HR 9049: RISEE Act of 2022

Reinvesting In Shoreline Economies and Ecosystems Act of 2022 or the RISEE Act of 2022 This bill expands the amount of revenue generated from leases for energy development on federal land or submerged lands in the Outer Continental Shelf that is shared with certain states and coastal communities. For example, the bill dedicates a percentage of the revenue generated from offshore wind leases for coastal states. Currently, this revenue is deposited in the U.S. Treasury. In addition, the bill increases the amount of revenue generated from offshore oil and gas leases that is shared with states under the Gulf of Mexico Energy Security Act. States must use the funding from the revenue for specified purposes, such as coastal restoration, conservation, or infrastructure.

Commission To Study the Potential Creation of a National Museum of American LGBTQ+ History and Culture Act This bill establishes the Commission to Study the Potential Creation of a National Museum of American LGBTQ+ History and Culture. The commission shall submit reports that address the feasibility of establishing and maintaining such a museum, the availability and cost of collections to be acquired and housed in the museum, the impact of the museum on existing American LGBTQ+ history-related museums, development of criteria for evaluating possible locations for the museum, and the feasibility of the museum becoming part of the Smithsonian Institution. The commission shall develop a fundraising plan that will address the support of the museum through contributions from the public. No federal funds may be obligated to carry out this bill.

This bill requires the Department of the Interior to authorize certain geological and geophysical surveys related to oil and gas activities. The surveys must cover areas of the Gulf of Mexico Outer Continental Shelf that are not subject to existing moratoria on oil and gas leasing. Authorized surveys are deemed to comply with applicable laws to protect marine mammals and endangered species.

HR 8137: Educational Choice for Children Act

Educational Choice for Children Act This bill allows individuals and corporations a new tax credit after 2022 for charitable contributions to tax-exempt organizations that provide scholarships to elementary and secondary school students. Such students must be members of a household with incomes not greater 300% of the area median gross income and be eligible to enroll in a public elementary or secondary school. The bill excludes from the gross income of taxpayer dependents any scholarship amount for the elementary or secondary education expenses of eligible students. It also prohibits governmental control over scholarship granting organizations.

Maximizing Outcomes through Better Investments in Lifesaving Equipment for (MOBILE) Health Care Act This bill allows a health center that currently receives funding through a Health Resources & Services Administration Health Center Program grant to use a New Access Point grant to set up a mobile unit regardless of whether the health center also establishes a permanent health care delivery site. New Access Point grants help health centers establish new delivery sites to provide comprehensive primary care to medically underserved populations. Under current law, health centers may only use the grants to set up a mobile unit if they also establish a permanent site.

HR 8984: Medical Care Equity Act

Medical Care Equity Act This bill allows a tax deduction for the unreimbursed Medicare-based value of qualified charity care (i.e., physicians' services furnished without expectation of reimbursement, including medical screenings and treatment for emergency medical conditions and labor-related treatments). The bill also specifies that a physician is not liable under federal or state law for harm caused by an act or omission of the physician, or attending medical personnel supporting the physician, if the act or omission (1) occurs in the course of furnishing charity care, and (2) was not grossly negligent. The bill preempts laws of a state or locality that are inconsistent with this exemption, unless the laws provide greater protection from liability for a defendant.
