SRES 821: A resolution condemning the arrest of Cardinal Zen in Hong Kong, and reaffirming the commitment of the Senate to supporting democracy, autonomy, religious freedom, and human rights in Hong Kong.

This resolution condemns the arrest of Cardinal Joseph Zen (a Roman Catholic bishop emeritus of Hong Kong) by the Hong Kong authorities at the behest of the Chinese Communist Party. The resolution calls for all charges to be immediately dropped against Cardinal Zen. The resolution reaffirms religious freedom as a fundamental right. Finally, the resolution also urges the Chinese and Hong Kong authorities to cease targeting Hong Kong's civil society and to immediately release and drop all charges against all political prisoners who have been unjustly detained and charged.

S 5027: Protecting the Health and Wellness of Babies and Pregnant Women in Custody Act

Protecting the Health and Wellness of Babies and Pregnant Women in Custody Act This bill establishes requirements to address the health needs of incarcerated women related to pregnancy and childbirth. The bill requires the Bureau of Justice Statistics to collect data on the health needs of incarcerated pregnant women at the federal, state, tribal, and local levels. With respect to incarcerated women at the federal level, the bill requires the Bureau of Prisons (BOP) to provide appropriate services and programs to address the health and safety needs related to pregnancy and childbirth, as well as appropriate health care to a woman with a high-risk pregnancy; limits the use of restrictive housing for prisoners who are pregnant or in postpartum recovery; prohibits the use of solitary confinement for an incarcerated pregnant woman in her third trimester; requires the BOP to annually report on the number of administrative claims and appeals filed by pregnant inmates; and requires the Government Accountability Office (GAO) to study the services and protections for pregnant incarcerated women in federal pretrial detention facilities. With respect to incarcerated women at the state and local level, the bill requires the GAO to study the services and protections for pregnant incarcerated women in state and local correctional settings.

S 5039: A bill to establish a temporary commission to develop a consensus and actionable recommendations on a comprehensive grand strategy with respect to the United States relationship with the People's Republic of China for purposes of ensuring a holistic approach toward the People's Republic of China across all Federal departments and agencies.

S 5009: Investing in State Energy Act of 2022

Investing in State Energy Act of 2022 This bill revises requirements concerning the distribution of funds under the Weatherization Assistance Program (WAP) and the State Energy Program (SEP) to state agencies and local partners that implement energy initiatives. Under WAP, the Department of Energy (DOE) reduces energy costs for low-income households by increasing the energy efficiency of their homes. Under SEP, DOE supports state energy conservation plans and energy security. This bill requires DOE, upon receiving state or area plans under WAP or SEP, to distribute funds to the recipients of the funding as quickly as practicable. Within 60 days of Congress making the funds available for WAP and SEP, DOE must (1) provide application guidance for financial assistance, and (2) publish the allocation of financial assistance to be provided to states under the programs.

Civilian Conservation Center Enhancement Act of 2022 This bill authorizes various activities in connection with Civilian Conservation Centers. For example, the Departments of Agriculture and of the Interior shall offer at Civilian Conservation Centers specialized training programs focused on (1) forestry and rangeland management, (2) wildland firefighting, or (3) any other topic related to the mission of the Forest Service or Interior or the public interest.

S 4835: Small-diameter Timber and Underutilized Material Act of 2022

Small-diameter Timber and Underutilized Material Act of 2022 This bill addresses the removal of small-diameter trees in fire hazard areas. Specifically, the bill prohibits the Forest Service (FS) and the Department of the Interior from charging a fee to authorize the removal of a small-diameter tree in a fire hazard area, including a fee for a special use permit; or recovering any processing or monitoring cost of authorizing such removal. The FS or Interior may charge a fee for removal of a small-diameter tree of a particular species of tree in a fire hazard area upon determining that the fee is appropriate and disclosing that determination to the public.

This resolution condemns the death and detention of Mahsa Amini (an Iranian woman who died in the custody of the Morality Policy of Iran after being detained for purportedly wearing her hijab improperly). It also calls on Iran to end its systemic persecution of women.

S 4983: BIDIRECTIONAL Act

Bus Integration Dedicated to Improving Resilience, Eliminating Congestion, and Triggering Innovation Over Numerous Applications and Localities Act or the BIDIRECTIONAL Act This bill establishes requirements to encourage the deployment of vehicle-to-grid and vehicle-to-everything technologies and applications that enable bidirectional charging, such as technologies that enable electric vehicles to use their batteries to power the energy grid or homes when they are not being driven. Specifically, the bill requires states to consider measures to promote vehicle-to-grid integration under the Public Utility Regulatory Policies Act. The bill also directs the Department of Energy to establish a grant program for projects that use at least one electric school bus with such technology. Grants may be awarded to electric energy suppliers, state public utility commissions, school bus manufacturers, school districts, suppliers of charging infrastructure, renewable energy developers, and other eligible entities.

HR 5141: Maximizing Outcomes through Better Investments in Lifesaving Equipment for (MOBILE) Health Care Act

Maximizing Outcomes through Better Investments in Lifesaving Equipment for (MOBILE) Health Care Act This bill allows a health center that currently receives funding through a Health Resources & Services Administration Health Center Program grant to use a New Access Point grant to set up a mobile unit regardless of whether the health center also establishes a permanent health care delivery site. New Access Point grants help health centers establish new delivery sites to provide comprehensive primary care to medically underserved populations. Under current law, health centers may only use the grants to set up a mobile unit if they also establish a permanent site.

S 4114: A bill to amend Public Law 99-420 to provide for the conveyance of certain Federal land in the State of Maine for use for affordable workforce housing, and for other purposes.

This bill provides for the use of certain federal land in Maine for affordable workforce housing to benefit the towns on Mount Desert Island. Currently, the land is available for use as a solid waste transfer station. The bill also permits the Department of the Interior to retain no more than 15 acres of the land, to be used for housing and administrative facilities to support the purposes of Acadia National Park.
