No Communist Countries Participating in Lobbying Act This bill prohibits former Members of Congress from lobbying the federal government on behalf of communist countries (or entities that are owned or controlled by such countries) and establishes specific monetary penalties for violations.
One Agency Act This bill consolidates antitrust enforcement authority in one agency by transferring all Federal Trade Commission (FTC) antitrust functions, employees, assets, and funding to the Department of Justice (DOJ). The bill also transfers to DOJ the responsibility for reviewing specified communications transactions that is currently the duty of the Federal Communications Commission. The bill does not remove the authority of the FTC to police certain unfair and deceptive acts and practices.
Energy Security and Lightering Independence Act of 2021 This bill authorizes an alien crewman to obtain a permit to land in the United States for up to 180 days if, during this period, the crewman will perform ship-to-ship liquid cargo transfer operations involving a vessel engaged in foreign trade. Currently, an alien crewman may obtain a permit to land for up to 29 days. Under this bill, an alien passing in transit through the United States to board a vessel to perform the above-described liquid cargo transfer operations may qualify as a nonimmigrant in transit. (A qualifying nonimmigrant in transit may obtain a transit visa.)

Sgt. Isaac Woodard, Jr. and Sgt. Joseph H. Maddox GI Bill Restoration Act of 2021 This bill expands eligibility for Post-9/11 GI bill educational assistance benefits and the Department of Veterans Affairs (VA) home loan program. Specifically, the bill explicitly includes the following persons as eligible veterans: Black veterans who served on active duty during World War II who can certify they were denied a specific benefit on the basis of race; and the living surviving spouses, children, grandchildren, or other direct descendants of such veterans described above who can certify the veteran was denied a specific benefit on the basis of race. Such veterans described above must apply for educational or home loan benefits within the five-year period after the passage of this bill to be eligible for benefits. The Government Accountability Office must report on the number of individuals who received educational or housing loan benefits and the total value of such benefits administered by the VA due to the amendments made by the bill. Finally, the VA must appoint a panel of independent experts to develop recommendations regarding additional benefits and assistance for female and minority members of the Armed Forces.
Our Veterans Earned It Act This bill prohibits members of the Armed Forces who refuse to receive a COVID-19 vaccination from being denied a federal benefit they are entitled to by reason of their service in the Armed Forces.
Keeping Our COVID-19 Heroes Employed Act This bill exempts essential workers from COVID-19 vaccination requirements imposed by the federal government and contractors, public entities that received federal COVID-19 relief funds, and private entities that received any federal funds. An essential worker is an individual who was deemed to be essential or exempted from response measures during the COVID-19 pandemic by a state, tribe, or territory.
Claiming Losses After Disasters Act This bill revises the tax deduction for personal casualty losses arising from major federally-declared disasters. It replaces the current requirement that such losses exceed 10% of a disaster victim's adjusted gross income before a deduction can be claimed with a minimum threshold of $500 in losses per disaster.
Teacher, Principal, and Leader Residency Access Act This bill expands the federal work-study programs at institutions of higher education (IHEs) to include work-study programs that compensate students serving in a residency program at the IHE. R esidency program refers to a school-based educator preparation program in which a prospective teacher, principal, or school leader (1) works for one academic year with a mentor teacher, principal, or other school leader; (2) receives concurrent instruction from the IHE; (3) acquires effective teaching or school leader skills; and (4) attains certification or licensure prior to completion of the program.
Judgment Fund Accountability Act of 2021 This bill prohibits payments from the Judgment Fund to individuals who entered or attempted to enter the United States unlawfully. (The Judgment Fund is an account for paying judgments and settlements against the United States.)
Supporting Affordable and Reliable Energy in Developing Countries Act of 2021 This bill bans federal agencies and governmental corporations from implementing climate finance plans that would prohibit, or have the effect of prohibiting, the financing of certain projects to construct facilities that use fossil fuels or nuclear energy to generate electricity.
Prohibiting Taxpayer Funded Settlements for Illegal Immigrants Act This bill prohibits using federal funds to make settlement payments to compensate any individuals for being separated from family members while detained by U.S. Customs and Border Protection if the detention was (1) a result of the individual improperly entering (or attempting to improperly enter) the United States, and (2) in accordance with a Department of Justice memorandum that adopted a zero-tolerance policy for such improper entry into the United States.
