HB 763: AN ACT relating to crimes and punishments.

HB 763 amends Kentucky's criminal code to replace gendered language ("he or she") with gender-neutral terms in KRS 502.010. This change updates the legal definition of when a person is guilty of an offense committed by an "innocent or irresponsible person" (e.g., someone unaware of criminal conduct or legally incapable of culpability). The bill directly affects all individuals referenced in this legal definition within Kentucky criminal proceedings. It makes no substantive changes to criminal penalties or procedures - only updating the language to be inclusive. This is a procedural wording adjustment, not a policy change.
