21st Century Dyslexia Act This bill addresses the education of children with disabilities, with a particular focus on children with dyslexia. Currently, dyslexia is listed as one of the disabilities under the definition of specific learning disability in the Individuals with Disabilities Education Act (IDEA). This bill instead removes dyslexia from the definition of specific learning disability and establishes a stand-alone definition for dyslexia within IDEA. Specifically, the bill defines dyslexia for purposes of IDEA as an unexpected difficulty in reading for an individual who has the intelligence to be a much better reader, most commonly caused by a difficulty in the phonological processing (the appreciation of the individual sounds of spoken language), which affects the ability of an individual to speak, read, and spell. Additionally, the bill requires a local educational agency or other agency, in determining eligibility for or providing an accommodation or service under IDEA, to provide equal access to (1) children from low-income families or from families with low socioeconomic status, and (2) other children.
This resolution temporarily establishes in the House of Representatives the Select Committee on Older Americans, which is comprised of 12 Members appointed by the Speaker (6 of whom shall be appointed on the recommendation of the minority leader). The select committee must serve as a bipartisan forum to bring awareness to, and advance recommendations to address, economic, health, housing, and other issues facing older adults. The recommendations may not, however, address Medicare or Social Security. The select committee must submit a final report that details its activities within two years after the appointment of its members and terminates on the date it submits the final report.
Healthy Drinking Water Affordability Act or the Healthy H2O Act This bill directs the Department of Agriculture to establish a clean drinking water program to provide grants for water quality testing and for the purchase, installation, and maintenance of point-of use and point-of-entry water filtration systems that remove or significantly reduce contaminants in drinking water. Grants may be given to end users (such as homeowners), nonprofit organizations, and government entities.
Armenian Genocide Education Act This bill requires the Library of Congress to maintain a public website and otherwise support educational initiatives to promote understanding about the Armenian Genocide.
Sexual Harassment Independent Investigations and Prosecution Act This bill provides for the inclusion of sexual harassment as an offense subject to the authority of special trial counsel under the Uniform Code of Military Justice (UCMJ) and sets forth requirements related to independent investigations of sexual harassment under the UCMJ.
DHS Rural and Remote Hiring and Retention Strategy Act of 2022 This bill requires the Office of the Chief Human Capital Officer of the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), and U.S. Customs and Border Protection (CBP) to issue a strategy and implementation plan to improve the hiring and retention of individuals by ICE and CBP in rural or remote areas. DHS must periodically report to Congress and the Government Accountability Office (GAO) on the extent that the strategy and implementation plan has improved hiring and retention. After receiving each DHS report, the GAO must submit to Congress an assessment of the effectiveness of the actions described in the DHS report.
Targeting Resources for Equitable Access to Treatment for Long COVID Act or the TREAT Long COVID Act This bill requires the Department of Health and Human Services to award competitive grants to create or expand the capacity of clinics that treat patients with persistent, long-term symptoms following recovery from acute COVID-19 (i.e., Long COVID). Eligible recipients include federally qualified health centers, rural health clinics, urban Indian health centers, and state and local health departments.
Energy Security and Independence Act of 2022 This bill addresses domestic industrial base and manufacturing capabilities for specified energy-efficiency and renewable energy systems and technologies (e.g., electric transportation systems), including by establishing a program to provide financial assistance for the construction of new facilities that manufacture components of specified energy-efficiency and renewable energy systems and technologies (or to retool, retrofit, or expand such facilities).
Public Health and Border Security Act of 2022 This bill requires the Department of Health and Human Services (HHS) to meet conditions related to notification and planning before terminating certain restrictions on imports and individuals entering the United States. Current law authorizes HHS to restrict entries and imports from foreign countries to prevent the introduction of communicable diseases. HHS exercised this authority as part of its COVID-19 response, including to allow for the expulsion of undocumented migrants at the border without any asylum processing. Under this bill, HHS may not terminate the restrictions for (1) at least 60 days after it notifies Congress of the end of the COVID-19 emergency, and (2) at least 30 days after it submits to Congress a plan for addressing the possible influx of migrants or imports resulting from lifting the restrictions.

Compacts, Access, and Responsible Expansion for Mental Health Professionals Act or the C.A.R.E. for Mental Health Professionals Act This bill establishes a grant program to promote interstate licensure compacts for mental health professionals. These are licensure agreements enacted by two or more states to mutually recognize the licenses of counselors, psychiatrists, psychologists, or pediatric mental health professionals. The Health Resources and Services Administration must award grants to interstate compact commissions or professional licensing boards. Recipients may use grants for projects to (1) incentivize mental health professionals to practice in states with interstate licensure compacts, and (2) develop or maintain interstate compact commissions.
Medicare Advantage Quality Payment Relief Act of 2022 This bill requires the Centers for Medicare & Medicaid Services to disregard the application of certain percentage quality increases when calculating the maximum payment that may be made to a Medicare Advantage organization.
