Port Crane Security and Inspection Act of 2022 This bill limits the operation at U.S. ports of foreign cranes. Foreign cranes are those (1) manufactured by companies that are subject to the control or influence of a country designated as a foreign adversary, and (2) using software or other technology that connects to ports' cyber infrastructure. Foreign cranes that are contracted for on or after the date of the bill's enactment may not operate at a U.S. port. The bill also prohibits, effective five years after the date of the bill's enactment, foreign cranes at U.S. ports if the cranes use software or other technology manufactured by a company affiliated with a foreign adversary and connect to a port's cyber infrastructure. Additionally, the Cybersecurity and Infrastructure Security Agency (CISA) must (1) inspect foreign cranes before they are placed into operation for potential security vulnerabilities, and (2) assess the threat posed by security vulnerabilities on existing or newly constructed foreign cranes. CISA must also report to Congress about critical and high-risk security vulnerabilities posed by foreign cranes at U.S. ports.
Infrastructure Grant Security Act This bill prohibits use of Strengthening Mobility and Revolutionizing Transportation grants to purchase, lease, or operate drones or other unmanned aircraft systems that are manufactured by companies subject to Chinese control or influence. This resolution (HRES 883) is a symbolic gesture designating January 22 as "National Sanctity of Human Life Day" to recognize the value of human life at all stages. It contains statements opposing abortion and citing fetal development milestones, but the resolution itself has no legal effect or policy changes. It does not alter laws, allocate funding, or directly affect any individuals or groups. The bill solely encourages Americans to reflect on "the value of life" through a non-binding designation. As a procedural resolution, it has no binding provisions or concrete policy impact.
National Climate Adaptation and Resilience Strategy Act This bill requires the President to identify or appoint a Chief Resilience Officer that must (1) direct a government-wide effort to build resilience to climate change vulnerabilities in the United States in collaboration with existing federal initiatives and interagency adaptation efforts, and (2) create working groups. The officer and the working groups must jointly submit to the President and Congress a strategy for the government to address such vulnerabilities in partnership with nonfederal partners, a plan to implement the strategy, and updates by specified deadlines.
Heating and Cooling Relief Act This bill provides additional energy assistance to households, including heating and cooling assistance. Specifically, the bill reauthorizes through FY2031 and revises the Low Income Home Energy Assistance Program. Under the existing program, the Department of Health and Human Services (HHS) may award grants to states for assisting low-income households that pay a high proportion of their income for home energy. To be eligible under the existing program, households must have incomes which do not exceed the greater of an amount equal to 150% of the poverty level for their state or an amount equal to 60% of the state median income. The bill expands eligibility to households with incomes which do not exceed the greater of an amount equal to 250% of the poverty line as defined in the Community Services Block Grant Act or an amount equal to 80% of the state median income. In addition, the bill expands eligibility to households with a monthly energy burden of 3% or more per year. It also requires states to establish procedures to protect households receiving assistance under the program from energy shutoffs and certain late fees. In addition, the bill requires HHS and the Department of Energy to jointly carry out a program that awards grants to states and local governments for developing and implementing interagency plans to reduce energy burdens for eligible households with high home energy use. The plans must promote the reduction of energy from fossil fuels.
This resolution designates January 2022 as "National Mentoring Month" to raise awareness about mentoring's benefits for youth development and community engagement. It highlights how mentoring improves academic achievement, reduces delinquency, and supports vulnerable youth, but does not create new policies or allocate funding.
