HB 182: AN ACT relating to duty-related disability benefits.

Amend KRS 61.621 to allow a member of a state-administered retirement system who works in a nonhazardous position that could be certified as a hazardous position and who receives a duty-related injury to be eligible for the same minimum retirement benefit provided to members who receive a hazardous disability retirement; amend KRS 61.702 to allow Kentucky Employees Retirement System (KERS) members working in a nonhazardous position that could be certified as a hazardous position who receive a duty-related injury to receive the same health benefit provided to members who receive a hazardous disability retirement; amend KRS 78.5536 to allow County Employees Retirement System (CERS) members working in a nonhazardous position that could be certified as a hazardous position who receive a duty-related injury to receive the same health benefit provided to members who receive a hazardous disability retirement; allow certain persons whose last day of paid employment was on or after January 1, 2022, but prior to the effective date of the Act to apply for benefits; RETROACTIVE.

HB 225: AN ACT relating to a tax credit for volunteer firefighters.

Create a new section of KRS Chapter 141 to establish a refundable income tax credit for certain volunteer firefighters; declare the purpose of the credit; require annual reporting to the Legislative Research Commission to evaluate the impact of the credit; amend KRS 141.0205 to provide the ordering of the credit; amend KRS 131.190 to allow confidential tax return information to be shared with the Legislative Research Commission.

HB 130: AN ACT relating to scholarships.

Amend KRS 164.7879 to require the Kentucky Higher Education Assistance Authority to annually adjust the Kentucky education excellence scholarship (KEES) based on the Consumer Price Index; permit the authority to annually adjust KEES supplemental awards based on the Consumer Price Index; require that KEES award adjustments be paid at the most recent calculation for the academic term in which a student utilizes their award; prohibit decrease in KEES awards; amend various statutes to conform.

HB 106: AN ACT relating to emergency medical services.

Create new sections of KRS Chapter 311A to create the EMS Professionals Foundation Program fund; specify the ambulance services and EMS professionals that are eligible to share in the distribution of the fund; provide that the Board of Emergency Medical Services shall administer the fund and may promulgate administrative regulations to facilitate its administration; authorize reimbursement for an EMS professional's out-of-pocket costs for mental health treatment for a diagnosed post-traumatic stress injury or post-traumatic stress disorder; provide for annual supplements to ambulance providers for each EMS professional it employs; amend KRS 42.190 and 136.392 to include the EMS Professionals Foundation Program fund to the premium surcharge; amend KRS 61.315 to include eligibility for in the line of duty death benefits to specified ambulance service providers.

HB 138: AN ACT relating to the compensation of coroners.

Amend KRS 64.185 to establish a salary schedule for coroners; require the Department for Local Government to certify the population group within the salary schedule and the years of service for each coroner assuming office; provide for adjustments to compensation based on the consumer price index; allow additional compensation for training courses completed; require all coroners to be considered full-time and prevent any reduction of salary based on hours worked; EFFECTIVE January 4, 2027.

HB 59: AN ACT relating to health care billing practices.

Repeal, reenact, and amend KRS 216B.250 as a new section of KRS Chapter 367 to define terms; require health facilities and other health care providers to provide itemized health care statements in certain circumstances; specify the contents of the health care statements; require that health care statements contain information about price classifications and claims made with third-party payors; prohibit health facilities and providers from charging for the health care statements; establish means by which patients may request a health care statement to be furnished; require health facilities and providers to make public postings and have appropriate staff available to respond to questions and resolve disputes; make conforming amendments; prohibit health facilities and other providers from requesting or accepting a total payment for health care services that exceeds an agreed-upon price or the amount the facility or provider is entitled to receive under state or federal law; authorize the Attorney General to enforce certain state and federal laws regulating health care prices; allow a violation to be cured for good-faith errors; establish causes of action and penalties for violation of health care billing requirements; authorize the Attorney General to enforce health care billing requirements; specify that remedies and penalties are cumulative; authorize the Attorney General to promulgate administrative regulations to effectuate or aid in the effectuation of health care billing requirements; amend KRS 304.14-410, 304.32-1551, 214.556, 216B.990, and 216B.300 to conform; EFFECTIVE January 1, 2027.

HB 153: AN ACT relating to administrative regulations for medications for substance use disorder and declaring an emergency.

Create a new section of KRS Chapter 13A to find 201 KAR 9:270 and 201 KAR 20:065 deficient and void; create new sections of KRS Chapters 311, 313, 314, and 315 to establish that the State Board of Medical Licensure, Board of Dentistry, Kentucky Board of Nursing, and Kentucky Board of Pharmacy shall not promulgate administrative regulations that restrict or limit the prescribing, dispensing, or administering of buprenorphine-mono-product, buprenorphine-combined-with-naloxone, or any other Schedule III, IV, or V medication approved by the United States Food and Drug Administration for the treatment of a substance use disorder; EMERGENCY.

HB 90: AN ACT relating to educational lobbying.

Create a new section of KRS Chapter 160 to define "lobbying" and "public school or school district"; prohibit a public school or school district from expending any moneys to compensate an external individual or entity to lobby; permit employees of public schools or school districts to engage in lobbying services; permit schools to compensate external individuals or entities to represent their interest before the executive or legislative branch of the federal government; create a new section of KRS Chapter 164 to prohibit a public postsecondary education institution from expending moneys to compensate an external individual or entity to engage in lobbying services; permit employees of public postsecondary education institutions to engage in lobbying services; permit public postsecondary education institutions to compensate external individuals or entities to represent their interest before the executive or legislative branch of the federal government.
