bill also expressly specifies that recovery from organ-donation surgery constitutes a serious health condition that entitles eligible employees to job-protected medical leave. In addition, the Department of Health and Human Services must update educational materials on live organ donation to include information about the benefits of live organ donation and about access to insurance for living organ donors.
Electric Vehicles for Underserved Communities Act of 2021 This bill requires the Department of Energy (DOE) to support the deployment of electric vehicle charging infrastructure in underserved or disadvantaged communities. Specifically, DOE must establish an EV Charging Equity Program. Under the program, DOE must provide technical assistance and award grants to increase the deployment and accessibility of electric vehicle charging infrastructure in such communities. If practicable, DOE must ensure that relevant programs promote electric vehicle charging infrastructure, support clean and multimodal transportation, provide improved air quality and emissions reductions, and prioritize the needs of such communities.
Rural Equal Aid Act This bill requires the Department of Agriculture (USDA) to pay the principal, interest, and any associated fees owed on loans made under certain rural development loan programs for a nine-month period. A single monthly payment of principal, interest, and associated fees with respect to a loan in the last three months of the nine-month period must not exceed $9,000. USDA must also encourage the Federal Deposit Insurance Corporation, the Office of the Comptroller of the Currency, and state bank regulators to not require lenders to increase their reserves on account of receiving such payments made by USDA. USDA must waive statutory limits on maximum loan maturities for certain loan durations where the lender provides a deferral and extends the maturity of such loans and, when necessary to provide more time because of difficulties during the COVID-19 (i.e., coronavirus disease 2019) pandemic, extend lender site visit requirements.

Strengthening Local Processing Act of 2021 This bill revises provisions related to meat and poultry processing establishments, including smaller establishments (i.e., those with between 10 and 500 employees) and very small establishments (i.e., those with fewer than 10 employees or annual sales of less than $2.5 million). For example, the Department of Agriculture (USDA) must establish a searchable database of peer-reviewed validation studies for use in developing Hazard Analysis and Critical Control Points plans for smaller and very small establishments. The bill increases the maximum federal cost share from 50% to 65% that USDA may provide to assist states in creating meat and poultry inspection programs. Additionally, USDA must conduct outreach with states that have meat and poultry inspection programs, but that do not have Cooperative Interstate Shipment programs. The Cooperative Interstate Shipment program allows state-inspected facilities to operate as federally-inspected facilities and ship their products in interstate commerce and internationally. USDA must also award competitive grants for activities to adapt production, processing, distribution, and sales systems to respond to and recover from the effects of the COVID-19 pandemic, including activities that support (1) the health and safety of meat and poultry plant employees, suppliers, and customers; (2) increased processing capacity; and (3) the resilience of the small meat and poultry processing sector. Further, the bill establishes grant programs to (1) establish or expand career training programs at community colleges, vocational schools, and universities related to meat and poultry processing; and (2) support smaller and very small establishments by offsetting the cost of training new meat and poultry processors.
EAGLES Act of 2021 This bill reauthorizes the National Threat Assessment Center (NTAC) within the U.S. Secret Service. It reauthorizes the functions of NTAC through FY2025 and expands them to include the establishment of a national program on targeted school violence prevention.

A qualifying preventive service is intended to prevent or mitigate COVID-19 and is either (1) an evidence-based item or service with an A or B rating in the current recommendations of the U.S. Preventive Services Task Force, or (2) an immunization that has in effect a recommendation from the Advisory Committee on Immunization Practices of the Centers for Disease Control and Prevention with respect to the individual involved. Such a prohibition shall take effect 15 business days after the date on which a recommendation is made regarding a qualifying preventive service related to COVID-19.

After a new drug application has been approved, the FDA's public statement about how it used patient experience data shall include a description of how such data was considered in the risk-benefit assessment framework.
