S 2087: Voices for Veterans Act 2021

Voices for Veterans Act 2021 This bill expands the membership of the Advisory Committee on Minority Veterans to include veterans who are lesbian, gay, bisexual, transgender, gender diverse, gender non-conforming, intersex, or queer. Among other responsibilities, the committee advises the Department of Veterans Affairs on the administration of benefits and provision of health care, benefits, and services to minority veterans.

S 2076: PASTEUR Act of 2021

The Pioneering Antimicrobial Subscriptions To End Up surging Resistance Act of 2021 or the PASTEUR Act of 2021 This bill authorizes the Department of Health and Human Services (HHS) to enter into subscription contracts for critical-need antimicrobial drugs, provides $11 billion in appropriations for activities under the bill, and contains other related provisions. A manufacturer of a Food and Drug Administration-approved antimicrobial drug may apply to HHS to have the drug designated as a critical-need antimicrobial, and HHS may enter into a subscription contract for such a critical-need antimicrobial. The bill imposes certain requirements related to such contracts, including a mechanism to lower payments under the contract in certain instances to limit the manufacturer's revenue from the drug. Furthermore, HHS and the Centers for Disease Control and Prevention (CDC) shall award grants to support efforts to encourage the appropriate use of antimicrobial drugs and efforts to combat antimicrobial resistance. The CDC shall also track and assess data relating to antibacterial resistance and human antibiotic use and make such data publicly available. HHS shall also establish a Committee on Critical Need Antimicrobials. The committee shall develop a list of prioritized infections for which new antimicrobial drug development is needed, among other duties. Within six years of the bill's enactment, the Government Accountability Office shall report to Congress a study on the bill's effectiveness in developing priority antimicrobial drugs.

S 1076: REGROW Act of 2021

Revive Economic Growth and Reclaim Orphaned Wells Act of 2021 or the REGROW Act of 2021 This bill provides funding for grants to plug orphaned (i.e., abandoned) oil and gas wells, clean up pollution leaking from such wells, and conduct research and related activities. Specifically, the bill provides funding for a grant program within the Department of the Interior to plug and clean up orphaned wells located on federal, state, tribal, and private land. In addition, the bill provides funding to the Department of Energy and the Oil and Gas Compact Commission for conducting research and development activities to assist federal land management agencies, states, and Indian tribes in (1) identifying and characterizing undocumented orphaned wells, and (2) mitigating the environmental risks of undocumented orphaned wells.

HR 3946: Pell Grant Preservation and Expansion Act of 2021

Pell Grant Preservation and Expansion Act of 2021 This bill makes various changes to the Federal Pell Grant program, including by expanding student eligibility for Pell Grants. The bill also revises student eligibility for federal student-aid programs. Specifically, the bill provides funding to increase the maximum Pell Grant award for each eligible student. Further, the bill requires the award amount to be adjusted for inflation. Next, the bill allows students who receive means-tested federal benefits (e.g., Medicaid) to automatically qualify for the maximum Pell Grant award plus an additional award amount. In addition, the bill moves the Iraq and Afghanistan Service Grant program into the Pell Grant program. Next, the bill raises from 12 to 18 the total number of semesters during which a student may receive a Pell Grant. The bill makes Dreamer students (i.e., students who have been granted Deferred Action for Childhood Arrivals status) who entered the United States before the age of 18 and who meet certain educational criteria eligible for federal financial aid. The bill also revises satisfactory academic progress requirements for federal student-aid programs, including by allowing a student who has not been enrolled in an institution of higher education for two years to regain eligibility for federal student aid.

HR 2811: Shark Fin Sales Elimination Act of 2021

Shark Fin Sales Elimination Act of 20 21 This bill addresses the sale of shark fins and the inclusion of rays and skates in the Seafood Traceability Program. The Seafood Traceability Program has data reporting and recordkeeping requirements at the time of entry for imported fish or fish products entered into U.S. commerce. The bill makes it illegal to possess, buy, or sell shark fins or any product containing shark fins, except for certain dogfish fins. A person may possess a shark fin that was lawfully taken consistent with a license or permit under certain circumstances. Penalties are imposed for violations under the Magnuson-Stevens Fishery Conservation and Management Act. The Department of Commerce must revise its regulations to include rays and skates as species that are subject to the Seafood Traceability Program.

S 2071: BRIDGE Act

Broadband Reform and Investment to Drive Growth in the Economy Act of 2021 or the BRIDGE Act This bill establishes and provides funding for the Broadband Access Fund and makes other changes related to expanding access to broadband services. Specifically, the National Telecommunications and Information Administration must use the funding to award grants to states, territories, and Indian tribes for deploying, increasing adoption of, and facilitating affordable access to broadband and promoting digital equity (i.e., the condition in which all individuals and communities have the information technology capacity needed to participate in the society and economy of the United States). Grantees must prioritize deployment of broadband in unserved areas (including high-cost areas) and activities in areas with poverty rates above the national average. The bill also preempts state and local laws that prohibit a public telecommunications provider (e.g., a municipal broadband provider) from offering broadband or other telecommunication services or deploying a network or infrastructure necessary for such services. Additionally, the Federal Communications Commission must report on improving its effectiveness in achieving universal service goals for broadband.

S 2054: Partnerships for Affordability and Student Success Act

Partnerships for Affordability and Student Success Act This bill commits states to maintaining support for affordable higher education, and it authorizes federal-state partnerships to provide for higher education access, affordability, and completion. Specifically, the bill requires states to maintain support for institutions of higher education (IHEs) and for student financial aid at levels that are equal to or greater than the average levels of such support for the three most recent academic years. The bill also requires the Department of Education, after entering into an agreement with states, to award incentive grants to states to (1) provide grants to eligible students attending IHEs or participating in accredited study abroad programs, (2) reduce the cost of attendance at public IHEs, and (3) provide subgrants to eligible IHEs to reduce student costs and improve outcomes for students and graduates. Each state that receives such grant funds shall report annually on its progress in meeting its public postsecondary education goals and comprehensive plan for public higher education. Private, nonprofit IHEs may voluntarily elect to participate in a state's efforts under its comprehensive plan for postsecondary education.

Excellence in Mental Health and Addiction Treatment Act of 2021 This bill increases the number of states that may participate in two-year Medicaid demonstration programs that improve access to community mental health services. Improving Access to Medicare Coverage Act of 2021 This bill deems an individual receiving outpatient observation services in a hospital as an inpatient for purposes of satisfying the three-day inpatient hospital-stay requirement with respect to Medicare coverage of skilled nursing facility services.

HR 2613: Conservation and Innovative Climate Partnership Act of 2021

Conservation and Innovative Climate Partnership Act of 2021 This bill requires the Department of Agriculture to award competitive grants to land-grant colleges or universities for raising public awareness, conducting workshops, and providing technical assistance to increase agricultural producers' voluntary adoption of conservation practices (e.g., alley cropping) and innovative climate practices (e.g., carbon sequestration). Grantees must carry out activities in partnership with at least one other entity, such as the Natural Resources Conservation Service, a land-grant college or university, a state entity, or a nonprofit organization.
