Plant Biostimulant Act of 2022 This bill excludes plant biostimulants (i.e., a substance, micro-organism, or mixture thereof that supports a plant's natural processes independently of the biostimulant's nutrient content) from regulation under the Federal Insecticide, Fungicide, and Rodenticide Act. The bill also requires the Department of Agriculture to study the types of plant biostimulants and practices of plant biostimulant use that best achieve certain results, such as increasing organic matter content.
Student Transparency for Understanding Decisions in Education Net Terms Act or the STUDENT Act This bill requires loan disclosure forms for federal student loans to include the total amount of interest that would be paid over the life of the loan based on a standard 10-year repayment plan.
Keep Infant Formula Safe and On the Shelves Act of 2022 This bill requires the Food and Drug Administration (FDA) to periodically inspect infant formula manufacturing facilities and addresses related issues. The FDA must periodically conduct inspections, including unannounced inspections, of infant formula manufacturer facilities. If the FDA makes a notable regulatory finding at such a facility, the manufacturer must undergo a comprehensive food safety audit that includes a root cause analysis, enhanced testing, and comprehensive environmental samples. A manufacturer of infant formula or essential medical food must notify the FDA no later than five business days after becoming aware of circumstances that could lead to a shortage of the relevant product in the United States. Further, the FDA must create and annually update a list of U.S. manufacturing facilities that could be converted to manufacture infant formula during a shortage. In the event of a shortage, the FDA may require infant formula manufacturers to provide certain information, such as the quantity of formula in a manufacturer's inventory. The bill also establishes under statute that food, including infant formula, is a critical material essential to the national defense and therefore subject to authorities under the Defense Production Act of 1950. (Such authorities authorize the President to take various actions, such as requiring businesses to prioritize certain government contracts and incentivizing the domestic industrial base to expand the production of critical materials.) The Occupational Safety and Health Administration must issue a fact sheet and provide technical assistance to infant formula manufacturers to promote compliance with occupational health and safety standards.
Military Access to Reproductive Care and Health for Military Servicemembers Act or the MARCH for Military Servicemembers Act This bill repeals the restriction on utilizing Department of Defense funds and facilities for performing abortions. The restriction only allows such funds and facilities to be used for abortions in cases of rape, incest, or where the mother's life is endangered.
This joint resolution directs the President to remove U.S. Armed Forces from hostilities against the Houthis in Yemen within 30 days of the enactment of this joint resolution unless Congress authorizes a later withdrawal date, issues a declaration of war, or specifically authorizes the use of the Armed Forces. Prohibited activities include sharing intelligence or providing logistical support to enable offensive strikes by the coalition led by Saudi Arabia. This joint resolution shall not affect any military operations directed at Al Qaeda or associated forces.
This resolution supports the goals and ideals of an International Day Against Homophobia, Transphobia, Biphobia, and Intersexphobia. The resolution encourages (1) health care providers to offer culturally and clinically competent care to the lesbian, gay, bisexual, transgender, queer, questioning, intersex, asexual, and agender (LGBTQIA+) community; (2) schools to support the creation of gender and sexuality alliances; (3) individuals to learn about national resources for those who identify as LGBTQIA+; and (4) funding organizations, aid efforts, and governments to prioritize the health and human rights of LGBTQIA+ people.
Affordability is Access Act This bill establishes several requirements relating to health insurance coverage of, and access to, over-the-counter contraceptives. Specifically, the bill requires the Department of Health and Human Services, the Department of Labor, and the Department of the Treasury to specify that private health insurance plans must cover over-the-counter contraceptives that are approved by the Food and Drug Administration (FDA), even without a prescription. Under current law, private health insurance plans (with some exceptions) must cover FDA-approved prescription contraceptives, without cost-sharing requirements. The bill also prohibits retailers from interfering with an individual's access to oral contraceptives that are meant for routine, daily use and are FDA-approved for use without a prescription.
Support Ukraine Through Our Tax Code Act This bill denies the foreign tax credit and the tax deduction for income, war profits, and excess profits taxes paid to Russia and Belarus. The bill also denies certain other tax benefits in connection with the invasion of Ukraine, including any tax treaty benefits and exemptions from withholding requirements. The bill suspends tax information exchanges for Russia and Belarus under a tax treaty or an intergovernmental agreement during the period of the Ukraine invasion.
This resolution expresses support for the rights, freedoms, and equal treatment of lesbian, gay, bisexual, transgender, and queer (LGBTQ) individuals. The resolution r ecognizes that LGBTQ rights are human rights and protected by the laws of the United States and international treaties. Additionally, the resolution encourages the celebration of LGBTQ Pride Month in June.
Strengthen Taiwan's Security Act of 2022 This bill requires the Department of Defense (DOD) to develop, with close consultation with Taiwan's Ministry of Defense, a plan for the United States to use existing authorities to expedite military assistance to Taiwan as necessary for Taiwan to defend itself against certain military actions, such as an amphibious assault, a missile attack, or a blockade. The bill also requires DOD to report annually on the ability of the United States to support Taiwan's defense capabilities.
Improving Data Collection for Adverse Childhood Experiences Act This bill authorizes the Centers for Disease Control and Prevention (CDC) to collect data, in cooperation with states, through relevant public health surveillance systems or surveys for a longitudinal study on the links between adverse childhood experiences and negative outcomes. In addition, the CDC may provide, directly or through grants or other agreements with public or nonprofit entities, technical assistance related to this data collection.
United States-Colombia Bicentennial Alliance Act This bill requires and authorizes various activities related to Colombia. For example, the bill requires the Department of State to develop and implement strategies to (1) engage with Colombia's government to combat corruption and the misuse of public resources, (2) support the efforts of Colombia's government in countering narcotics trafficking and transnational organized crime, and (3) support the efforts of Colombia's government to provide assistance to various groups that have been affected by natural disasters.
