HJRES 12: Proposing a balanced budget amendment to the Constitution of the United States.

H.J.Res. 12 proposes a constitutional amendment requiring the federal government to balance its budget annually, meaning spending cannot exceed revenue except under specific circumstances. It would directly affect Congress and the President by mandating that annual budgets must not exceed revenue, with exceptions requiring a 3/5 vote in both chambers of Congress or a military conflict waiver approved by a joint resolution. Key provisions include prohibiting increases to the national debt without a 3/5 congressional vote, requiring the President to submit a balanced budget proposal each year, and defining "receipts" to exclude borrowing. The amendment would take effect five years after ratification by 38 states (three-fourths of states) and includes limited waivers for declared wars or imminent national security threats. This is a procedural constitutional change, not a spending bill, and would fundamentally alter federal budgeting processes.

HJRES 8: Proposing an amendment to the Constitution of the United States to require that the Supreme Court of the United States be composed of nine justices.

HJRES 8 proposes a constitutional amendment to permanently set the Supreme Court's size at nine justices. The bill would require any future changes to the Court's composition to follow this specific number, locking in the current structure. It does not alter the existing Court size (which has been nine since 1869) but aims to prevent future adjustments through legislative action. The amendment must be ratified by three-fourths of state legislatures within seven years to take effect. This is a procedural proposal focused on constitutional structure, not a direct policy affecting citizens or programs.

HR 52: Kimberly Vaughan Firearm Safe Storage Act

HR 52, the Kimberly Vaughan Firearm Safe Storage Act, promotes safe firearm storage through several concrete measures. It requires firearm manufacturers to include a "SAFE STORAGE SAVES LIVES" notice with each new handgun, rifle, or shotgun sold, directing buyers to the Attorney General’s public website with safe storage guidance. The bill also creates a federal grant program ($10 million annually) for states and tribes to develop public programs distributing safe storage devices (like locked containers or trigger locks), and establishes a tax credit for individuals purchasing such devices. These provisions directly affect firearm manufacturers, state/local governments, and the public seeking to secure firearms responsibly.

HR 211: COI Elimination Act

COI Elimination Act This bill limits U.S. contributions to the United Nations pertaining to the U.N. Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel. Current law imposes a cap on the annual U.S. contribution to the U.N. budget. The bill lowers that cap by 25% of the amount budgeted for the commission. The bill also states that it shall be U.S. policy to seek the abolition of the commission and combat systemic anti-Israel bias in international bodies.

HR 51: Washington, D.C. Admission Act

HR 51, the Washington, D.C. Admission Act, would admit Washington, D.C. as the 51st state, named "Washington, Douglass Commonwealth," granting its residents full representation in Congress with two Senators and one Representative. The bill establishes procedures for admission, including elections for state officials, with the state initially having one Representative until the next congressional apportionment. It would create a "Capital" area (including the White House, Capitol, and other key federal buildings) that remains under federal jurisdiction as the seat of the U.S. government, while the rest of the District becomes the new state. The bill also includes provisions to ensure continuity of federal services, property management, and legal procedures during the transition to statehood.

HR 45: Small Business Tax Fairness and Compliance Simplification Act

This bill extends a tax credit for employer social security taxes paid on employee tips at beauty service businesses (including barbering, nail care, esthetics, and spa treatments), but only for tips customary in these services. It creates a "tip reporting safe harbor" requiring beauty businesses to implement quarterly employee training on tip reporting, monthly tip tracking, and proper tax filings to avoid IRS audits on tips. Additionally, it mandates businesses renting space to beauty service providers to report annual rental income over $600 to the IRS. These provisions directly affect beauty service establishments and landlords in this sector, applying to tax years beginning after 2022 or 2023.

HR 38: Concealed Carry Reciprocity Act

This bill establishes nationwide recognition for valid concealed carry permits. It allows permit holders from any state to carry concealed handguns in states that either issue such permits or don't ban concealed carry, provided they carry a photo ID and their valid permit. Key provisions include making presentation of a valid permit and ID prima facie evidence of compliance, shifting the burden of proof to prosecutors if challenged, and requiring courts to award attorney fees to successful defendants. It does not override state laws prohibiting concealed carry on private property or government lands, nor does it affect restrictions on federal lands like national parks.
