Upholding the Inter-American Democratic Charter Act of 2022 This bill requires the Department of State to develop and implement a strategy to uphold and strengthen the Inter-American Democratic Charter, which states that the peoples of the Americas have a right to democracy and their governments have an obligation to promote and defend it. The charter was adopted in 2001 by the member states of the Organization of American States (OAS), which includes all 35 independent countries of the Western Hemisphere. The strategy must include plans to (1) strengthen the integrity of electoral processes in the Americas; (2) counter the spread and amplification of disinformation and misinformation in the Americas; and (3) address threats to democratic governance posed by corruption, criminality, and the malign activities of nondemocratic and non-OAS countries such as China and Russia.
Traumatic Brain Injury and Post-Traumatic Stress Disorder Law Enforcement Training Act or the TBI and PTSD Law Enforcement Training Act This bill requires the Bureau of Justice Assistance (BJA) to consult with relevant agencies to establish crisis intervention training tools for first responders to address individuals with traumatic brain injuries, acquired brain injuries, and post-traumatic stress disorder. The BJA must ensure that at least one police department designated as a Law Enforcement Mental Health Learning Site utilizes the tools and that such tools are part of the Police-Mental Health Collaboration Toolkit. Additionally, the bill requires the Centers for Disease Control and Prevention to study and report about the prevalence and incidence of concussions among first responders.
Protecting Military Servicemembers' Data Act of 2022 This bill prohibits businesses that collect consumer personal information from selling lists containing the personal information of members of the Armed Forces to North Korea, China, Russia, or Iran.
Stopping Home Office Work's Unproductive Problems Act of 2022 or the SHOW UP Act of 2022 This bill requires each executive agency to reinstate the telework policies that were in place on December 31, 2019. Agencies may not implement expanded telework policies unless the Office of Personnel Management certifies that such policies, among other requirements, will have a positive effect on the agency's mission and operational costs.

Student Loan Accountability Act This bill generally prohibits the Departments of Education, Justice, or the Treasury from taking any action to cancel or forgive the outstanding balances, or portion of balances, of covered loans. Covered loans refer to Federal Family Education Loans, Federal Direct Loans, Federal Perkins Loans, and loans under the Health Education Assistance Loan Program. The prohibition does not apply to targeted federal student loan forgiveness, cancellation, or repayment programs that are in effect by final regulation on May 11, 2022, and carried out under the Higher Education Act of 1965.
Taylor Force Martyr Payment Prevention Act of 2022 This bill expands the institutional factors the Department of the Treasury must consider when making a finding that a foreign financial institution is of primary money laundering concern and is therefore subject to special measures, including the prohibition of opening or maintaining correspondent accounts in U.S financial institutions. Specifically, Treasury must consider (1) the extent to which an institution knowingly provides financial services to Hamas, or to an agent of Hamas; and (2) the extent to which an institution, transaction, or type of account is used to facilitate or promote payments for certain acts of terrorism against U.S. and Israeli citizens.
Health Care Providers Safety Act of 2022 This bill authorizes the Department of Health and Human Services to award grants to health care providers for security services and other expenses related to physical security and cybersecurity.
Workforce Innovation and Opportunity Act of 2022 This bill reauthorizes through FY2028 and expands programs under the Workforce Innovation and Opportunity Act (WIOA). The bill also revises workforce investment, vocational rehabilitation, employment, training, and literacy programs for eligible individuals. For example, the bill increases workforce representation on state and local workforce investment boards from 20% to 30%; reworks one-stop center infrastructure funding by requiring costs to be covered by state allocations of WIOA funds; establishes subsidized youth employment programs that include work-readiness training and mentoring; allows states and localities to partner with educational institutions to address the skill needs for in-demand jobs; establishes grants to connect youth in communities disproportionately affected by gun violence with in-demand jobs; eliminates a requirement that the Department of Labor ensure that individuals participating in WIOA activities comply with Selective Service laws; modifies the allotment of youth workforce investment funds to states; requires Labor to prioritize providing access to certain services to girls and women and applications for assistance from minority-serving institutions; expands the Job Corps program, including by serving individuals in outlying areas and relaxing age requirements; establishes grants to expand training programs through industry or sector partnerships; expands grants for integrated English literacy and civics education to outlying areas; and expands Wagner-Peyser employment services to the Northern Mariana Islands and American Samoa. The bill also provides statutory authority for Labor to award competitive grants, contracts, and cooperative agreements to improve employment and training outcomes and reduce recidivism of justice-involved youth; and competitive grants for states to create workforce longitudinal administrative databases.
Military Spouse Tax Act This bill provides that a spouse of a service member may retain their personal residence or domicile for purposes of taxation. The bill authorizes a service member and the spouse of the member to elect to use the following locations for purposes of taxation: the residence or domicile of the member, the residence or domicile of the spouse, or the permanent duty station of the member.
