Crack Down on Dark Money Act This bill prohibits tax-exempt 501(c)(4) social welfare organizations from using more than 10% of their total expenditures on covered political expenditures (i.e., direct or indirect expenditures for an exempt function, including influencing or attempting to influence the selection, nomination, election, or appointment of any individual to any federal, state, or local public office or office in a political organization, or the election of presidential or vice-presidential electors, whether or not such individual or electors are selected, nominated, elected, or appointed). The bill also requires a social welfare organization that spends funds on political intervention to publicly disclose the name and address of any contributor donating $5,000 or more to such organization. The term political intervention includes advocacy for the election, defeat, nomination or recall of a political candidate, the making of contributions to a political campaign, communications to the electorate about political candidates, and political use of resources.
USACE Military Personnel Augmentation Act of 2021 This bill expands the types of Army personnel entitled to receive certain pay and allowances while assigned to the U.S. Army Corps of Engineers on nonmilitary public works projects. Currently, regular Corps officers and reserve Army officers assigned to the Corps are entitled to receive pay and allowances from funds appropriated for the project that they are working on. The bill entitles warrant officers and enlisted members of the Army, whether regular or reserve, to receive such pay and allowances when assigned to the Corps.
Dual Credit Innovation Act This bill directs the Department of Education to annually recognize with a Dual Credit Innovation Award eligible partnerships between an institution of higher education (IHE) that provides a dual credit program and a local educational agency or high school. The bill defines dual credit program as a program offered by such a partnership through which a secondary school student who has not graduated from high school with a regular high school diploma is able to enroll in one or more postsecondary courses and earn postsecondary credit that (1) is transferable to the IHE in the partnership, and (2) applies toward completion of a degree or recognized educational credential.
IDEA Full Funding Act This bill provides permanent, mandatory funding for the grant program that assists states and outlying areas in providing special education and related services to children with disabilities.
This concurrent resolution declares that Congress should not impose any new performance fee, tax, royalty, or other charge relating to the public performance of sound recordings on a local radio station for broadcasting sound recordings over the air, or on any business for such public performance of sound recordings.
Restore TRICARE Select Act This bill eliminates the TRICARE Select annual enrollment fee for beneficiaries who retired from the uniformed services before January 1, 2018. Additionally, the bill caps enrollment fees for certain veterans who retire after January 1, 2018.
Congressional and Executive Foreign Lobbying Ban Act This bill prohibits any individual from registering or otherwise serving as the agent of a foreign principal if the individual at any time served as a Member of Congress, a senior political appointee, or a general or flag officer of the Armed Forces.
Greyhound Protection Act of 2021 This bill modifies the federal criminal statute commonly known as the Wire Act. Currently, the Wire Act contains four prohibitions on the use of a wire transmission facility (e.g., the telephone or internet) for certain gambling activities. All four prohibitions apply to sports gambling. However, there have been conflicting interpretations of the applicability of the prohibitions to nonsports gambling (e.g., state lotteries). This bill amends the Wire Act to expressly state that the statute does not authorize the use of wire communications to gamble on commercial greyhound racing or permit the transport of animals for commercial dog racing or related activities.
Federal Firearms Licensee Protection Act This bill modifies provisions related to theft of firearms. Under current law, it is unlawful to steal a firearm from a licensed importer, manufacturer, or dealer, or from their business premises. This bill broadens the scope of unlawful conduct to also prohibit stealing a firearm from a gun range that rents firearms or a shooting club. An attempt to commit an offense is subject to the same penalties as a substantive offense. The bill modifies these penalties by increasing the maximum prison term.
Protect and Serve Act of 2021 This bill establishes a new criminal offense for knowingly assaulting a law enforcement officer and causing serious bodily injury (or attempting to do so) in circumstances that affect interstate commerce. It imposes criminal penalties—a prison term, a fine, or both—on a violator.
York River Wild and Scenic River Act of 2021 This bill designates specified segments of the main stem and the tributaries of the York River in Maine as a recreational river. The Department of the Interior may enter into cooperative agreements to provide for the long-term protection, preservation, and enhancement of the river segments. No land or interest in land within the watersheds of the river segments may be acquired by condemnation.
Expanded Telehealth Access Act This bill permanently allows audiologists, physical therapists, occupational therapists, speech-language pathologists, and other providers designated by the Centers for Medicare & Medicaid Services (CMS) to provide telehealth services under Medicare. Currently, the CMS is authorized to waive requirements for Medicare telehealth services during the public health emergency relating to COVID-19, and it has done so to allow all providers that are otherwise eligible to furnish in-person services under Medicare to also furnish telehealth services.
